1.ORGANIZATIONAL CONTEXT AND SCOPE:
Established in 1951, the International Organization for Migration (IOM) is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
IOM Thailand’s Labour Mobility and Social Inclusion (LMI) unit works to foster the synergies between labour migration and development, and to promote legal avenues of labour migration as an alternative to irregular migration. Moreover, LMI aims to facilitate the development of policies and programmes that are in the interest of migrants and society, providing effective protection and assistance to labour migrants and their families.
LMI in IOM Thailand carries out Migration, Business and Human Rights (MBHR) programme and works extensively with multi-stakeholders: government, private sector and civil society organization (CSO) and UN agencies. Various activities implemented under MBHR programme include capacity building trainings, labour migration process mapping assessment, development of Information, Education and Communication (IEC) materials, community outreach, academic research as well as consultations and advocacy with relevant parties to enhance migrant workers’ rights.
Under the direct supervision of National Project Officer and the overall supervision of the Partnerships and Programme Coordinator of the Labour Mobility and Social Inclusion Unit in Bangkok, the successful candidate will support for the day-to-day implementation of MBHR programme in IOM Thailand country office.
2.RESPONSIBILITIES AND ACCOUNTABILITIES:
The successful candidate will have the following duties and responsibilities:
- Support the implementation of the MBHR programme and interventions, involving liaison with diverse organizational units and external parties to initiate requests and activities, obtain necessary clearances, process and follow-up on administrative actions, etc.
- In coordination with the National Project Officer, assist on individual project activities and local partnerships, such as capacity building to the private sector, government and civil society organization stakeholders; community outreach; conferences; direct assistance to migrant workers.
- Liaise with national project counterparts as necessary, including the private sector, civil society organizations, and relevant government authorities on the preparation and organization of activities.
- Support the organization of national, bilateral and regional meetings, conferences and workshops aiming to promote skills development and certification, ethical recruitment initiatives and decent work for migrant workers among different stakeholders including development of concept notes and agendas, preparation and sending of invitation packages, follow-up on participants, securing of venues, facilitation of meetings, and evaluations on the success of the events.
- Make logistical and administrative arrangements and monitor the budget to support implementation of various project activities such as making travel arrangements for participating delegates, preparing implementing partner agreements, ensuring timely delivery of project activities and payments to partners, and taking care of other related issues.
- Record and compile relevant research data, information and findings as well as keep track of migration trends in Southeast Asia region.
- Support the team in drafting meeting/training reports, briefing notes, statistical tables, presentations, and other forms of communication materials, then contribute to their dissemination and delivery.
- Support with informal translations of project-related documents and interpretation from English to Thai and vice versa.
- Participate in labour migration activities at meetings, conferences and other events.
- Serve as a trainer and facilitator for some capacity building training modules related to labour migration and promoting fair and ethical recruitment for external stakeholders (private sector, government, CSO).
- Conduct monitoring of project activities such as designing questionnaire and incorporation of the findings into reports.
- Perform any other such duties as may be required.
3.QUALIFICATIONS AND EXPERIENCE
EDUCATION
- High School Diploma with at least five years of relevant working experience
- University degree in Business Administration, Social Science, International Development, International Relations, Political Science, or relevant field from accredited academic institution with at least three years of relevant working experience
EXPERIENCE
- At least two years of work experience on migration, skills development, employer engagement and/or similar issues for nongovernmental organizations, international governmental organizations or government institutions, or business associations
SKILLS
- Strong organizational and time management skills
- Strong quantitative and qualitative research skills
- Ability to work in a multi‐cultural environment and respect diversity
- Familiarity with financial and business administration
- Teamwork oriented but with a capacity to work independently
- Knowledge of hospitality, manufacturing, or construction industries in Thailand is an advantage
- Sound knowledge of programme implementation and evaluation and familiarity with financial and business administration
- Excellent writing and communication skills
- Computer literate
4.LANGUAGES
- Fluency in English and Thai (oral and written) is required.
- Knowledge of Cambodia, Lao PDR, Myanmar languages is desirable.
