Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Context:

 

The IOM Regional Office for Asia and the Pacific (ROAP) in Bangkok, Thailand is one of the 9 IOM Regional Offices (RO) that oversees and provides strategic and technical support to IOM activities within the region. Within the RO Bangkok structure, the Regional Resources Management Unit (RRMU) provides support to 40 IOM Country Offices (CO) within the region on budgeting, accounting, human resources, procurement and other administrative functions.

 

Under the overall supervision of the Senior Regional Resource Management officer (SRRMO) and   direct supervision of the Finance and Budget Officer (FBO) and in collaboration with relevant Units at Regional Office for Asia and the Pacific (ROAP), and the Administrative Centres, the successful candidate will be responsible for supporting the Finance Unit in ROAP, especially in relation to all contractual, administrative, accounting and finance matters of the TEAM2 Global Fund (GF) project.

 

Responsibilities and Accountabilities:

  1. Assist the FBO with budget preparation, reviewing the accounts and financial records, prepare statistical and other reports as required, for the TEAM2 GF project in RO Bangkok;
  2. Review and verify Vendors and Implementing Partners (IPs) financial claims for accuracy and conformity with IOM financial rules and regulations;
  3. Perform financial claims verification against documentation to ensure that purchases of goods and services are properly authorized and that the goods have been received and services are rendered;
  4. Assist in monitoring of vendor accounts balance of the IPs and suppliers related to TEAMS 2 project and perform housekeeping as necessary
  5. Assist the FBO with the preparation of additional supporting documents and financial data (under PR and SRs) for the annual PUDR report
  6. Extract and input data from various sources into the IOM financial/accounting systems;
  7. Assist with providing guidance in accounting, budgeting and other finance related matters to the program team;
  8. In coordination with the FBO liaise with IPs on financial and administrative related matters, including submission of supporting document as necessary;
  9. Review all types of payments starting from procurement to payment requests, verifying that they are duly authorized and that all the supporting documents are attached therewith;
  10. Ensure proper and systematic completion of all posted payments and other accounting documents according to the established standards;
  11. Assist the team with travel requirements, travel expense claims, operational advance requests and related settlements, document archiving/retrieval, etc., related to the TEAM2 project;
  12. In close coordination with relevant colleagues, assist in the preparation of meetings, trainings and workshops including necessary follow-up of required supporting documentations with the participants (staff and non-IOM staff);
  13. Maintain and monitor the e-filling of financial and administrative documentations relevant to TEAM2 GF project in the internal SharePoint;
  14. Support other financial and administrative needs of the TEAM2 GF program in RO Bangkok;
  15. Perform other related duties as required.

 

Required Qualifications and Experience

 

Education

  • High School diploma with five years of relevant experience; or,
  • Bachelor’s degree in Business Administration, Accounting, Finances, or related fields with three years of relevant professional experience.

 

Experience

  • Proficient in Microsoft Office applications e.g. Word, Excel, PowerPoint, E-mail, Outlook; previous experience in SAP is a distinct advantage;
  • Attention to detail, ability to organize paperwork in a methodical way;
  • Discreet, details and clients-oriented, patient and willingness to learn new things; and,
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organization in a multi-cultural setting is an advantage.

 

Skills

  • Knowledge of IOM’s or other UN Agency’s rules and regulations, policies and procedures;
  • Knowledge of financial principals, document verification;
  • Ability to work effectively in a multi-cultural environment.

 

Languages

  • For all applicants, fluency in English and Thai is required (oral and written).
