Consultancy to Map Service Providers (CSOs/NGOs and Private sector agencies) in Bangkok Administrative area and Chonburi (Terms of Reference) 


 

I- Organization Background

 

Established in 2002, Baan Dek Foundation  is a not-for-profit, non-governmental organization with the mission to provide access to essential education, health, and child protection services to disadvantaged children and families living in construction site camps. Through field projects and advocacy activities, BDF aims to improve access to services for the estimated 60,000 children connected to the construction sector in Thailand. BDF’s activities reach over 1,600 children and 10,000 workers in the construction industry per year. 

 

As part of the systemic impact program work, BDF has launched the Building Social Impact (BSI) Initiative, a private sector engagement program to work in partnership with construction and real estate companies to improve the living conditions and access to public services for workers and children living in construction site camps across Thailand. Under this program, BDF has developed a Framework for Action, a set of 12 practical recommendations for companies to undertake in their construction site camps and a Toolkit for conducting self-assessments and developing action plans. 

 

II- Project Background and context to service mapping 

 

The construction sector in Thailand is driven primarily by migrant labour; migrant workers arrive in Thailand often as couples or families, or start families during their time in Thailand. Within the construction site camps where migrant families reside, children are particularly vulnerable. There is often a low awareness of child protection, education and health services among migrant families, or reluctance and challenges to use them due to lack of documentation, language skills or knowledge on how to access those services. Added to this challenge is the limited integration of workers and their families voices and needs into the camp design, structure and maintenance. Further the complexity in the supply chain and informal nature of subcontracting doesn't make it any easier for businesses. BDF is committed to support companies in adopting new and sustainable practices. Through the BSI Initiative BDF aims to position itself as a trainer of companies and enabler capitalizing on its strong social expertise from its direct programmes. 

 

To further the expansion of the BSI initiative and to ensure businesses can independently implement the recommendations from the BSI framework for Action, Companies might need to partner or contract public or private service providers to outsource part of the social services needed for workers and children.  To that end, companies need to easily identify governmental agencies, CSOs  and private service providers  able to directly or indirectly support the provision of such social services for children, families and camp residents. 

 

The ‘mapping of service providers’ will be offered to companies, as part of the BSI Toolkit, to support them in their implementation of the framework. Companies can use this mapping as a reference guide to identify local service providers and formalize their relationships to smoothen the processes involved in accessing services for camp residents.

 

III- Description of the consultancy work 

 

1- Direct mapping of services in 2 provinces (deliverable 1 and 2) 

 

Technical scope of work : 

 

The consultant will directly map the government service providers, CSOs and private agencies delivering services in the following areas of focus : 

Education

Welfare & Services

Health

Non Formal Education (NFE) including sports, arts & creativity

Documentation, registration and legal support

Vaccinations

Thai Language for school

 readiness

Social Security Fund and Workmen’s Compensation Fund enrollment/claim support

Migrant Health Insurance enrollment support

Early childhood education & development (including early years care 0-3 years)

Social services, child protection and family support

Alternative insurance (such as M-Fund)

 

Labor violations and human trafficking victim referral and support

Information on communicable disease prevention and mental health

   

Information on nutrition

   

Information on sanitation and hygiene

 

Geographic scope of work

 

 This mapping will be done in 

  • Bangkok Administrative area 

  • Chonburi Province

 

Steps and description of the consultant expected work : 

 

a- The consultant will organize a 3 hours inception workshop to clarify the expectation, requirement and agree on the way forward to successfully come up with the 3 expected deliverables. Following the workshop the consultant will send a brief inception report resuming what will have been agreed on and the way forward, adjusted timeline and steps. 

 

b- The consultant will begin working on the selection criteria of the service providers. Among those criteria, the consultant shall give consideration to the barriers to access to government services for migrant workers, especially those without documentation and in such cases prioritize the mapping of NGOs and private service providers to either facilitate referrals or directly provide the service in question.

Consideration should also be given to the willingness and ability of the service providers to work in a pragmatic and collaborative manner with companies from the construction sector. 

 

c- Due diligence process and final selection of service providers.  

The establishment of key criteria in the first step, should lead to a clear due diligence process and review of the different potential service providers across the criteria established. The due diligence process should include information on the service provider’s - who they are, programmatic focus, supporters and partners, approach on private sector engagement,  geographical coverage, rewards & recognition, technical capacity and also their governance, financial and administrative capacity. This profiling will be essential for BDF to be confident in recommending service providers to companies. 

 

d-  Once the due diligence process has been done,  the consultant will produce the final mapping documents (1 for Bangkok Administrative Region, 1 for Chonburi) structured by type of service and indicating for each service provider, the profile of the service providers, not exceeding 1 page, consolidated as a presentation for standardization and ease of quick access to information. 

 

2- simplified handbook for mapping of actors in other provinces ( deliverable 3)

 

Technical scope of work: 

 

Similar to the scope of work described above for the direct mapping. 

 

Geographical scope: 

 

The guide should apply  to any province in Thailand. 

 

Steps and description of work : 

 

The consultant will develop a simplified handbook outlining the Mapping methodology (5 -8 pages) as operational guidance based on lessons learned, on how to identify and connect with service providers for use by the company staff operating construction projects in other provinces and regions of Thailand. The guide should be written in English and include the following: 

  • Skeletal for the mapping; How to start, what to include 

  • Learning to conduct the due diligence of the service Providers - Dos and Don'ts 

  • Methodology and approach

  • Attachments: Mapping Template; Sample 1-pager NGO Profile (factsheet) 

 

IV- Deliverables

 

Deliverable 1:  Mapping document of the service providers available in Bangkok Administrative Area

 

Deliverable 2: Mapping document of the service providers available in Chonburi province

 

Deliverable 3: Handbook for service provider mapping in Thailand. 

 

V- Qualification and Selection 

 Qualifications and Competencies

  • University degree in a relevant field such as sociology, international development, psychology or social work, postgraduate degree preferred

  • Ability to write and speak fluently in Thai and English

  • Experience in capacity building of private sector entities is preferred

  • Knowledge and experience on issues related to child safeguarding, child protection and child rights is required

  • Experience with collecting, assessing, analyzing data;

  • Good analytical and writing skills, and the ability to present the results in a simple language, making use of visual aids and graphic organizers. 

  • Excellent interpersonal skills and ability to work in a diverse and multicultural team

  • Flexibility and ability to meet deadlines

  • Previous experience with developing a Mapping methodology will be considered a strong asset.

 

Evaluation Criteria

The prospective consultant’s proposal will be evaluated on the quality of the technical proposal, the consultant’s experience on the subject matter, designing and building service provider mapping as well as the cost effectiveness of the proposal. The financial offer shall not exceed 190,000 THB - all taxes included.  The selection will be done on quality - cost  based evaluation of the offers.

  • list of similar assignment conducted by the consultant, 

  • a technical proposal including proposed approach and methodology 

  • a work plan (all deliverables need to be submitted before 15th of March 2023).

  • a financial proposal, with detailed budget breakdown.
