Chemonics seeks an Operations and Finance Director for a USAID-funded project based in Bangkok, Thailand. Chemonics International is a US-based international development consulting firm operating in over 80 countries. Our mission is to promote meaningful change around the world to help people live healthier, more productive, and more independent lives.
The Operations and Finance Director is responsible for overseeing all aspects of office administration, human resources, procurement, and logistics for the Thailand office in compliance with U.S. government regulations, Chemonics’ corporate and field office policies, and Thai law. This individual is responsible for establishing and managing all project finance and accounting procedures in line with USAID rules and regulations and providing the technical staff with operational support. They will liaise frequently with Chemonics’ Home Office project management unit (PMU) in Washington, D.C. to ensure smooth operations of the project. Specific Tasks and Responsibilities
The Operations and Finance Director will supervise and coordinate the work of administrative support staff, driver(s), a finance specialist, and other administrative resources and personnel, as utilized during the project. In addition, they will have the following tasks and responsibilities:
- Recruitment and project startup: Oversee the recruitment processes in compliance with Chemonics’ established procedures including but not limited to supporting development of job descriptions and interview questions, shortlisting and pre-screening candidates, scheduling interviews, and conducting reference checks, negotiating offers of employment, and collecting required documentation from candidates and filing paperwork appropriately
- Administrative and operations management: Manage the work of administrative and finance staff, driver(s), translators, and other short-term support as needed for effective project office operation. Manage local administrative staff to source vendors and providers to support office functions (equipment, furniture, utilities). Maintain project policy manual and emergency action plan, liaising with Chemonics’ Washington, D.C. office and relevant service providers (legal, tax) as needed to ensure it is current.
- Financial management: Participate in ongoing analysis, forecasting, and review of project expenses, track the transfer of funds between Washington, D.C. and the project office, and manage accounting and finance records of in-country expenses. Review payment requests against supporting documents from procurement and subcontracts departments, ensuring that appropriate back-up documentations are submitted in accordance with Chemonics procurement and financial policies. Ensure strict compliance with USAID regulations and Chemonics’ standard policy and procedures at all times.
- Personnel Supervision: Manage the day-to-day activities of all administrative personnel in support of project teams and objectives. Ensure direct reportees receive appropriate mentorship and training to fulfill their responsibilities. Manage all onboarding processes to ensure new hires are provided with adequate training and orientation regarding the project and relevant Chemonics policies to perform the job to the best of their ability.
- Human Resources: Manage field office recruitment procedures in consultation with the Chief of Party. Maintain project administrative records as well as review and evaluate all personnel documentation, including, guidelines and policies related to personnel.
- Support the timely completion of any other administrative, operations, or contractual tasks as assigned by the Chief of Party or his/her designee.
Qualifications
- Bachelor’s degree in accounting, finance, business administration, development, or a related field.
- Minimum seven (7) years of experience managing a complex projects’ human resources, finances, operations, and strategies
- Knowledge of USAID regulations and procedures, especially procurement and cost accounting principles, preferred
- Knowledge of Thai operating environment, including registration, taxes, and labor law
- Proven ability to work professionally, constructively, and collaboratively as part of team, meet deadlines, communicate effectively, and deal with diverse partners and institutions
- Strong individual initiative and ability to manage daily activities and achieve expected results with or without direct oversight
- Demonstrated leadership, versatility, and integrity
- Professional proficiency in written and spoken English required
- Fluency in Thai is required; additional knowledge of Myanmar language is strongly preferred
