Position Summary
The MERL Manager leads the management of successful monitoring, evaluation, research, and learning of Pact’s activities under a USAID Burma consortium program, in close coordination with the consortium MEL Team. S/he will work closely with partners to operationalize MERL systems and build capacity on MERL. S/he supports the MEL Specialist on the monitoring of data collection, collation, storage, analysis, and reporting, and ensures that data is audit worthy and incorporated into program reports for submission to USAID. The MEL Manager contributes to the program’s learning agenda through collaboration with Pact staff and partners on data interpretation, visualizations, and analyses, as well as other CLA efforts. The MERL Manager will be based in Thailand.
Specific Duties
The specific duties to be carried out by the successful candidate are listed below:
Design & Monitoring
- Manage Pact’s overall MERL activities, in close coordination with Pact staff and partners and under the guidance of the consortium MERL Team.
- Lead the development and dissemination of relevant M&E tools and formats and provide M&E-specific technical training to Pact staff and partners.
- Provide technical support to partners in establishing their internal MERL systems, M&E plans, data quality management, and compliance with MEL system requirements.
- Design and conduct MEL training for partners, supporting qualitative and quantitative monitoring and evaluation techniques through staff training, mentoring, and/or coaching.
- Conduct Routine Data Quality Assessments (RDQA) and implement actions to improve data quality and accountability of Pact partners.
Evaluation & Research
- Lead the planning and coordination of assessments, internal and external evaluations, and other studies undertaken by the program.
Learning and Reporting
- Contribute to data analysis, writing, and review of the results and learning sections of program reports in collaboration with program staff, ensuring that partners comply with internal data quality requirements and that reports are submitted on time.
- Commitment to applied learning and adaptation based on data: support the program team on routine reviews and interpretation of data for learning and adaptation; package and disseminate findings and make suggestions for adaptation according to USAID CLA approach and the program’s learning agenda.
- Contribute to the learning agenda and efforts of the consortium, in coordination with the consortium MERL Team.
Supervision & Coordination
- Coordinate closely with the consortium MERL Director to ensure compliance with and contribution to the program’s overall MERL efforts.
Other
Qualifications, Skills, Knowledge
- Demonstrated relevant technical skills in analyzing quantitative and qualitative data, with excellent organizational and communication skills.
- Knowledge and experience in reporting procedures, best practices, guidelines, and tools for monitoring, evaluation, and learning.
- Experience in developing and delivering training, coaching, or mentoring support for participants with various levels of expertise.
- Experience and knowledge in developing and maintaining MERL information systems or database software.
- Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint, etc.
- Experience in handling sensitive and confidential information.
- Experience in coordinating and facilitating consensus-building and learning processes (e.g., Pause & Reflect, working groups) among various stakeholders.
Requirements
- University degree in any of the following or related fields: social science, international development, public health, evaluation, statistics, or economics.
- Strong written and spoken English and Burmese.
- At least 4 years of progressively responsible experience in designing, managing, and implementing results-based MERL activities.
- At least 2 years of supervision and leading a MERL team.
- Strong interpersonal and intercultural communication skills
- Attention to details and deadline oriented.
- Ability and willingness to travel.
