Consultant for developing Social and Behavior Change Communication (SBCC) Toolkit
Terms of Reference
Winrock International is currently seeking proposals from qualified individual consultant to develop the Social and Behavior Change Communication (SBCC) Toolkit for USAID Thailand Counter Trafficking in Persons (USAID Thailand CTIP) project
Background
As a source, transit and destination country, Thailand faces multiple manifestations of trafficking in persons (TIP). TIP in Thailand is fueled by demand for low-skilled labor in sectors such as agriculture and fishing, tourism, and construction, and is enabled by deep-rooted social discrimination, as well as a lack of regulation or enforcement. The USAID Thailand Counter Trafficking in Persons (USAID Thailand CTIP) initiative (2017-2027) aims to reduce TIP and better protect the rights of trafficked persons in Thailand by reducing demand and incentives for using trafficked labor, empowering at-risk populations to safeguard their rights, and strengthening protection systems for survivors. One key element under the USAID Thailand CTIP project strategy is working on Social Behavioral Change Communication activities. Over the past five years, the project worked with numerous partners and local grantees to ensure the creation and understanding of effective communications in order to amplify and influence changes toward migrant workers while shifting the public discourse of Thais around migration and the policies that support this.
Objectives
Winrock International is looking for a consultant to finalize a Social and Behavior Change Communication (SBCC) Toolkit for services providers working on TIP and forced labor. The toolkit will allow service providers to learn about SBCC methods and apply these to their communication activities with people to empower them to safeguard their rights and access services.
The toolkit can be produced in English, but it will be later translated and disseminated in Thai.
Responsibilities
An array of outputs looking at and working with SBCC in the project were created over the past four years under the USAID Thailand CTIP project. These outputs will become the basis of a toolkit that is geared towards how NGO’s and CBO’s can conduct SBCC activities on TIP in Thailand. In order to create this Toolkit, the consultant will gather the voices and opinions of the potential users (NGOs, RTG, other service providers etc.) through Focus Group Discussions (FGDs) and in-depth interviews, ensuring that the Toolkit is user centric and built from the ground up.
Following this, the consultant will work closely with the USAID Thailand CTIP project to finalize an SBCC Toolkit (in English) based of the materials already existing under the project and vetted SBCC materials available from organizations specializing in the SBCC approaches. The final product will be user friendly, targeting organizations who are working on TIP and forced labor and want to understand and utilize SBCC in their programs. The final format of the SBCC toolkit could be a digital document, web-based interactive platform, and/or another format as per the findings.
The final produced will be a SBCC toolkit that will:
- Illustrate what is SBCC and why it is important to use when working in TIP and Forced Labor
- Draw on lessons from the USAID Thailand CTIP project
- Address needs identified in the needs assessment and ensure that the toolkit is addressing these needs
- Create user centric self-guided modules on the steps to develop and launch an SBCC approach
- Present content in a clear and streamlined way
- Clearly cite any outside resources

Qualifications
The qualified consultant individual should meet the following minimum requirements:
- Demonstrated experience of conducting and understanding of SBCC approach.
- Experience working on developing creative training assets for diverse audiences.
- Proven ability to work and produce high quality deliverables under tight deadlines.
- Advanced degree in a relevant field or a combination of bachelor’s degree with minimum 2 years of work experience.
- Proficiency in written English.
- Excellent communication skills
- Excellent skills in media design and visualization
Proposal Submission
The interested individual consultant should submit as separate files their proposal, highlighting their methodology, timeline and budget. The document should be in English. In addition, the consultant should submit their CV highlighting their relevant works and experience.
