Job Summary:

The MEL Specialist will advance Knowledge Management, Impact Monitoring and Learning strategy of the organization. The position is expected to ensure technical quality of long-term program’s impact measurement design, testing and validation of theories of change, operations research, and evaluation of projects. S/he will lead efforts to design and implement deductive and exploratory research with quantitative and qualitative techniques to establish credible evidence of impact for scaling up. S/he will lead data analyses and production of impact reports.

S/he will play an important role in capacity strengthening of selected staff across the organization on monitoring, evaluation, reflection, learning and design competencies. As part of this, s/he will focus on building the capacity of a core team of people in the program department and work with them to facilitate a community of practice within the organization on these topics. S/he will be responsible for providing good orientation on monitoring, evaluation, reflection, learning and design competencies related aspects for all new entrants to CARE in MEL related jobs.

The MEL Specialist will provide support to monitor program quality standards through the Program quality assessment tools at project and program levels, and will develop an effective Project Management Information Systems (MIS) for these purposes. For this, s/he will work closely with the Program Director and Program Managers for the long term project in supporting the assessment process, and the organization’s learning platforms. The MEL Specialist will support the development of Raks Thai’s Program Evaluation Policy; and will be responsible for putting in place processes and systems to build understanding of the policy among project staff, and to monitor the compliance to policy.

In the realm of organizational performance monitoring, the MEL Specialist will facilitate the quarterly production of organizational dashboards for senior management and program teams. S/he will support knowledge sharing and dissemination, and support reflection processes using this information with a variety of audiences.

 

Key Responsibilities:

Program Impact Measurement (for long term programs) – 40%

  • Ensure technically sound and high quality long-term program impact measurement design, testing and validation of hypothesis on theories of change, operations research, and evaluation of projects (including designs, instruments, analysis plan & report preparation)
  • Coordinate and supervise with external agencies or research partners and consultants hired for research.
  • Lead the data analyses and produce reports of findings (particularly related to empowerment, dignity, secure and resilient livelihoods, and CARE International’s key change domains)
  • Lead the collaborative qualitative and quantitative operational research
  • Provide technical advice to staff and stakeholders on research design, data collection, quality assurance, protocol, methodology
  • Plan and manage appropriate dissemination of lessons and findings to long-term program partners, networks, collective action groups

 

Program Quality and Performance Monitoring – 20%

  • Work with the Program Director to ensure organizational performance tracking system is put in place and analysis of performance is made available periodically on key program, program support and impact indicators to CARE International MEL team, the Board, senior management, and program teams for decision making
  • Support offices/projects in organising program quality assessments at project and program levels
  • Provide technical support to design and implementation of monitoring systems that facilitate effective project management, as per project need/ request
  • Provide technical support to project-based research and evaluation studies in line with Raks Thai’s evaluation and measurement principles, starting from feeding into designing the ToR, ensuring robustness of study design and sample estimates, feedback on study instruments, inputs in data analysis as required and refining reports and presentations
  • Provide technical inputs to the proposals to be submitted by the proposal development team to develop/input into log frame indicators, ensuring they are technically articulated, and develop an appropriate monitoring and evaluation plan in the proposal
  • Support the Program Director and program staff establishing systems for accountability within the organization and to seek feedback from impact populations, partners and peers
  • Generate analysis of data in collaboration with Program Managers/officers to promote its use for project management for reflection or for any periodic update and generation of long term program dashboard.

 

Capacity Strengthening in Monitoring, Evaluation, Learning, and Knowledge Building – 15%

  • Put in place a strategy for strengthening capacities in monitoring, evaluation, learning and knowledge sharing
  • Lead processes to familiarise staff with  Knowledge Management, Impact Monitoring and Learning strategy
  • Work with a core group to build critical strengths in MEL, and support the facilitation of a community of practice within the program department
  • Support project team (Managers, MEL point person) in facilitating high quality evaluation studies / research studies
  • Bring together learnings and good practices relevant from outside sources and share with MEL staff across the organization

 

Knowledge Management, Dissemination and publication - 15%

  • Compile guidance for the preparation of data analysis plans, and support specific project and program analysis, to enable its use in reports/papers for publication;
  • Work with IT to create cost effective learning platforms to facilitate learning and knowledge sharing
  • Keep staff updated on the progress of CARE’s Knowledge Management, Impact Monitoring and Learning Strategy
  • Develop strategy to promote innovative ways of learning and knowledge building to draw greater attention
  • Institutionalizes learning spaces/ events in each office/ location like webinar, discussion groups.

 

Support to Raks Thai’s Long Term Program  Learning Platform– 10%

  • The MEL Specialist plays an important role in supporting the Program Managers and project managers/teams, particularly in their management of information, and organising quarterly reflection and learning sessions.

 

Qualifications:

  • Post Graduate degree in Social Sciences/ Statistics/ Social Development with minimum 5 years of experience in designing & implementing both qualitative and quantitative M&E and research.

  • SPSS and or other quantitative and qualitative analytical package skills
  • Clarity of understanding on issues related to gender and social development
  • Problem-solving, analysis & solving skills
  • Coordinating & Networking  skills
  • Written and verbal communication skills (English Required)
  • Knowledge of qualitative techniques/methods
  • Log-frame/theory of change based program development
  • Strong organizational and time management skills
  • Strong communication and interpersonal skills
  • Ability to work independently and as part of a team
  • Knowledge of project management methodologies preferred

The MEL Specialist will play a critical role in Knowledge Management, Dissemination of Knowledge, and supporting the development of publications, in alignment with organizational policies and strategies.
