How can you make a difference?

UNICEF Thailand Country Office (TCO) is seeking a qualified individual consultant to support the office to support the coordination of the Emergency Preparedness and Response plan of UNICEF Thailand. This consultancy is not deemed “Elevated Risk Role” from a child safeguarding perspective but would require the consultant to play a monitoring role from implementing partners and ensure that PSEA/child safeguarding are particularly looked at with implementing partners.

 

Work Assignment and Deliverables:

1. Assignment: Assists with assessment and response to local evolving emergency and security situation and events. Conducts initial rough on-site assessments in coordination with partners covering priority areas as defined by the Core Commitment for Children in Emergencies; input in and contribution towards determining priorities and an appropriate intervention by UNICEF.

Expected deliverable 1: Monthly progress report on planning, actions, progress, constraints, and lessons learnt.

Delivery schedule: Monthly at end of month

2. Assignment: Follows up with the timely delivery of assistance and procurement of supplies and monitors their appropriate use. Identifies problems and constraints in project delivery.

3. Assignment: Collects and maintains a detailed record from all humanitarian implementing partnerships to include all supplies procured and delivered/distributed, interventions undertaken and disaggregated data on the beneficiaries of UNICEF interventions.

Expected deliverable 3: Maintenance of up-to-date Humanitarian Action Matrix

Delivery schedule: Quarterly with final update ready by mid Dec 2023 for end of year reporting

4. Assignment: Assists in the development of a UNICEF Thailand Emergency Preparedness & Response Plan

Expected deliverable 4: Inputs provided to the Emergency Preparedness & Response Plan

Delivery schedule: 30 April 2023

5. Assignment: Assists in fulfilling reporting requirements including the collation, and initial drafting of reports to donors, management, contributions to regular reporting and other briefings or inputs as required. Assists in the collation and drafting of inputs for the Quarterly TCO Situation Report and Humanitarian Performance Monitoring indicators update to be submitted to the Regional Office.

Duration of Contract: March 2023 - February 2024

 

Work Location:  Home based.

 

Duty Travel:  Regular and extensive (sometime for prolonged period) visits to the field, possibly for extended periods, will be required to assess evolving emergency situation as relevant and to meet implementing partners and other actors to ensure effective, efficient and coordinated delivery of assistance which can be under difficult and hazardous conditions.

 

To qualify as an advocate for every child you will have…

• Relevant qualifications and work experience at the national and/or international levels in humanitarian programme/project development, programme management, planning, coordination, implementation, monitoring, and evaluation.

• Previous professional experience in emergency preparedness and response and working with refugees.

• Knowledge, understanding and experience of local operating environment (Government bodies, NGOs, CSOs etc.) at national and decentralized level.

• Soft skills (patience, resourcefulness, flexibility, networking, solution-oriented approach, teamwork, and the ability to prioritise work while under pressure).
