VACANCY POST: Account Officer
Background information:
The Asia-Pacific Rural and Agricultural Credit Association (www.apraca.org) is a member-based association established under the auspices of the FAO of the UN, Central Banks, Rural Finance and Agricultural Credit Institutions in the region on October 14, 1977. The current membership of APRACA is with 89 institutions spread over 24 countries in the Asia-Pacific region. APRACA together with its agencies for training and research (APRACA-CENTRAB), consultancy (A-RAFEA) and four centres of excellence is engaged closely with the international agencies, national level government line departments and with the Central Banks of the countries in the Asia-Pacific region to advocate promoting investments and credit flow to the rural and agricultural sector and support the broad objectives of the United Nations.
- Job Descriptions
- Maintain timely bookkeeping of transactions into the accounting software system with accurate coding, fields, database, and records
- Ensure that financial records are complete in line with the Thai GAAP and that documents/audit files are stored in appropriate manner (soft & hard).
- Perform the organization and personal tax planning, tax payments, tax report (e.g., income tax, social security withholdings, etc.), and liaise with Revenue Department’s regulation conformity
- Prepare financial documents such as vouchers, invoices, receipts, etc.
- Prepare annual budget (for Secretariat & projects) and properly allocate cost of each transaction to the correct cost center and budget line as per project’s cost policy
- Actively monitor the fund transfer from members, donors, payments receivables and payables
- Support with devoted efforts in the activities concerned the collection of APRACA membership fees
- Liaise with the member institutions, banks, donors, and external auditors
- Responsible for the regular reconciliation of the accounts and take actions for the discrepancies
- Close monthly and yearly financial accounts and issue financial reports for the Secretariat and the projects as per the requirements of the donor agencies (including supporting documents)
- Analyze the quality of all financial data and generate consolidated final statements for internal and external use
- Provide financial status information by preparing monthly/quarterly reports, fund requests, statistical and other reports for management as required
- Assist the Secretary General in recommending actions to facilitate the decision-making and the preparation of project proposals for donors
- Perform duty as cashier by collecting participation fees, disbursing payments to participants, holding cash advance for payments as required and keep records of all cash advances (including those held by other staff members) for liquidation, keep with care the cash/cheques which await recipients
- Continuously examine the proficiency of software (including renewal and maintenance) and organize the data for reporting
- Design configurations of accounting and analysis codes for effective reporting purposes
- Maintain and update database such as accounting software database, fixed assets, inventories, bank accounts, membership, exchange rates, daily subsistence allowance, etc.
- Provide guidance and support to the team in establishing and maintaining internal control systems
- Develop or provide support in rolling out the financial system procedures, control, and report to special projects (in case of new projects)
- Other duties as assigned by the Secretary General
- Qualifications
- Essential Skills and Experience
- Bachelor of Accounting, Finance, Commerce
- Minimum of 5 years’ experience in related position, preferably experience with international NGOs and project financial management
- Advance knowledge of MS Excel, as well as understanding of other MS Office programs – Ability to accurately review and analyze financial and statistical reports in Excel format is essential.
- Knowledge and experience in the use/implementation of accounting software
- Thai Nationals
- Fluent in spoken and written English and Thai
