Scope of Work
Position Title: Data Entry Officer
Position Location: Myanmar or remote

Overview: This scope of work (SoW) outlines the Data Entry Officer position with the Center of Operational Analysis and Research (COAR). The Data Entry Officer will support the team by undertaking traditional and social media monitoring; primary and secondary source research of publicly available qualitative and quantitative data; and maintenance of the database/data repository.
About COAR: COAR is an operational think tank that directly supports practitioners, policy-makers, and donors by providing insights to facilitate humanitarian and development interventions in complex, fragile, and high-risk environments.
Objectives:
- To monitor in at least Myanmar and English (preferably other also other languages used in Myanmar) relevant media sources, including social media networks; traditional and non-traditional news reporting; UN agency reports; formal press releases and statements;
- To prioritize and distill significant events and track developments relevant to the humanitarian community;
- To prioritize and synthesize relevant, up-to-date, high-quality qualitative and quantitative data mined from a wide range of data streams and sources;
- To undertake tasked research on specific topics, which will be pooled into a database of archived material easily accessible for analysts and decision-makers;
- To verify and validate the most significant data, and assess the credibility of sources, through sound contextual understanding, triangulation and other recognized verification methods.
Activities:
The Data Entry Officer will conduct the following activities and tasks:
- Follow media outlets, social media pages (Twitter, Facebook, etc.), media pages of UN agencies, government and stakeholder press releases, and private networks in order to gather detailed, accurate, and reliable data;
- Daily data entry with relevant qualitative and quantitative data;
- In-depth tasked research on specific topics or issues, mining all traditional and non-traditional resources, as requested by Coordinator, Analysts and other colleagues;
- Provide regular, distilled, quantitative and qualitative information in a non-partisan manner;
- Maintain strong knowledge of relevant actors in Myanmar;
- Monitor political, economic, social and safety developments nationally;
- Determine reliability of sources and verify data using standard methods;
- Continuously develop and review sources to reflect the evolving needs of the project.
- Clean the extracted data and/or modify it to fit into the COAR database;
- Periodically review the contents in the databases to maintain a clean, relevant archive.
Qualifications and Experience
The ideal candidate for the Data Entry Officer consultant role will have:
Skills and competencies
- Excellent knowledge of technology (using the internet, laptop, smartphone., etc.);
- Excellent knowledge and easy use of social media networks such as Facebook, Twitter, and public information portals;
- Excellent typing skills (50-60 WPM);
- Good knowledge of Microsoft Office especially Microsoft Excel.
- Good grasp of research methods, including non-traditional sources;
- Language availability: native or close to native Myanmar with good level of English. All other local languages will be an asset for this position.
- Having an experience or familiarity with remote-working will be an asset.
Qualifications
- Minimum bachelor degree holder from any university in Myanmar or outside of Myanmar.
- A minimum of 1 year experience working in a social enterprise, CBO, CSO, NGO, INGO, or similar organization or collective, journalism and/or academia or other relevant background.
- Volunteering and interning with supporting recommendations will be considered as experience.
