Organizational Background

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies (NS). The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” The IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.

 

The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member NSs and the International Committee of the Red Cross (ICRC). The work of the IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

 

The IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Societies Development (NSD) and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

 

The IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. The IFRC also has CCD and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat. The CCD Bangkok covers four countries namely Cambodia, Lao PDR, Thailand and Viet Nam and operates as one joint team to support each country’s NS. The CCD Bangkok also provides secretariat support to the Southeast Asia Red Cross Red Crescent Networks and represents IFRC with the United Nations ESCAP and other regional organizations based in Bangkok.

 

Under the umbrella of the Federation’s Country Cluster Delegation, the American Red Cross (ARC) provides support for RCRC National Societies (NS) implementing programmes in the area of DM/DP, Capacity Building and other general support that arises between ARC and RCRC through client services, and mutual relationship building between RCRC Societies. ARC is expanding its projects in the region and needs support to do this.

 

Job Purpose

The Senior Regional Monitoring, Evaluation and Learning (MEL) Officer is a highly experienced staff responsible for leading American Red Cross (AmCross) and Red Cross/Red Crescent partners in the Asia, Middle East and Europe region to support management, monitoring and evaluation of high-quality programs. In addition, the Senior Regional MEL Officer will facilitate learning, sharing and use of good practices within the region and with AmCross National Headquarters and Red Cross/Red Crescent partners. The MEL Officer will travel up to 25% of the time to active American Red Cross project sites within the region. The position will report directly to the Manager, Design, Monitoring, Evaluation, Reporting, and Learning (DMERL) team, and will be based in Bangkok, Thailand.

 

Senior Regional MEL Officers are expected to have a wide range of skills, experience and knowledge in project management, operations, monitoring, evaluation, reporting, as well as knowledge management.

 

Job Duties and Responsibilities

The Senior Regional MEL Officer will provide technical support to in area of monitoring and evaluation, project design, learning and related area to the American Red Cross Country Delegations. The position will providing project oversight and technical assistance to program staff in planning, implementing, monitoring and evaluating projects in collaboration with Red Cross and non-Red Cross partners.

 

Monitoring and evaluation

  • Lead the monitoring and evaluation of assigned projects, contributing to impact-oriented, sustainable project results within project scope, and timeframe in line with AmCross standards, rules, policies and procedures and grant agreements with donors.
  • Support AmCross AMEE country delegations with development of M&E work plans and activities as well as M&E tools and their utilization for assigned projects.
  • Conduct report and indicator audits/checks during monitoring visits to maintain quality control of internal and external reporting for assigned projects.
  • Lead project M&E frameworks and the institutionalization of all mandatory systems, tools, reports and indicators, required for efficient, effective implementation of M&E frameworks and activities, specifically ensuring compliance with AmCross rules and regulations and donor requirements.
  • Lead surveys/assessments/evaluations for assigned projects ensuring compliance to standards.
  • Quality assurance to AmCross design, monitoring, evaluation and reporting guidelines and methods.
  • Lead and/or contribute to mid-term/annual project reviews and planning workshops for assigned country delegations.

 

Learning

  • Support and contribute to the AmCross’ overall development and dissemination of knowledge and experience through enhanced communication, strengthened knowledge products and publications for the AMEE region.
  • Support and contribute to the planning, designing, conducting, and reporting of program/ project research (quantitative and qualitative) including identification and synthesis of best practices and lessons learned for assigned projects.
  • Support and contribute to identification and execution of knowledge management and sharing activities in order to generate and disseminate learning from the project activities as well as publicize results in close collaboration with relevant key stakeholders.
  • Promote the application of lessons learned from evaluations so that they improve the selection, design and implementation of future projects, especially as part of their role in design and proposal processes, and during learning events.
  • Represent AmCross DMERL in the AMEE region to AmCross partner NS and IFRC networks while offering sound contribution to knowledge networks and communities of practice.

 

Overall DMERL program support

  • Work in an interdisciplinary fashion with the finance, M&E and program staff to design, plan, implement, and monitor assigned MEL plan activities within projects within the delegation while ensuring that integration and cross-cutting themes are considered in interventions at all levels.
  • Provide design support and other proposal related MEL support of concept papers and proposal outlines/drafts in close cooperation with the proposal development working group while ensuring compliance and quality assurance to AmCross and donor proposal guidelines for assigned country delegations within the AMEE region.

 

Capacity Building

  • Support reviews of strategic partnership plans and external evaluations by donors and/or American Red Cross headquarters.
  • Build the capacity of the American Red Cross team in the region of monitoring and evaluation standards and practice.
  • Identify capacity needs within AmCross partner national society and assist in addressing those needs.
  • Ensure any bilateral PMER work undertaken by AmCross delegations align with AmCross DMERL standards.

 

Confidentiality

  • Maintain strict moral confidentiality and do not disclose neither spread any confidential or sensitive information.
  • Organize archives of all reports and documents and treat them as confidential material

 

Education

  • Bachelor’s degree (Required)
  • Master’s degree in international development, public health or other development related area (Preferred)

 

Experience

  • Demonstrated experience in strategic and operational planning (Required)
  • Demonstrated experience in project monitoring, tracking project results, reviews (Required)
  • Demonstrated experience in monitoring and evaluation (Required)
  • Experience with NGO, Red Cross/Crescent, or USAID contractor outside one’s home country (Required)

 

Knowledge, Skills and Language

  • Self-supporting in computers (Windows, spreadsheets, word-processing) (Required)
  • Excellent verbal and written communication skills in English (Required)
  • Excellent verbal and written communication skills in Russian (Preferred)
