IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

 

  1. ORGANIZATIONAL CONTEXT AND SCOPE:

 

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments, the private sector, and migrants.

 

As part of efforts to promote safe migration, protect migrants and uphold their rights, IOM and partner civil society organizations (CSOs) implement various online and on-the-ground activities to engage migrant communities. The aim of these activities is to facilitate migrants’ access to accurate, up-to-date information, including on labour laws and policies, social services, safe migration, and more.

 

Under the direct technical supervision of the Media and Communications Officer and the thematic supervision of the National Project Officer (Labour Mobility and Social Inclusion), and in close coordination with relevant units, the Communication for Development (C4D) Consultant is tasked to support IOM’s outreach efforts through mapping available communication resources, assessing needs, drafting content for future resources and training partners on the C4D methodology.

 

 

  1. RESPONSIBILITIES AND ACCOUNTABILITIES

 

The consultant shall carry out the following tasks with the tangible and measurable output as follows:

 

 

First deliverables (due 31 May):

    • Conduct a mapping exercise of all available information, education and communication (IEC) materials produced by IOM and partners.
    • Submit a mapping report, clearly identifying strengths, gaps and opportunities in the development of further IEC materials.

 

Second set of deliverables (due 30 June):

    • Facilitate two one-day trainings for IOM’s implementing partners on effective migrant outreach and mainstreaming the C4D methodology into activities. The training will be informed by a multi-sector assessment IOM is conducting, which will include findings on information gaps among migrants.

 

Third set of deliverables (due 31 July):

    • In consultation with implementing partners and migrant communities, conduct a needs assessment of IEC materials.
    • Liaise with IOM country offices in Cambodia, Lao People’s Democratic Republic and Myanmar on needs regarding IEC materials on return and reintegration.
    • Submit an assessment report, clearly outlining next steps for the production of further IEC materials.

 

Fourth set of deliverables (due 30 August):

    • Compile information and content for the development of at least 8-10 IEC materials, which can include flyers, animations, short videos, etc.

 

 

Note: Consultancy fees are inclusive of bank transfer fees for bank account outside of Thailand.

 

  1. REQUIRED QUALIFICATION AND EXPERIENCE

 

Education:

  • Bachelor’s degree in Development Studies, Political or Social Sciences, International Relations, Human Rights, Media, Communication for Development or a related field from an accredited academic institution

 

 

 

 

 

Experience:

  • At least five years of relevant work experience;
  • Knowledge of or experience working on issues related to migrants in Thailand is an advantage;
  • Experience working with an international or intergovernmental organization is an advantage; 

 

Skills:

  • Capacity to work independently with minimal supervision;
  • Personal commitment, efficiency, and flexibility;
  • Gender-sensitive, culture-sensitive, and able to work with colleagues from different cultural backgrounds;
  • Understanding of norms of professional ethics as well as clientoriented;
  • Demonstrated as a writer.

 

Languages:

 

  • Fluency in English (oral and written) and Thai is required.
  • Working knowledge of language(s) in Cambodia, Lao People’s Democratic Republic and/or Myanmar is an advantage.

Appointment will be subject to certification that the candidate is medically fit for appointment and verification of residency, visa and authorizations by the concerned Government, where applicable.

 

Only candidates residing in either the country of the duty station or from a location in a neighboring country that is within commuting distance of the duty station will be considered. In all cases, a prerequisite for taking up the position is legal residency in the country of the duty station, or in the neighboring country located within commuting distance, and work permit, as applicable.
