DOCTORS WITHOUT BORDERS THAILAND (DWBT)

Background

Doctors without Borders Thailand (DWBT) is a Thai organisation working to increase access to medical and mental health services in Thailand. DWBT is neutral, impartial, and solely medical in nature with no religious, political, or human rights objectives. Since 2017, DWBT has been operating a project in Pattani, Yala and Narathiwat primarily providing mental health services including basic mental health and an appropriate system of referral where needed. DWBT also works with partner organisations in Mae Hong Son province.

 

Main Purposes

Assessing, implementing, and maintaining the epidemiological surveillance systems/monitoring according to DWBT protocols, standards, and procedures in order to contribute to appropriate evidence-based decision making/using well managed health data in outbreak and emergency DWBT programmes.

 

Main Responsibilities

  • Carrying out key epidemiological activities in outbreak investigation (description including time, place, people with emphasis on mapping when it is needed) and advising on the operational response
  • Implementing and maintaining a surveillance system to monitor epidemiological trends of relevant outbreak-prone diseases. Guiding activities of medical staff for surveillance and/or active case finding, including ensuring understanding of the need for consistent case definitions and data recording (briefing of all new staff)
  • Monitoring and Implementing initial Assessment (for emergency situation), rapid health assessments and (baseline or follow-up) surveys. Where standard protocols are not available or appropriate, developing a protocol seeking extensive feedback and pilot testing of tools to ensure the objectives will be met robustly with support of HQ epidemiologist
  • Preparing and adapting routine documentation (survey forms, training materials, letters of request/notification, locally appropriate consent forms etc.) with support of HQ epidemiologist. Preparing an appropriate sampling frame and sample selection guidelines with support of HQ epidemiologist
  • Planning and supervising the associated HR processes of the staff under his/her responsibility (recruitment, training/induction, evaluation, potential detection, development and communication) and ensuring that staff exhibits required skills after training and pilot test
  • Managing data systems and ensuring accurate, high-quality databases; analyzing results and preparing regular written reports on progress and findings for medical coordinator/HQ and when appropriate to external collaborators/networks (MoH, other NGOs, etc.)
  • Providing training sessions to medical teams on relevant aspects of epidemiology to enhance team response capacity

 

Context Specific Responsibilities

The position will support Thailand Mission and projects in both Maehongson and Pattani.

 

Pattani:

  • Providing technical support to the project team in areas of data flow and management
  • Continuing the support to and development of the Medical Data Processing Officer
  • Assisting the project coordination in carrying out an assessment (e.g: 2023 Proejct´s expansion from Torture & Ill treatment to Violence) or study (e.g: Patient Statisfaction Survey) in consultation with MedCo, TESACO, and MEU Epidemiology Advisor. This includes the drafting of a concept note and protocol, collation of the appropriate tools, and engaging with the appropriate authorities or partners.

 

Maehongson:

  • Support in the implementation of the data strategy for the project / HMIS (in the areas of PHC, MHPSS, vaccination, secondary health care, etc.), working with 3 different patners
  • Establish with the PMR a surveillance plan and engage with the appropriate internal and external entities if needed (e.g.: partner organizations, local health authorities, regional MSF offices, etc.)
  • Continuing the guidance and development of Supervisor Medical Data Entry

 

Thailand Mission:

  • Punctual support to the mission and projects, that may include response to disease outbreaks
  • Implement the data strategy and establish surveillance plan for Maehongson
  • Assist the Pattani team in planning and implementing an assessment or study
  • Support with other epidemiology-related activities and data needs

 

N.B: The positioin will be based in Bangkok with at least 40% travel to the projects.

 

Requirements

Education:

 

  • Essential Medical or Nursing related Diploma.
  • Desirable specialization or training in tropical diseases
  • Desirable degree (or masters) in Epidemiology with extensive training in statistics and epidemiology

Experience:

  • Essential working experience of at least two years in nursing activities related jobs
  • Essential working experience with DWBT or other development sector/NGO experience
  • Desirable working experience in developing countries

Languages:                         

  • Essential – English
  • Asset – Thai and or Burmese

Knowledge:

  • Essential computer literacy (word, excel, internet)

HR & Benefits:

  • Salary: 44,281 THB gross per month and 13th Month Salary
  • One-year fixed term contract with the possibility of renewable, with 3 month-probation periods.
