Job Title: Senior Reports Officer, Resettlement Support Center Asia

Department: Resettlement, Asylum and Integration

Location: Kuala Lumpur, Malaysia or Bangkok, Thailand

Background/IRC Summary:

The IRC has a rich history of assisting refugees to apply for United States resettlement, from its founding in 1933 to help vulnerable individuals escape Nazi-occupied Europe, to pioneering the Joint Voluntary Agency which assisted Indochinese refugees for 22 years, to operations in Croatia, Sierra Leone and Sudan. Since 2005, RSC Asia has resettled over 180,000 refugees to the United States.

 

Based in Bangkok with field offices in Thailand and Malaysia, the IRC Resettlement Support Center (RSC Asia) is funded by the US State Department Bureau of Population, Refugees, and Migration (PRM) to assist persons throughout Asia seeking permanent resettlement to the United States. Responsible for a portfolio of 37 countries, the RSC: prepares refugee applications for the United States Refugee Admissions Program (USRAP) using START (a State Department–managed data system that supports the arrival and resettlement of refugees through technology); provides information to resettlement agencies about arriving refugees; and offers cultural orientation training to refugees bound for the United States.

 

Job Overview/Summary:

The Senior Reports Officer is an integral part of the RSC Asia Pipeline and Reports Team. The position ensures high standards of both general processing, identifying bottlenecks, quality assurance and control, as well as monitoring and evaluation. Primary responsibilities of the Senior Reports Officer are to ensure and manage quality control (QC) protocols of the day-to-day activities of RSC Asia processing.

 

Major Responsibilities:

•  Maintains and in-depth knowledge and understanding of current PRM, RPC/START policy guidance.

•  Assists the Reports Manager with RSC QC report creation and updates.

•  Performs regular QC of RSC data entry in START for the RSC Asia caseload.

•  Assists program supervisors in the overall monitoring and evaluation of RSC case processing.

•  Assists the Reports Manager to ensure all processing staff are trained on filters and use of existing reports.

•  Liaises with Senior Management regarding QC issues in processing.

•  Maintains and upgrades QC tools for the RSC Asia team via Tableau and START filter training to ensure the highest possible performance in adherence with established START and PRM policy.

•  Identifies specific training needs and strategizes with Senior Management and managers to meet those needs.

•  Keeps the Reports Manager informed of trends, and training needs that are evident in in daily caseload QCs.

•  Assists the Reports manager to maintain the functionality of the Bangkok RFID database.

•  Cooperates as part of the Reports and broader RSC team to accomplish departmental and organizational goals.

•  Ensures on-time and accurate Tableau and START-based reporting to external partners, inclusive of PRM/RMA, UNHCR IOM, Resettlement Agencies, and the Australian Department of Homeland Affairs (DoHA).

•  Able to travel whenever required, both domestically and internationally

•  Other duties as assigned.

•  Internal: Processing managers and SMT

•  External: Regional Refugee Coordinator’s office (RMA), PRM, Resettlement Agencies, USCIS, IOM, UNHCR, Australian Department of Homeland Affairs and RPC

 

Job Requirements

 

Education:

•  University degree in relevant field or equivalent professional experience.

 

Work experience

•  Minimum two years of data management experience.

•  Experience with ServiceNow databases and/or Tableau preferred.

 

Demonstrated Skills and Competencies:

•  Proven data management skills – meticulous with high accuracy and a focus on quality control

•  Good time management skills, well organized, and able to multi-task – workload management

•  Work effectively under pressure within specified target and deadline

•  Solid organizational skills with the ability to handle multiple tasks, set priorities, effectively manage time, and meet deadlines.

•  Strong analytical skills and able to think and work independently as and when needed

•  Good interpersonal skills: communicate well with others

•  Proactive solution provider, well-organized, flexible and able to work in fast-paced, multi-cultural environment.

•  High level of professionalism while implementing IRC RSC policies and procedures.

•  Both team and detail oriented and able to think and work independently.

•  Strong communication, interpersonal, and organizational skills.

 

Language and Computer Skills:

•  Excellent verbal and written English language skills.

•  Proficiency in database management, Microsoft Word, Excel, Access, PowerPoint, Tableau and Outlook required.

•  Knowledge of ServiceNow, Tableau and the U.S Refugee Admissions Program preferred.

•  Ability to type 40 words per minute.

 

Working Environment:

The position is currently based in Bangkok. The position is in an urban office environment. The employee is required to adhere to the “IRC Way” for professional conducts, as well as to comply with all relevant Policies and Procedures while carrying his/her duties. All other employee terms and conditions shall be as per stipulated in the Employment Contract and/or Employee Handbook.
