Digital Technology Program Manager - Job Description

DAI implements the Digital Asia Accelerator (DAA), a four-year project funded by USAID and implemented by DAI Global, LLC to increase the safe & appropriate use of digital technology for economic development in Southeast Asia and Mongolia. DAA does this through three types of activities: 1) improve small and medium sized businesses’ digital skills; 2) increase public awareness of cybersecurity issues; and 3) strengthen the ability of private sector and civil society to engage on digital policy issues.
This Job Description describes responsibilities for the DAA Digital Technology Program Manager. The Program Manager will be based in Bangkok, Thailand and report directly to the DAA Project Director. The Program Manager will design, manage, evaluate and report on project activities across the Southeast Asia region and Mongolia, with the potential to include additional countries as the DAA project portfolio evolves.
We are looking for a highly competent, organized and proactive Program Manager to work collaboratively with our team. The candidate must be a quick learner and work in a systematic and logical manner. The role may evolve over time and the candidate must be open to new challenges and responsibilities.
This role will be based in Bangkok at our office in WeWork (T-One Building on Sukhumvit Soi 40).
Key Responsibilities:
Activity Management
Manage small business digital upskilling and digital policy advocacy activities
Develop activity workplans, milestones, monitoring and evaluation plans, and budgets
Coordinate with and collect data from local partner organizations on the implementation of activities
Review deliverables, milestone certifications, and payment vouchers from local partner organizations
Process grant payments and manage administration of grant and subcontracts
Coordinate closely with technical and finance teams in Washington, DC and Bangkok, Thailand to track activity and financial performance
Compile and submit quarterly reports, bi-weekly notes, monitoring, evaluation and learning data, and other reporting materials as requested by USAID
Write activity reports as required by the Project Director
Program Development
Draft concept notes and scopes of work for project activities
Conduct research and illustrate analysis of digital ecosystem in Southeast Asia, as needed
Review applications to requests for proposals, participate in technical evaluation committees (TEC), manage Q&A with applications, and draft justifications for selected winners
Upload and manage all TEC selection documentation in DAIs TAMIS and TAMIS Pro platforms;
Develop award requests to send to management team in Washington, DC;
Manage negotiations with sub-awardees and execute fixed price subcontracts and fixed or standard grants
Communications and Administrative Support
Prepare briefing materials for strategic discussions with private sector partners, USAID and State Department
Represent DAA and overall program interests at local, national and regional meetings, workshops and conferences as needed
Provide input on strategic direction and vision of the project, in collaboration with the Project Director, USAID and State Department
Facilitate knowledge management, communications and information flows for the project
Take notes at meetings, webinars, and seminars, as assigned by Project Director;
Support the Project Director in daily management of the project
Provide administrative support including logistics support, operation and Human Resource tasks as assigned by Project Director
Support the design and implementation of webinars on digital policy
Partnership Building
Manage relationships with local stakeholders, including national governments, civil society organizations, and private sector
Drive stakeholder outreach to implementing partners, private sector partners, and potential awardees throughout the digital ecosystem, per guidance from Project Director
Prepare and hold a kickoff meeting with local partner organizations and other ad-hoc meetings throughout the life of the activity
Perform other duties as required
Requirements/Qualifications:
5+ years of experience in international development
Bachelor’s degree in Business, Economics, International Development, or equivalent work experience
Excellent written and verbal communications skills with fluency in English
Highly adaptable, willing to take on new tasks
Collaborative working style and team-player attitude
Strong analytical skills, problem-solving skills, and attention to detail
Knowledge of digital policy, cybersecurity and digital literacy issues in Asia preferred
Experience working on digital programs preferred
Must be a Thai national
