Consultancy for conducting research on education pathways for migrant children in Thailand

(Focused in Tak and Ranong Provinces)
 

Introduction
Save the Children (SC) has been working in Thailand since 1984, with offices in Bangkok, Mae Sot and Pattani. For over thirty-five years, we have been supporting the most vulnerable children with a specific focus on migrant children, refugees, conflict-affected minorities, children with disabilities and vulnerable children in urban areas.

 

Background
Reaching Education for All Children in Thailand (REACT) II aims to contribute to Thailand’s achievement of the Education for All (EFA) policy through improving access to quality basic education for migrant children (aged 3 – 18 years) in Tak and Ranong Provinces by 2022.

 

Objectives:
 

The overall goal of the study is to provide an evidence-based analysis on potential options for migrant children’s educational pathway in the ever-changing context to promote equitable access to quality and inclusive education for migrant children in Thailand.  The results will form the basis of important advocacy products that profile effective approaches to supporting migrant children’s access to quality and inclusive education in Thailand.

 

Specific objective
 

  1. To understand the NFE landscapes, barriers and opportunities for migrant children in Thailand
  2. To brief and give the updated situation of MLCs in Mae Sot and Ranong, its capacity to bring back children into schools, and what MLCs need to strengthen and/or build pathway to Thai public schools or other options for higher education
  3. To assess existing possibilities and develop evidence on the achievement of the TSL program and options for government investment to engage national education authorities on opportunities to integrate and scale-up the TSL program in cross-border Special Economic Zones throughout Thailand.
  4. To provide a policy paper presenting on NFE prong, MLCs prong, and scale-up the TSL program.


 

Key tasks
The consultant will be recruited to undertake the following tasks:

  • Accompany the process of knowledge management in the scope of the project,
  • Conduct a thorough assessment, through desk and field research to determine the scope of
    knowledge management (KM) within the project, in a participatory approach with project
    teams, beneficiaries, partners and key stakeholders,
  • Consult with project partners and other key stakeholders to identify information needs
    and knowledge management implications,
  • Advise on systems, processes, technology tools, change management, monitoring,
    evaluation and learning (MEL) for building and creating new knowledge and training
    strategies by presenting comparative analyses of different options
  • Provide information, ideas and materials to share the results of the knowledge
    management system to key stakeholders and partners.

Expected Outputs / Deliverables
 

  • Consultancy report with recommendations for long term knowledge management
  • Contribution and recommendation for the diffusion of acquired knowledge within the migrant context.
  • Workshop with key stakeholders and partners.
  • Other deliverables might be needed according to the findings during the process.
     

Qualification and expertise
 

The evaluation has to be completed in November 2022. A field data collection would be mandatory and ideally would took place in August to October 2022.
 

  • Experience: More than 5 years of experience in project/program management and
    evaluation; Relevant experience in knowledge management and knowledge transfer
  • Skills: project implementation; field constraints and benefits analysis; report writing
  • Language: Excellent written and spoken English. Knowledge in spoken and written. Thai or Burmese knowledge or include support for translation in the application.
  • Background: migrant education background or at least experience in evaluating education projects
  • References: A minimum of 1 reference contact in Thailand or Asian countries.

We forecast a total work duration of 30 days spread over a 3 months period, a quarter of the
work will be done in the field for data collection. We invite interested candidates to submit an application with a current CV, a proposal (including a brief evaluation description, a timeline and a budget), and relevant references or past relevant experiences.
