HEAD OF BUSINESS OPERATIONS ASIA

Level: B / B1

Duration: Open-ended

Location: Asia Region in any existing Oxfam Regional or Country Office location, on approval provided the candidate has the right to work from the preferred location.

DIVISION PURPOSE: To provide and support efficient, safe, secure, feminist and partner-led operations that enable the confederation to have greater impact, while ensuring the resources and capacity entrusted to Oxfam GB and the organisations, we are in partnership with are appropriately used. To deliver on the Executive Board’s decision on the future business support structure for the Oxfam Confederation.
TEAM PURPOSE: From Women's Rights to water, earthquakes to education, we are committed to life-changing, ground-breaking work across many areas. Our business support teams are responsible for ensuring that country teams have effective and efficient operating platforms, systems, policies, processes, and capabilities to enable our programme work.
JOB PURPOSE: To ensure effective business support to Oxfam country programmes including business support strategy; risk monitoring and management; process and systems training; financial management, monitoring, and planning; human resources; legal and regulatory compliance; financial audit and fraud support; donor contract management and compliance; logistics and procurement and security.

DIMENSIONS OF THE ROLE
• Leads on all areas of business support and risk management oversight to OGB EA country programmes in Asia:
▪ Country Programmes: Bangladesh, Myanmar, Nepal.
▪ Affiliation Countries: Indonesia, Philippines.
▪ Transition/Exit countries: Pakistan, Thailand, Tajikistan.
• Lead the deregistration processes in exit countries as well as India, Sri Lanka, and Afghanistan where Oxfam GB still has legal registration.
• Work to support the Country Directors and the OI Regional Director, the OI Head of Business Operations and the wider Oxfam Regional Platform in Asia in ensuring effective business support planning and reporting as well as supporting Oxfam’s ambition to Transform Business Support,
• Contributes to relevant business areas to continue to build strong shared services where appropriate.
• Responsible for OGB EA representation on all areas of business support and risk management for the countries identified and plays a key role in the business support planning and resource allocation to these countries. Takes particular responsibility for leading on, overseeing, and ensuring that Finance, Information Systems, Logistics, Human Resources, Donor contract management, Health and Safety and management control standards and best practice are being applied across these countries.
• Decision making is both highly strategic and operational with judgement based on highly complex problem-solving experience, and a full understanding of a range of internal and external factors including Oxfam's added value.
KEY RESPONSIBILITIES
Strategic
• Support the Country Directors and Oxfam International Asia Regional Platform Head of Business Operations r to identify and enable the right level of operational support needed by each country in Asia. This requires analysis and interpretation of capacity at country level as detailed in the Country operating model, Oxfam Regional Platform and current/planned Oxfam Shared Services and turning this analysis into a plan for support, resourcing, and development at country level.
• Significant contribution to Oxfam GBs International Operations decisions on budgets, work force planning and strategic priorities as a member of the International Operations Leadership Team
• Monitor financial and compliance performance at country level against agreed Key Performance indicators, report on this to Oxfam Management and lead on plans for improvement through close relationship with Oxfam country management and drawing sufficiently on support from corporate departments to co-create practical and effective Key performance indicators.
Relationship Management and Governance
• Lead on informing governance where appropriate at country and regional level and corporate levels in Oxfam and affiliates regarding business support capacity, performance and risk profile and management.
• When required to, liaise, and cooperate with all investors to the country programme on business support and risk management issues.
• To lead on supporting country teams and members of the Oxfam Regional platform to access and navigate the support/information/contact they need from within OGB related to business support and risk management.
• Liase closely with OGB’s Country Relationship Senior Broker for Asia to ensure a coordinated OGB engagement with the OI Regional Platform and country teams in Asia, and to inform OGB’s PA decision making and choices regarding financial investments and non-financial investments/technical support/capacity support through comparison with country performance and overall risk profile
Business Support and Risk Management
• Lead on the provision of business services to support each OGB EA country including provision of systems and processes for effective accounting, budget frameworks, monitoring reports, pipeline tracking. donor reporting, asset management, health and safety and treasury management
• Lead on business support training for OGB EA country teams – this includes supporting training and capacity for country teams in how to use the systems and processes including management and performance reporting through core induction support, ongoing training including through secondments, staff swapping and other means requiring a multi-country perspective.
• Provide feedback as requested regarding the development and implementation of standard tools and process related to business support functions to ensure that they meet Asia countries contexts and realities
• Support the Country Director and Oxfam International Asia Regional Platform Head of Business Operations in keeping oversight on staff capacity at a country level and through effective influencing support countries with short term gaps to ensure countries can meet their objectives.
• Ensure effective compliance support and oversight at country level
• Support the Country Director and Oxfam International Asia Regional Platform Head of Business Operations with effective measurement and monitoring of risk at a country level and by providing support on training, risk management frameworks, mitigation, and governance to ensure risk threshold is acceptable to all stakeholders
• Lead on OGB EA Node engagement with incident management in countries, ensuring clear communication and coordination between the country directors, region, affiliates, and headquarters. This includes fraud, safeguarding, health and safety, security.
• Lead on management of resources and risks to ensure responsible closure and exit from OGB EA phase out countries and legacy programmes – closure of registrations, bank account closures, final accounts etc.
• Lead on Oxfam GBs business support related engagement with countries in Asia that are becoming Oxfam Affiliates.
• Lead on ensuring that countries are meeting all regulatory requirements linked with reporting, legal and risk requirements.
• Manage and develop the performance of the EA Node to provide superior service, advice and support to country teams and Oxfam regional platform.
• Build business management capability and competence across Asia, including creating a learning environment, so that business services staff continuously develops their expertise.

In addition, an ideal candidate will also have:
• Experience in a senior management role leading and motivating people in a changing, values-based organisation, including the ability to manage and support a multi-disciplinary team.
• Skills and experience in implementing and evaluating information and systems, risk monitoring and management and training across all business support areas
• Analytical and conceptual thinking skills.
• Strong knowledge of financial management and accounting and / or another business support function that is under the Node’s responsibility.
• Understanding of working in a complex environment with multiple stakeholders and diverse teams
• Communication, convening and facilitation skills to deliver outcomes relevant to Oxfam’s work
• Ability to travel internationally
• Language- Fluent verbal and written English
Desirable
• Experience of working at a senior level in country programmes and/or at the regional level
• Relevant qualifications - either business or financial with experience of handling large multi-currency budgets
