Project Overall Objective

 

To contribute to improved resilience of poor ethnic minorities in rural Chiang Rai Province to child/human trafficking through improved health conditions.

Project Specific Objective

Poor ethnic minority villager from six marginalized hill tribe communities in Chiang Rai Province have improved their health conditions.

Project Expected Results

  1. At least 500 children under 5 years old have improved childcare relating to their early year development.

  2. Villagers have increased access to basic healthcare services through a mobile clinic.

  3. Villagers have increased awareness on human rights, statelessness/citizenship, trafficking risks, and safe migration.

Project Beneficiaries

 

  1. At least 500 children under 5 years old from the target villages received appropriate healthcare services within the framework of their growth and development

  2. At least 300 care providers receive trainings on child development

  3. At least 1,000 stateless individuals are aware of birth registration and naturalization process

  4. 8,000 villagers have access to basic healthcare services

Project Duration

Purpose of Evaluation

The evaluation will provide credible and useful information that will allow lessons learned to be incorporated into decision-making processes by ADRA, donors, and local stakeholders.

Primary Methods

  • Quantitative data collection will result from the collected results of the mobile clinic and trainings conducted during the project based on the project Log frame.

  • Qualitative data collection methods may include interviews, questionnaires with open-ended questions, focus group discussions, and interviews with key partners

  • Baseline Report and Mid-term Evaluation Report

The project is designed to respond to the needs of remote target villages which are home to a sizeable stateless population within a wider minority tribal population. Adolescent girls have a high rate of pregnancy. Impoverished grandparents take on child care responsibilities along with low-paying livelihoods, while youth migrate to the cities. This complex situation leads to a high probability for poverty/trafficking vulnerability. Poverty is exacerbated by remoteness which limits access to health services and increases the expense for medical or preventive health related transport. Village residents rely on limited services, often medicating themselves with inappropriate and expensive pharmaceuticals and forgo important basic and preventive Maternal and Child Health (MCH) services and care. Building on the gains from the work of the Protection Against Trafficking in Hill tribe Communities (PATH) particularly in the villages of Mae Kham Noi, Pong Hi and Hua Kra which are among the target communities, the project focuses primarily on improving childcare and increased basic health care services as well as sensitization on child rights, trafficking and statelessness.

 

The project is made possible with funding through the foundations Else Kröner-Fresenius-Stiftung and Stiftung Kinderzukunft and joint collaboration with the Sub-District Administration Office and the Health Promotion Centres.

 

Purpose of the evaluation

The final evaluation is commissioned to understand and document the main results and changes brought by the project within the target communities, how stakeholders have contributed to those changes and or the role they have played in those changes. The assignment is a summative evaluation which will look at the projects impact, effectiveness and sustainability once the project concludes. It is expected that the project lessons learned will also be presented as part from this study in addition to challenges faced and best practices. The results will be used for further design of project interventions as well as lend itself to the decision –making process of future programing by ADRA and its stakeholders.

 

Focus of the evaluation

The following key questions should guide this final evaluation:

  • Effectiveness: Did the activities meet the objectives and results as desired and planned in the project as outlined in the Log frame?

  • Matching needs: Did the project / activities meet relevant needs of the beneficiaries?

  • Relevance: Were the identified inputs and strategies realistic, appropriate, and adequate to achieve the outcomes?

  • Efficiency: Was the project executed in an efficient way? Did the actual or expected results justify the costs incurred? Were resources effectively managed?

  • Sustainability: Are the results achieved so far sustainable? To what extent is it likely that the benefits of the SHIP project will be sustained after the project is completed?

 

Methodology

Evaluation methodology should be participatory, inclusive (consultations with all stakeholders with consideration to gender, age, disability and other vulnerability considerations), sensitive of social norms and practices, and ethical in data collection practices (safety, informed consent, etc). This is especially important for the methodology of the evaluation, for example, it is encouraged to suggest different methods which include adolescents as active agents for data collection and analysis as well. Findings and analysis should be disaggregated by age and gender. Evaluators are encouraged to use participatory and qualitative methods for data collection and data analysis, along with quantitative methods for measuring the changes. The evaluator will be provided with secondary sources (i.e. project documents, reports and studies). At the same time, the evaluator shall consider other external secondary data sources where necessary such as government reports and statistics. The primary sources of data will include ADRA staff and partners, community members and direct beneficiaries of the project. All data collection methods should be age and gender appropriate and provided by location/target village.


 

Expected outcomes

The evaluator is expected to deliver the following outcomes/deliverables:

  1. Inception report which includes A) detailed methodology and B) tools: Objectives and key questions, Methodology, Data collection methods and detailed tools actor by actor, sampling considerations if any, timeline and logistics, etc. C) Data collection plan, including the logistical arrangement.

  2. Validation workshop which will include all actors of the project (Government stakeholders, Helath Promotion Center staff, Child Development Staff and others as may be appropriate) as well as project teams. Different workshops can be planned with different audience to share the information and validate the findings in most appropriate manner if necessary.

  3. Evaluation Final Report, not more than 25-30 pages, written in simple English. Any additional information should be provided in Annexes. - Executive Summary (1-2 page) - Methodology, including limitations (2-3 pages) - Main Findings (15-20 pages) disaggregated by age, gender, spheres of influence. Reflecting on key areas of the evaluation as mentioned above. Provide Conclusions, lessons learned and best practices for future projects (5 pages)

Functions and Responsibilities

 

Evaluator

The Evaluator will develop the methodology and approaches for use in the engagement of the assignment which will be shared with the project team for review prior to data collection. The Evaluator will provide an external view during the generation of lessons learned, best practices and in the delivery of findings. The draft report will be presented for review, incorporate comments and finalize the report. The evaluator will further facilitate the validation workshop where they will present the final report.

 

Project team

The project team will facilitate introduction meetings between the Evaluator and relevant stakeholders, provide the evaluator with project documents for review, provide input to the draft report

 

Timeline and Deliverables

The consultancy will last 4 weeks and it is expected to be completed before 23 December 2022.

 

 

  1. Financial proposal has to be indicated all-inclusive costs for conducting survey.
