Community Partners International (CPI) is a U.S. nonprofit organization dedicated to empowering vulnerable communities in Asia to meet their essential health, humanitarian and development needs. Founded by U.S. doctors in 1998, the organization has grown to serve more than one million people each year. Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.
The senior program manager will closely work together with Regional Program Director to lead program implementation, quality assurance and operationalization of Thai-Myanmar based projects. He/she will be closely collaborating and coordinating with partners and donors to achieve equitable and accessible health care services in the community.
Primary Responsibilities
Ensure all programs and projects under CPI’s Mae Sot office are implemented well in order to achieve quality outcome together with project team.
Oversight the monitoring, evaluation and learning (MEL) activities of CPI’s Thailand based projects and ensure the quality MEL reports and learning documents are produced in time.
Oversight the implementation of partners’ Health System Strengthening activities to be in line with Better Health Together Strategies of CPI and complement with Service delivery interventions under respective program.
Regularly assess and track the quality of service delivery under respective program and take follow – up actions to safeguard the quality service provision.
Be proactive and energetic to assess and analyze progress, challenges and risks in the project implementation and delivering the results and regular reporting to Regional Program Director to take timely action.
Be part of the senior management team (SMT) of CPI’s Thailand program and perform the functions of SMT and take responsibility and accountability of respective SMT functions.
Coordinate with different stakeholders, partners and donors to inform project plan and updates regularly to get consensus and take the actions on time.
Prepare accurate and timely progress reports throughout its life cycle and submit to Program Directors, stakeholders and donors.
Regular Responsibilities
Develop new programs to support the strategic direction of the organization and better health together strategies.
Working closely with project staff and M&E staff, contribute to CPI’s internal monitoring and evaluation efforts.
Be office in charge (OIC) for Mae Sot program office while closely working with operation units in Mae Sot and Regional Program Director in Bangkok.
Working closely with the finance team and contribute to the oversight and management of partners’ sub-grants including preparation of LOAs, oversight of sub grantee payments, adherence with donor requirements and timelines, and timely submission of sub-grantee reports.
Working closely with CPI’s Program Strategy and Quality Unit, Program Management Unit, Program Operation Unit and Research unit in developments of new strategies and systems (e.g development Health and development strategies, cross cutting areas, Monitoring, Evaluation and Learning).
Lead or participate in the development of letters of intent, concept notes, and grant proposals, as required.
Partner Support
Support and mentoring partners in development, implementation and review of effective of health and humanitarian response programs based on cultural and situational appropriate adaptations of international best practices.
Provide M&E related technical support to CPI’s partners as needed.
Enhance the capacity of local partners to ensure successful implementation of the program.
Seek opportunities for partners to share their work and advocate for needs and assist them with preparing reports, abstracts, journal articles, and conference or other presentations.
Meet regularly with leadership of partner organizations in order to ensure the relevance of CPI’s support, and to monitor progress toward mutually established goals and objectives as part of our grant obligations to our donors.
Identify opportunities for advocacy including opportunities for partners to share and promote their work.
Capacity Building and Supporting Other Staff
Supervise and provide necessary support to program and M&E staff based in Mae Sot office.
Any organizational development and capacity building support as needed.
Operations and Administration
Work closely with the finance team and program staff to prepare annual and quarterly. budgets, forecasts, and financial reports, and to ensure all program expenses are within budget and have appropriate supporting documentation.
Work with finance team to ensure CPI’s internal control policies, systems, practices are in place in Mae Sot base.
Work closely with logistics team to ensure all supplies and equipment are procured and distributed in timely manner, to ensure proper stock and management systems and practices are in place.
Work closely with HR/admin team to ensure HR/admin policies, procedures, processes are in place.
Organization Representation
Represent CPI in partner, donor and other stakeholder meetings.
Meet with prospective donors or partners as needed, facilitate the development of donor relationships, and help to ensure donor requests are handled promptly and effectively.
Establish, strengthen and sustain the good relationships/ coordination with donor agencies, implementing partners, local authorities and other relevant organizations.
Essential Skills
Masters level training in public health, public policy, social science, development studies or equivalent work experience
Minimum eight years’ progressive experience in program management in an international organization
Fluent in written and spoken English and Burmese
Proven strong experiences in program management, stakeholder management and team management skill
Experience of working in a multicultural, low-resource setting
Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality
Comfortable working with a variety of partners, and navigating complex relationships
Comfortable in working with multi-cultural context
Flexibility to allow for travel (up to 50% of work time), variable working hours, and some modifications of tasks and responsibilities as team and project needs change
