Founded and represented by Cambodia, P.R. China, Lao PDR, Myanmar, Thailand, and Vietnam, MI’s strategies are aligned with the core tenets of the GMS Cooperation Program Strategic Framework 2030, ASEAN Economic Community, and the 2030 Agenda for Sustainable Development.

 

MI supports these frameworks through the implementation of projects across the areas of Agricultural Development and Commercialization, Trade and Investment Facilitation, and Sustainable Energy and Environment, while addressing issues of social inclusion and vulnerability, digital economy and innovation, and labor mobility to cement holistic and sustainable development impacts in the subregion and beyond.

 

Procurement Assistant, Procurement Unit, Finance and Operations Department

 

We are seeking a Procurement Assistant for Procurement Unit, reporting to Procurement Officer and the Director of Finance and Operations, the Procurement Assistant is responsible for ensures the basic principle of public procurement including transparency, integrity, accountability, competition, value for money and economy and efficiency apply to all MI purchasing activities. S/he is also responsible for acquiring goods for MI in such a manner as to maximize the value to MI with respect to price, quality, service availability, and operational performance.

Main deliverables, responsibilities and tasks

Key deliverables

  • Transparent, fair, and value-for-money procurement for MI in compliance with approved policies and procedures
  • Accurate, complete and up-to-date procurement administration records and reports
  • Provision of support and assistance to administrative functions routinely as required

 

 

 

Main responsibilities and tasks

  • Assist program staff in preparing the detailed specifications for required goods
  • Ensure timely and accurate processing of purchasing processes in line with MI Procurement Policy, obtaining quotations, preparing purchase orders, and performing actual purchase
  • Consolidate quotations for the bidding process
  • Assist a Procurement Officer to prepare requests to Finance Unit for payments to suppliers after goods/services are satisfactorily received by MI.
  • Establish and maintain accurate and up-to-date purchasing files.
  • Update the consultants’ information in the Consultant Databased (AppSheet)
  • Assist to prepare a quarterly report of purchasing, and annual procurement plan and ensures the procurement process and flow are according to the timeframe and MI procedures
  • Assist in preparing payment documents after goods are satisfactorily received by MI.
  • Monthly report of Purchase Requests and Purchase Order
  • Any other reasonable task requested by a procurement officer

 

Required qualifications, skills and experience

Essential

  • Bachelor’s degree or higher in business administration, logistics/supply chaisn management, or related
  • At least one year of progressive experience in procurement
  • Computer fluency with Microsoft Office applications
  • Demonstrated knowledge of procurement standards and accounting procedures
  • Good negotiation and interpersonal skills
  • Able to work under pressure and at short notice
  • Possessing sound work ethics, integrity, fairness, transparency, and
  • Very good knowledge of written and spoken English

Desirable

  • Knowledge of at least one GMS country national language
  • Experience in an international organisation
