JOB SUMMARY:

This position focus on working with FHI 360 staff and partner agencies on appropriate indicators, their measurement, and use in programming. S/he will provide assistance to EpiC Thailand partners on monitoring and evaluation and on reporting, work closely with healthcare facilities, hospitals, and the Care, Support and Treatment team to establish a tracking mechanism for client retention, improve process data quality and participating in data quality audits, review quarterly reports for data quality and accuracy. S/he also works with other FHI360 programme and technical staff, consultants and/or FHI 360 country offices to drive the implementation of the EpiC projects/activities to meet achievements in accordance with FHI 360, donor and national priorities.

 

KEY RESPONSIBILITIES:

  • Provides technical assistance (TA) support and capacity building in M&E, including reporting to Implementing Partners (IPs) and other stakeholders e.g. hospitals and Public Health Office (PHO) of each province in Thailand.
  • Collaborates and provides support, including development of reporting systems, training programs, implementation plans and ensures that IPs and other stakeholders are completed, reviewed, approved, amended, and filed in a systematic and timely way.
  • Follow up, prepare, and submit progress reports for the assigned subprojects/ activities and ensures timely submission of the reports.
  • Assures that technical assistance is provided to implementing agencies/partners when needed and follows up the work progress.
  • Ensures that the overall project’s activities achieve their objectives in a technically sound way and in a timely manner.
  • Works closely with relevant units within EpiC Project and APRO on M&E and reporting matters.
  • Travels when needed to coordinate, monitor and/or participate in related EpiC activities.
  • Performs other relevant duties as assigned.

 

KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:

  • Knowledge of the HIV/AIDS situation in Thailand and Asia Pacific region.
  • Experience in monitoring and evaluation, program management, and implementation.
  • Knowledge and experience in M&E and USAID reporting requirements.
  • Knowledge and experience in research and surveillance an advantage.
  • Ability to deliver training programs. Facilitation skills an advantage.
  • Excellent management skills and ability to monitor diverse subprojects/activities, set up priorities and plan for successful program implementation.
  • Excellent interpersonal and team work skills.
  • Good written and spoken English.
  • Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS.
  • Competent in using Microsoft Office package, particularly, Excel, Word, and Power Point. Knowledge and experience in other data analysis and visualization software an advantage.
  • Strong problem solving and analytical skills.
  • Ability to work independently with minimal supervision and work with others effectively.
  • Ability to travel in provinces if needed.

 

TYPE AND NATURE OF CONTACTS:

This position will work in close coordination with FHI 360 EpiC. It is also necessary for the M&E Officer to liaise with implementing agencies/partners/collaborators and government officials on a regular basis, depending upon the contexts of the responsible activities.

 

WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:

Usual office working conditions and travel domestically as needed to develop, coordinate, monitor and/or participate in EpiC Thailand program activities and represent FHI 360 at some meetings as appropriate.

 

MINIMUM REQUIREMENT STANDARDS:

  • Bachelor’s degree with work experience or Master’s degree in public health, statistic, social sciences, management, or equivalent.
  • Experience in providing support to or managing and/or implementing HIV prevention and care projects/programs or research with NGOs or donor agencies or the Thai Ministry of Public Health would be an asset.
  • Good written and spoken English and Thai.
  • Computer software skills, especially MS Office program.
  • Prior experience working with NGOs and government organizations would be useful.
