Monitoring and Evaluation (M&E) is an important and required part of all WWF projects. In recent years donors have required increasingly rigorous M&E of all projects. In response WWF has placed more and more emphasis on M&E and has developed rigorous M&E protocols. These protocols and M&E reporting are complicated and time consuming and therefore WWF-Thailand has established the position of M&E Officer to make sure that all projects satisfy rigorous M&E requirements and that all relevant project and program data are entered into the WWF Greater Mekong Management Information System.
Major Duties and Responsibilities
- Support on the planning, monitoring, evaluation, and learning of all WWF Thailand conservation work as it relates to the country strategic plan to ensure consistency with WWF Programme and Project Management Standards (PPMS).
- Support and coordinate the preparation of the strategic and annual plans, and learning events.
- Analyze conservation plans and results to provide guidance for adaptive management.
- Contribute to the development and update of the program’s M&E plan, learning and use plan, and theory of change pathway.
- Work closely with the M&E manager to conduct monitoring of the progress against the plans, facilitate reflections and learnings in all conservation projects
- Support the on-time completion and submission of Technical Progress Reports (TPR) and other required reports liaising with those Project Leads as needed, including editing and review process to ensure quality of the reports;
- Lead the gathering of data, information and knowledge of WWF Thailand to external stakeholders.
- Assist M&E manager to develop databases for conservation and operation activities for WWF Thailand.
- Manage WWF proprietary databases, ensuring data consistency, regular updates and compliance to the policies. Provide support to other staff in the use of the mentioned tools.
- Assist M&E manager to review and monitor Risk Matrix and alerts concerned managers to mitigate risk in, both programmatic and operational areas.
- Assist M&E manager and conservation staff to facilitate the Quality Assurance process to ensure the project meet office requirement.
- Assist the conservation staff with M&E tools and in supporting them in their use
- Reviews and updates the M&E systems and tools to respond to changes in WWF International standards and to ensure that they provide an effective control system
- Works closely with Program Manager to capture project achievement and develop impact story in collaboration with communication officer and Regional M&E coordinator.
- Other tasks may be assigned as necessary according to organizational needs.
Required Qualifications
Education and Qualifications
- Bachelor Degree (Master level is preferred) in environmental or conservation management, development studies, applied statistics or data analysis, or other relevant fields.
- Previous experience in supporting the development of log frames, M&E plans and various management tools.
- Good command of written and spoken English and Thai
Knowledge
- Good understanding of conservation and development issues in Thailand.
- Knowledge of the policy/institutional context related to conservation in Thailand.
Experience
- At least 3 years of practical experience in highly analytical fields, ideally with experience in Thailand/SE Asia/Asia
- Demonstrated experience in quantitative and qualitative analysis.
- Experience in designing and managing beneficiary monitoring and database systems.
- Experience in strategic planning and performance measurement, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
- Knowledge of the major evaluation methodologies (e.g. qualitative, quantitative, mixed-method, and impact) and data collection and analysis methodologies.
General Skill
- Ability to work with people in a multi-cultural environment
- Proficiency in MS Office and Excel.
- Knowledge on GIS is a plus
