The Borderland Health Foundation (BHF) is a non-for-profit, non-religious and non-political organization, registered in Thailand. BHF links to field stations of the Mahidol-Oxford University Research Unit (SMRU Clinics) which are located in Mae Sot, Mae Ramat, Phro Phra, Tha Song Yang and Umphang districts in Tak province, Thailand. BHF works with marginalized populations along Thailand-Myanmar border by focusing on health care services and public health issues with its focus on malaria, tuberculosis, and maternal and child health.

 

Job title: Procurement Officer

Supervisor:  Logistics Manager

Supervisee: None

Location: Mae Sot

Starting date:  As soon as possible

 

Responsibilities:

  • Ensure that all procurement process and documentations compliance with SMRU SOPs and donors’ requirements.
  • Ensure the accuracy and completeness of procurement records to the Oracle NetSuite online system. (Obtain quotes and grant code, bid analysis or approval form, prepare PR/PO, ensure the accuracy of programs supplies deliveries)
  • Make sure the vendor information, supplies list, price, specifications are updated regularly for internal use and reporting use.
  • Communicating with supplier/vendors regarding order status and delivery schedules to ensure that they are delivered on time.
  • Arrange for necessary shipping documentation, and contact customs officials, supplies clearance company in order to effect release of shipments.
  • Assist logistic manager to prepare and update annual procurement plan with department and process the procurement as plan or assigned by Logistic Manager or department.
  • Assist Logistic Manager to prepare monthly procurement report, quarterly procurement report, 6-month procurement report and annual procurement report.
  • Working in team for goods receive in central and also coordinating with MORU team for good receiving and ordering.
  • Being a focal person for all national and international procurements with guidance of the logistic manager.
  • Overseeing all activities of the purchasing department under guidance of logistic manager.
  • Researching and evaluating prospective suppliers and overview all the suppliers and new items searching.
  • Being a focal person communicate with SMRU partners for supply chain.
  • Other duties as requested by the unit.

 

Position requirements

  • A degree in a business management, Logistics, Supply chain or related field.
  • 5+ years of experience as a procurement officer or in a similar position.
  • Fluency in Thai and English (spoken and written). Knowledge of Karen and/or Burmese is an asset.
  • Proficiency in Microsoft Office and database applications.
  • Organisational skills – ability to priorities and work to deadlines.
  • Able to work independently but to also interact well within a team environment.
  • Able to work under pressure
  • Strong communication and negotiation skills
  • Mature, polite and be a good team player 
  • Good troubleshooting skills with the proven ability to pay close attention to detail.
  • Culturally sensitive with the ability to work with a multi or cross-cultural team.
