Founded in 1983, the National Democratic Institute for International Affairs (NDI) is a nonprofit, nonpartisan organization working to strengthen and expand democracy worldwide. Headquartered in Washington, D.C., NDI maintains offices in over 65 countries on four continents. In Thailand, NDI implements programs designed to facilitate interaction between citizens and Members of Parliament at the national level; and, CSOs, political parties and elected representatives at the local level.
ABOUT THE POST
This will be a temporary position (3-6 months). The post-holder will be responsible for the management of NDI finances in accordance with donor regulations and NDI policies, including the regular accounting and financial reporting to Washington DC. The holder of the post must understand NDI’s multiple award mechanisms and individual donor regulations.
KEY RESPONSIBILITIES AND DUTIES:
• Account for the finances of the NDI-Thailand program using Quicken software, in compliance with NDI financial policies and donor regulations;
• Assist with the preparation of monthly spending estimates and initiate wire transfer requests;
• Manage payroll for local staff, ensuring compliance with national legislation (tax deductions, social security contributions)
• Provide accurate and current accounting information as required by the Country Director and NDI-DC, ensuring that all significant financial issues are communicated to the NDI-DC Accounting Department, and that follow-up is performed as requested.
• Liaise with local financial institutions;
• Ensure compliance with NDI procurement procedures;
• Process payments to vendors or contractors with the prior approval of the Country Director when the office petty cash is not used for that purpose;
• Prepare the monthly reconciliation of all NDI-Thailand accounts for review and approval by the Country Director, and transmission to NDI-DC;
• Calculate and provide payment of all perdiem to staff and consultants;
• Liaise with Lawyers on office registration, work permit and visa for expatriate staff.
• Such other duties as may be assigned from time to time;
EDUCATION AND/OR EXPERIENCE
• University degree in finance, accounting, economics; or related subject;
• Minimum of three (3) years of relevant work experience related to implementation of governance programs. Work experience in international non-governmental organizations (NGOs) is preferred.
REQUIRED SKILLS AND ABILITIES
• Experience in supporting international development programs and familiarity with financial procedures and accounting systems required by international donors (i.e. USAID etc.);
• Strong interpersonal skills and demonstrated ability to communicate clearly, effectively, and with cultural sensitivity;
• Very good oral and written communication skills in English and Thai;
• Experience with Quicken, Word, Excel, Google Apps (Gmail, Calendar, Drive, etc.), and PowerPoint required; Access preferred.
This position is open to Thai nationals only. The anticipated start time will be in May 2023.
