Programme Operations Manager for IMS Asia Department

International Media Support (IMS) is an international NGO working across 5 continents on promoting Freedom of Expression. IMS is implementing a fourth phase of its Myanmar programme working in close cooperation with partners, building on and strengthening their resilience, sustainability, knowledge and expertise.

Job summary

IMS is seeking a Programme Operations Manager to join our team in Chiang Mai. As a Programme Operations Manager, you will oversee all operational aspects of the programme to ensure compliance with IMS policies, rules and regulations and will deliver on the following duties.

Key funcktions and key responsibilities

Financial management and reporting

  • Maintain financial oversight of the programme including preparation of programme budget with multiple grants, monitoring expenditures, timely and accurate preparation of donor financial reports.
  • Manage finance colleagues within the team and be a custodian of the financial manual to ensure compliance with the IMS Financial Rules & Regulations and procedures, as well as donor guidelines.
  • Liaise closely with the Asia Department Manager and IMS Finance and Resources Department at HQ including the Finance Controller with responsibilities for the Myanmar programme.

Partner contract management

  • Provide overall finance/admin support to the Senior Programme Manager and the programme team in managing partner contracts and supervise finance colleagues and provide advice on capacity assessment, partner budgets, financial reports and other related matters.

Team management

  • Effectively supervise and manage the work of the finance and admin team in IMS Thailand office by providing clear direction, objective and guidance, effectively planning and allocating resources, promoting teamwork and assessing team and individual performance to recommend changes and corrective actions.
  • Coordinate and prepare terms of references and contracts for programme team members and consultants and facilitate recruitment processes.

Procurement, asset management and administrative duties

  • Maintain oversight over effective implementation of administrative tasks, procurement processes, assets procured by IMS office, and records and filing of documentation

Qualifications

  • Higher educational background in finance, business administration, operations management, or other related fields.
  • Minimum 7 years of experience managing different operational functions, with strong emphasis on financial management.
  • At least 3 years working in NGO sector with international donors with responsibility of donor reporting and ensuring compliance with donor guidelines.
  • Pragmatic and ability to find tangible and efficient operational solutions to complex issues.
  • Knowledge and experience with accounting software such as Navision and Quickbooks will be considered an asset;
  • Team player, good communication and demonstrated analytical skills
  • Proactive, solution-oriented and flexibility on tasks assigned
  • Fluency in written and spoken English language is required. Myanmar language skills is an advantage.

Duration and location

  • Expected length of employment: 36 months with a probation period of 3 months (pending donor approval, with possibility of extension).
  • Salary will be commensurate with experience and IMS policies.
  • Place of employment: Chiang Mai, Thailand
  • Employment type: Full-time 40 hours /week
  • Starting date: as soon as possible

Organisation

You will report to the Senior Programme Manager and will work closely and in coordination with the Asia Department Manager, and liaise frequently with the Finance and Resources Department, and other cross cutting units where needed.
