Position Title : Monitoring & Evaluation Officer, PSC-TVA Project
Department : Conservation, Plastic Unit
Work location : Bangkok, Thailand
Report to : Senior Program Manager (Plastic Smart City)
Employment duration : 12-month with possibility for extension
 

1. Background

WWF has a vision of an economy and a society that has zero tolerance for plastic pollution and all harm caused to the environment from such pollution. As part of this vision, in 2018 WWF has launched the global initiative “No Plastic in Nature”, aiming to address the plastic problem using a holistic approach. One key guiding document within this initiative is the Plastic Smart Cities (PSC) Program with the aim of stopping 30% of plastic leakage from land-based sources into nature by 2030. Currently, the program is being implemented in five Southeast Asian countries namely Indonesia, the Philippines, Vietnam, Hong Kong and Thailand. 

 

A Plastic Smart Cities Project in Thailand, financially supported by TV-Action and NORAD is being implemented in the 4 cities in the Southern region of Thailand.  The project will focus on reducing plastic leakage to nature in 4 major cities in Thailand -- Surat Thani, Hat Yai, Songkla and Samui Island where reside more than 420,000 inhabitants.  These cities were prioritized because of their significant contribution to plastic pollution, their close proximity to key major marine protected areas and coastal ecosystems featuring outstanding marine biodiversity, and for their strong commitment to address the issue of plastic pollution.

 

The implementation phase will include close collaboration with 1) municipalities in the 4 pilot cities, in particular, developing effective policies to reduce single use plastic  and ensuring equal access to state improved waste management services, 2) business sectors to implement the usage of alternative materials to decrease the usage of single-use plastic,  and 3) communities by intensively working at the household level to raise awareness on basic solid waste management systems based on five principal themes: sanitary aspects, social concerns, environmental considerations, urban structure, and economic circumstances, including waste-related problems in cities.  Through the professional support from project partners in plastic recovery and recycling such as CBM (Community Based Management) will be strengthened to better integrate informal waste workers (IWWs) into the sustainable waste management system and ensure that the community receives direct benefit from the project.

2. Major Duties and Responsibilities

Planning

  • Providing expertise in M&E planning and methodology
  • Developing a Monitoring and Evaluation plan for overall progress on achievement of results.
  • Monitor the sustainability of the project’s results.
  • Helping determine performance and impact indicators and targets
  • Providing support to proposal development for M&E components
  • Participating in and providing support to project design activities including development of project theories of change and strategic frameworks (Results Frameworks, Log Frames)

 

Day-to-Day Monitoring and Evaluation Activities

  • Implementing monitoring systems and designing monitoring tools
  • Design and developing data collection tools
  • Monitoring project activities, outputs and progress towards anticipated results
  • Working with data platforms, databases and select technologies to capture and organize data
  • Providing support to WWF Thailand data quality assessments of Plastic Smart Cities Projects
  • Prepare and maintain data base
  • Providing feedback to the Senior Program Manager and Project Manager on project strategies and activities.
  • Suggest strategies to the Project Management for improving the efficiency and effectiveness of the project by identifying bottlenecks in completing project activities and developing plans to minimize or eliminate such bottlenecks.

 

Analysis and Reporting

  • Determining data analysis procedures and use of quantitative or qualitative analysis tools
  • Cleaning, sorting, categorizing and organizing data
  • Analyzing quantitative and/or qualitative data
  • Summarizing findings
  • Support monitoring and evaluation of the effects and impact of the project.
  • Prepare Issues Log and Risk Log for the project.
  • Disseminating evaluation findings and project results to donors and other stakeholders.
  • Report monthly, quarterly, half-yearly and annual progress on all project activities with inputs, information and statistics to Senior Program Manager and Project Manager
  • Participate in annual project reviews and planning workshops and assist the Project Manager in preparing relevant reports.
  • Assist in coordinating across the available components of the Project to ensure effective implementation of M&E/MIS.
  • Assist the project personnel with Plastic Smart Cities M&E tools and in supporting them in their use. 

 

3.  Working Relationships

 Internal

  • WWF Thailand-PSC Team – Coordinate and assist the project team in the use of Plastic Smart Cities M&E Tools.
  • WWF Thailand- M&E Unit – Provide project inputs as required by WWF-M&E program tools

External

  • WWF- PSC M&E Coordinator in PSC program countries – Review, verify and rectify the inputs provided by WWF TH-PSC projects in Plastic Smart Cities M&E Tools; Coordinate with WWF-PSC M&E Coordinators for program development information.

 

4.   Required Qualifications

  • University Degree preferably in Business Administration, Economics or related field.
  • At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs.
  • Fluency in written and spoken Thai and English.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in analyzing data using statistical software.
  • Strong training & facilitation skills.
  • Excellent communication skills (written and verbal): Sensitivity to and responsiveness to all partners, Respectful and helpful relations with donors and project staff.
  • Ability to organize and accurately completes multiple tasks by establishing priorities while taking into consideration special assignments, frequent interruptions, deadlines, available resources and multiple reporting relationships.
  • Consistently approaches work with energy and a positive, constructive attitude
  • Remains calm, in control and good humored even under pressure
  • Demonstrates openness to change and ability to manage complexities
  • Responds positively to critical feedback and differing points of view
