Terms of reference for a team of IT consultants to support the maintenance of the FAIR Fish Project’s online course platform

 

I. About Plan International

The Fostering Accountability in Recruitment for Fishery Workers Project (FAIR Fish) is an effort to reduce forced labor and human trafficking in the seafood-processing sectors of Thailand. The project is supported by the Office of Child Labor, Forced Labor and Human Trafficking (OCFT) at the Bureau of International Labor Affairs (ILAB), United States Department of Labor (USDOL). The FAIR Fish project is led by Plan International, an NGO with expertise in addressing forced labor (FL), human trafficking (HT) and child labor (CL) among fisherfolks and seafood processors in Thailand, Cambodia, Indonesia and the Philippines. Project implementation started in January 2019 and will end in December 2023.

 

II. Background

 

The FAIR Fish Project has developed a responsible recruitment model for small and medium-sized seafood processing companies in consultation with two pilot companies and four recruitment agencies. The model draws upon a supply chain approach in which seafood processing companies are expected to cascade their responsible recruitment and employment policies down their recruitment supply chain to recruitment agencies that source their migrant workers.

 

Based on the model described above, the project has developed an online course that will train labor recruiters in Thailand, Cambodia and Myanmar. The course will exist in all three languages in addition to English.  The course is also expected to benefit employers and human resource staff in seafood processing companies.

 

The online course has been completed and the project now needs limited, ongoing support from a qualified IT consultant/s to help troubleshoot the course as it goes live and is piloted, and to integrate changes/correct minor errors as they are identified  on a regular basis.

III. Objective of the TOR

The project is recruiting an IT consultant/s to support the maintenance of the project’s online course platform over a period of six months.

 

IV. Tasks

Each consultant is expected to:

  1. Attend a two-hour briefing session on the project’s online course and the identified errors/key suggestions from course users.
  2. Correct errors and make changes to the SCORM files as requested.
  3. Address errors and make changes to the platform as requested.  In addition, provide technical advice on how to improve the platform’s performance.

V. Timeline

Activities under this TOR are expected to start in May 2023 and be completed by November 2023.

 

VI. Deliverables/Outputs

The consultant can work remotely and regularly meet with the FAIR Fish Project team through Skype or other communication channels. In addition, the consultant will be expected to submit deliverables as explained below:

VII. Payment

 

Plan International will pay each consultant according to the number of hours recorded in their timesheets after receiving and approving the work. Thai tax will be deducted from payments in accordance with Thai law

IX. Qualifications

 

Candidates should have the following qualifications:

 

  • Experience in online course development and/or maintenance.
  • Experience in SCORM file editing.
  • Professional fluency of English verbal communication and report writing.
