POSITION TITLE:     Outreach Manager

Location:               Bangkok, Thailand

PROJECT:                 USDA Thailand Regional Agriculture Innovation Network (RAIN)

Reports to:          Chief of Party

POSITION SUMMARY: The Outreach Manager leads stakeholder engagement activities and prepares strategic communications materials, including capacity building materials, informational pieces, and activity reports for the USDA Thailand Regional Agriculture Innovation Network (RAIN) project based in Bangkok, Thailand. The project will source, validate, and disseminate climate-smart innovations in rice, cassava, and fruit in Thailand.

ESSENTIAL RESPONSIBILITIES:

1. Engage stakeholders. Identify and engage stakeholders (farmer organizations, public ministries, private sector, research agencies, universities, regional associations) in collaboration with relevant technical staff. Ensure that stakeholders receive ongoing information about the project and identify opportunities for joint activity collaboration. Develop and coordinate an overall outreach strategy.

2. Coordinate evidence panels, advisory groups, and farmer feedback sessions. In collaboration with technical staff, coordinate the exchange of information and recommendations with participants on evidence panels, advisory groups, and farmer feedback sessions.

3. Oversee production of materials. Manage the development of strategic, compelling, and informational project communications materials and deliverables including information documents, project reports, case studies, and extension material. Ensure inclusion of women, youth, and marginalized groups are considered and reflected appropriately in materials.

4. Facilitate knowledge exchange. With technical and MEL (monitoring, evaluation, learning) team, develop knowledge sharing and learning dissemination messages to share with partners and stakeholders. Edit and review staff communications and reports as required.

5. Manage project headlines. Support staff to routinely generate content for informational and exciting headlines (project updates); and disseminate these headlines through appropriate communication channels. Participate in regular field visits to document project activities and results, and to train staff and partners to collect headlines. This includes developing a photo, video, and headline database.

6. Ensure compliance. Train staff and monitor all communications materials so that all materials adhere to USDA and RAIN Branding Strategy and Marking Plan. Collaborate and communicate with Winrock’s home office communications staff to incorporate additional resources and to align RAIN with overall Winrock branding and outreach.

7. Manage staff. Directly manage up to two employees, overseeing the hiring, training, development, and supervision of the employees in accordance with the Winrock personnel manual.

8. Other duties as assigned.

QUALIFICATIONS AND REQURIEMENTS:

Education:           B.S. or equivalent university degree in Communications, or related field.

Experience:         The ideal candidate will have the following experience:

• At least 7 years of experience in project communications
• Excellent computer software skills in Word and online social media platforms
• Excellent communication skills, both oral and written fluency in English required
