BACKGROUND

ABOUT SEAOHUN

The spillover of infectious agents from animals to humans in recent decades has had a significant impact on the health of humans, animals, and our environment. To minimize the impact of future pandemic threats, the Southeast Asia One Health University Network (SEAOHUN) was established in 2011 with support from the U.S. Agency for International Development (USAID) to develop a resilient and competent One Health workforce to effectively prevent, detect and respond to infectious disease threats by leveraging education, research, and training excellence provided by member universities.

Since its establishment, SEAOHUN has expanded network membership from 10 universities in Indonesia, Malaysia, Thailand, and Vietnam to over 99 universities in eight countries, including the four founding countries plus Cambodia, Lao PDR, Myanmar, and the Philippines. The expansion was made possible with the support of Korea International Cooperation Agency (KOICA), U.S. Department of State (DOS) through its Lower Mekong Initiative (LMI), and USAID. Our university members come from multiple disciplines connected to the health of humans, animals, and their ecosystem.

Our regional programs promote and facilitate collaborative activities among the countries with an emphasis on improving One Health education and research. Examples of our educational initiatives include the development of One Health core and technical competencies, competency-based education, research capacity to provide an evidence-base for One Health advocacy, One Health student clubs, and other experimental learning activities.

The SEAOHUN Secretariat based in Chiang Mai, Thailand, is the coordinating body for all the country networks. The Secretariat manages subawards with the country networks, facilitates SEAOHUN Executive Board meetings and regional activities, strengthens One Health University Networks in Southeast Asia through capacity building activities, and partners with national, international and non-governmental organizations to build the next generation of One Health leaders. The Secretariat represents interests of its country networks at global and regional meetings/conferences/forums such as Global Health Security Agenda (GHSA), Southeast Asian Ministers of Education Organization (SEAMEO), and ASEAN+3 Field Epidemiology Training Network (FETN). SEAOHUN has partnered with Zoetis and Pfizer to address the growing threat of antimicrobial resistance (AMR), and with Chevron to strengthen One Health education in Southeast Asia.

ABOUT THE PROJECT

SEAOHUN received the USAID support for a program titled “SEAOHUN Transition Award” from October 2023 to September 2024 to develop and strengthen a local One Health workforce with the capacity to prepare, prevent, detect, and respond to infectious disease outbreaks and complex health challenges in the Southeast Asia region.

A key priority in the Transition Award is to manage regional knowledge for One Health curricula and create training content to address workforce gaps for in-service professionals. The four components of managing regional knowledge are:

  1. Developing Southeast Asia One Health Workforce Academies (SEA-OHWA) platform to promote the development, delivery, and institutionalization of One Health education,
  2. Cataloging One Health education resources invested by USAID and made them available on the SEA-OHWA,
  3. Engaging trainees and participants of the USAID One Health Workforce (OHW) and One Health Workforce – Next Generation (OHW-NG) projects to assess short- and long-term impact of the investment and to improve future programming, and
  4. Developing training to address capacity gaps of in-service health professionals.

The closure of universities because of the COVID-19 pandemic disrupted teaching and forced faculty members and students alike to quickly transform their teaching and learning to online or hybrid (virtual and face-to-face). The transformation is even more challenging in low-resource settings. However, SEAOHUN member Universities turned these challenges into opportunities, including leveraging technology to maintain the quality of education and collaboration across different disciplines.

SEAOHUN and its country networks would like to capitalize on the opportunity to facilitate South-South exchanges and promote lifelong learning through online teaching and learning platform named the One Health Workforce Academies (OHWA)[1] developed by the OHW-NG consortium led by University of California, Davis. The OHWA platform’s mission is to promote the development, delivery, institutionalization, accreditation, and employer-recognition of training and educational activities that are in alignment with One Health core competencies and technical skills. It is envisaged that the OHWA platform will host international high-quality courses and resources leading to achieving One Health certification by International Board of One Health Examiners. The platform is powered by WordPress, a content management system, with LearnDash, a WordPress plugin for learning management system.

In order to make the OHWA platform more accessible for users from Southeast Asia, consultation with the OHW-NG team, SEAOHUN country networks, and past and current users of the OHWA will be conducted by SEAOHUN and its IT Consultant to gather their recommendations and experiences before cloning the OHWA for Southeast Asia (SEA-OWHA). The SEA-OHWA will host regional- and country-level courses and contents. Interested people, students, and University faculty members can freely access the SEA-OHWA platform.

SEAOHUN will commission a short-term consultancy with an IT firm or consultant to provide intermittent service from April 2023 to September 2023 to develop the SEA-OHWA platform to

  • Enable SEAOHUN member Universities to curate, update and implement the One Health training online in local languages and English,
  • Be a repository of One Health resources funded by USAID One Health Workforce (OHW) and One Health Workforce – Next Generation (OHW-NG) projects,
  • Provide linkages to resources at the global One Health Workforce Academies (OHWA) and AFROHUN OHWA, and
  • List job opportunities for One Health practitioners.

After the SEA-OHWA development is complete, the IT firm/consultant will provide training to staff of SEAOHUN Secretariat on managing all functions of the platform, including uploading, retrieving, storing, and cataloguing One Health educational contents from faculty members of SEAOHUN member Universities.

 

TASKS AND RESPONSIBILITIES

  • Review the OHWA, existing e-learning modules from country networks, and propose changes to make it suitable and adaptable to Southeast Asia. 
  • Co-design the SEA-OHWA platform with the SEAOHUN Secretariat team led by Senior Knowledge Management Officer.
  • Clone the OHWA platform using WordPress and LearnDash and tailor the platform to Southeast Asia (SEA-OHWA) with a similar look and feel.
  • Make the SEA-OHWA platform to allow each country network to manage their contents and materials independently with its own administrative account.
  • Upload the Lawa model[2] online course onto the SEA-OHWA platform as an example.
  • Gather feedback from potential users on the developed SEA-OHWA platform and incorporate the feedback to improve the platform.
  • Prepare a training package (user manual, PowerPoint slides, etc.) and train SEAOHUN staff on managing all functions of the platform, including uploading, retrieving, storing, and cataloguing One Health educational contents.
  • Support users of the SEA-OHWA platform to troubleshoot any IT related issues.

 

DELIVERABLES

  1. SEA-OHWA platform using WordPress and LearnDash with a similar look and feel to the OHWA platform and with functionalities per users’ requirements.
  2. The Lawa model online course uploaded onto the SEA-OHWA platform.
  3. One training session for SEAOHUN staff on managing all functions of the platform, including uploading, retrieving, storing, and cataloguing One Health educational contents.
  4. Training package including user manual explaining all functions of the platform, training tools and materials.

 

QUALIFICATIONS AND REQUIREMENTS

  • Bachelor’s degree in IT or education related field
  • At least 5 years’ experience working on the development of online learning platform.
  • Ability to use WordPress and LearnDash to develop the platform is required.
  • Experience working in one or more SEAOHUN member countries is required.
  • Experience working with universities or higher education institutions is an asset.
  • Good interpersonal skills and ability to work under pressure to meet deadlines.
  • Ability to take initiatives and to work with minimal supervision.
  • Proven communication skills in English, both in written and orally.
  • Knowledge of local languages in SEAOHUN member countries is an asset.
