Position:  Finance & Partner Support Accountant

Reports to: Finance Manager

Duty station: Bangkok

Travel required: Occasional travel within Thailand

 

JOB BACKGROUND:  

Plan International strives for a just world that advances children’s rights and equality for girls. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. We are independent of governments and have no political or religious affiliation. 

 

Plan International Thailand (PIT) has been working in Thailand in 1981 and most of its work is now located in Chiang Mai, Chiang Rai and the greater Bangkok area with projects also in Tak, Trat and Phang Nga provinces.  Over the years, Plan International Thailand’s work has covered the areas of Child Protection, Early Childhood Care and Development, Disaster Risk Management, Sexual and Reproductive Health and Rights, advancing rights of stateless and migrant children and youth, fair recruitment practices for migrant families, and youth economic empowerment, especially for girls.  During FY 2019 – 2022, Plan International Thailand has focused on three Country Programme Areas: 1) Gender and women’s empowerment and justice, 2) Children on the move, and 3) Legal status and citizenship. 

 

Plan International Thailand’s country strategy (2022-27) will deepen the organization’s focus on advancing children’s rights and striving for equality of girls and youth in all of their diversity in Thailand.  Particular focus will be on gender transformative approaches with Plan International’s Areas of Global Distinctiveness (AOGD) programme areas on youth employment and empowerment, sexual reproductive health and rights, protection, and empowering children and youth to advance their rights and decide on their own life course. 

 

 

Dimensions of the role:

 

The Finance & Partner Support Accountant is a key position of the Plan International Thailand Finance Team for processing payments and providing accounting support for local partner reports and records.  The position works closely with the Partner Finance and Administration Support Specialist.

 

Accountabilities:

 

Overall

The role is responsible for ensuring that Plan International Thailand payments and implementing partner payments are processed according to necessary financial compliance policies and to support financial / accounting reviews of local partner financial reports / documents as needed. 

 

Financial Processing

  • Checks completeness and correctness of financial supporting documents for voucher and liquidation reports as per Plan International financial protocols and policies;

  • Prepares payment vouchers and journal vouchers;

  • Prepares Tax report and payment to submit to Revenue Department;

  • Provides support for Finance information and reports when requested;

  • Reconciles balance sheet such as travel advances, WHT;

  • Prepares bank reconciliations and target bank balance;

  • Processes intercompany recharges invoices;

  • Maintains cash flow management, Fund requests;

  • Coordinates with banks for all related bank business;

  • Prepares payments for online banking and transactions;

  • Maintains well-organized hard copy and soft file filing systems for easy reference, especially during audits;

  • Processes other transactions as needed related to shared services agreements with Plan International’s APC Regional Hub (APAC) office;

  • Performs other tasks as may be assigned by line manager.

Partner accounting and financial reports

  • Liaise with Partner Finance and Administration Support Specialist on reviewing local partner financial reports and statements as well as supporting documents required for audits;

  • Ensure accuracy and compliance standards of partner financial records and statements as needed.

Internal coordination and teamwork

  • Informs new and existing Plan staff of financial supporting documents required for making payments as well as other required financial policies;

  • Supports team during audit processes;

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

 

  • University degree in accounting or related field;

  • 3 years or more professional experience in accounting, preferably for INGO or humanitarian organization;

  • Practical working knowledge and use relevant software (MS Office), SAP or similar accounting platforms for effective financial management;

  • Demonstrated skills in conducting capacity building initiatives for local partners in financial management;

  • Strong conceptual, analytical, negotiation, teamworking and networking skills;

  • Strong support and commitment to children’s rights, gender equality, and social inclusion

  • Good knowledge of spoken and written English;

  • Thai nationality
