Consultant for Shelter Manual Development

 

Title: Consultant to develop Shelter Manual and induction training program

Type of Contract: Fixed price

Duration of Contract: 3 months from signing

Closing Date: 31 May 2023

 

 

Background:

 

USAID Thailand Counter Trafficking in Persons activity (USAID Thailand CTIP) seeks to reduce trafficking in persons (TIP) and to better protect the rights of trafficked persons in Thailand by reducing demand and incentives for using trafficked labor, empowering at-risk populations to safeguard their rights and strengthening protection systems for survivors. As a source, transit, and destination country for TIP, Thailand is impacted by this crime in various ways. USAID Thailand CTIP strengthens collaboration among the public and private sectors and civil society to promote a rights-based approach to victim identification and assistance. This includes qualitative research on good practices in assistance to lesbian, gay, bisexual, transgender, queer, and intersex (LGBTQI+) survivors of TIP.  By ensuring that trafficked persons are identified and receive the support they need, their rights will be better protected, and they will be less at risk of being re-victimized. After identification, victims are provided with protection and rehabilitation services such as safe shelter, counselling, and psychological and medical assistance during the prosecution and sentencing process. While this is ongoing, identified victims may reside in Thai government and/or private shelters where they receive appropriate treatment and physical and mental protection.

 

Scope of Work:

The consultant will be responsible for developing both a shelter management manual and induction training program for shelter management to be used by both government and private shelters. Specific tasks include but are not limited to:

  • Review existing shelter guidelines and conduct interviews with staff and managers to identify successes and gaps in shelter operating procedures
  • Synthesize the processes and best practices of service providers from both governmental and nongovernmental organizations;
  • Apply survivorcentered principles to developed manual and training program and incorporate survivor perspectives into this work
  • Based on this information, develop a user-friendly, concise manual that:
    • Describes the different types of shelters;
    • Identifies optimal operating procedures for running standardized shelters;
    • Incorporates gender sensitivity and a survivor-centric approach;
  • Develop a standardized induction training program for shelters that includes instruction on needs assessment, trauma-informed care, psychological counseling, and individualized services for LGBTQI+ survivors.
  • Assist the USAID Thailand CTIP team in facilitating a training of trainers session for shelter staff using the training program developed

 

 

Qualification and Competencies  

 

Winrock is seeking qualified individuals, teams, or firms to carry out this work. The principal candidate must fulfill at least the following criteria:

 

  • Experience in consolidating and analyzing data, writing manuals, and consolidating information into a format that is presentable and understandable;
  • Extensive knowledge on social services and shelter management within the Thai context specifically;
  • Extensive knowledge on Gender and social inclusion issues as it relates to marginalized individuals;
  • Experience in designing training curriculum and capacity-strengthening program;
  • Advanced degree in a relevant field such as Political Science, Sociology, Economics, Law, Public administration, Social Policy and/or related social sciences;
  • Excellent written and verbal communication skills in English;
  • Strong analytical and critical thinking skills;

 

If a team of researchers, under the supervision of a principal researcher, is being proposed, please include specific roles and responsibilities for each member of the team. Each member of the team should fulfill the following criteria and complement one another’s skillset.

 

Payment Terms

 

20 % upon approval of inception report outlining the contents of manual and training program and a work plan for the consultancy

30% upon submission of the first draft manual and induction training program

50% upon approval of the final manual by the Thai government and induction training program and submission of the complete manual
