Position Title: HR Director – Greater Mekong, South Asia, and Temperate Asia

Work Location and Hiring Plan: Location Flexible, Local Hiring

Department: Human Resources for Global Conservation Program (“GCP")

Reports to: Executive Director, Human Resources for Global Conservation Program

Coordinates with: Regional Directors of Greater Mekong, South Asia and Temperate Asia

WCS’s Human Resources team partners with the organization to build a global, diverse, and engaged workforce by attracting, developing and retaining talent to deliver on WCS’s strategy and mission.  HR collaborates with leadership, managers, and employees to develop talent solutions and engage on performance, employee relations, and policy application while partnering on a wide range of activities with HR Centers of Excellence – Learning and Talent Management, Total Rewards, Recruitment, and HR Operations and Systems.

 

About HR Director – Greater Mekong, South Asia, and Temperate Asia

The HR Director provides strategic leadership and guidance for WCS’s human resources activities across the Greater Mekong, South Asia, and Temperate Asia regions, in close collaboration with the Regional Directors. As a partner to GCP leadership in the region, the HR Director will help to lead HR initiatives that impact GCP’s growth, strategy implementation, and transformation across the 11 countries in these regions. The HR Director will act as a strategic business partner that supports the regions and works directly with regional and country program leadership within these programs. The focus of the role is to provide HR guidance and support to programs while helping to build HR capacity going forward. The HR Director will work with the regional and country teams to execute on global and regional HR strategies and initiatives. He/she will participate in the development of global HR tools, policies and procedures and facilitate the implementation at the country level.

 

WCS seeks an individual who builds effective relationships with a wide range of stakeholders across boundaries, is collaborative, models inclusive leadership, and has a solutions-oriented approach. The role also requires someone with HR leadership experience across Asia.

 

Key Responsibilities:

  • Partner with Regional Directors to develop regional HR strategies that support organizational strategy and regional program goals and objectives.
  • Lead organizational HR initiatives for the programs such as workforce planning, HR capacity building, learning and development, performance management, recruitment support, etc. to ensure regions have the right talent in the right places at the right time.
  • Identify and facilitate development and implementation of standard operating procedures, tools, resources, and HR metrics. 
  • Partner with the regions and country programs to implement or update compensation and benefit structures in alignment with WCS total rewards strategies.
  • Build HR functional capacity in the regions and country programs. Build HR knowledge, expertise, and capacity leveraging internal and external resources. Direct development and delivery of training and other capacity building efforts in the regions.
  • Provide hands-on technical HR support to regions and country programs and serve as a strategic partner providing advice and counsel to the senior team at the country and regional levels. As needed, serve as primary point of contact for all HR matters. Coordinate, as required, with colleagues from HR Centers of Excellence (CoEs) as well as GCP Operations, Finance and Administration, Office of the General Counsel, and IT.
  • Act as main HR focal point for International hires, including recruitment, onboarding, employee relations, employment changes, exit, and other needs
  • Oversee compliance with local labor laws within the region. Work with offices and staff in region on employee relations issues.
  • Ensure that HR issues are given full consideration in all decision making and are in compliance with the spirit and intent of local labor regulations and requirements as well as donor requirements where applicable.  Solicit feedback and recommend improvements where appropriate.
  • Perform other duties as assigned and contribute to the development of the global HR function for WCS.

 

Qualifications:

  • Bachelor’s degree required, Master’s degree a plus.
  • Minimum 10+ years of progressive HR professional experience with a minimum of 5 years as a regional HR manager or director or equivalent education and experience
  • Demonstrated success as an HR generalist supporting employee groups in multiple locations regionally in Asia.
  • Demonstrated success in supporting and building relationships with key senior management.
  • Capable of managing conflict and conflicting views. 
  • Broad knowledge and experience in recruitment, compensation and benefits, employment law, organization development, employee relations, and training and development.
  • Experience in managing international hired employees including relocation, benefits, and other critical employee relations issues.
  • Strong collaborator with effective interpersonal and analytical skills who is able to work seamlessly across countries, cultures, and organizational units.
  • Demonstrated ability to work, manage, and meet competing deadlines in a fast-paced, high volume environment; aptitude for problem solving and decision making needed
  • Ability to travel extensively within Asia with occasional trips beyond Asia.
  • SPHR, GPHR, CIPD or other HR professional certification preferred
