1. General Background
Thailand hosts along the Thai-Myanmar border some 90,000 displaced people (refugees) from Myanmar over the last three decades. UNHCR Offices are engaged in a range of activities to support the Royal Thai Government (RTG) in ensuring their international protection and seeking solutions to the protracted refugee situation. UNHCR employs a multi-solutions strategy in which various ideas and modalities for protection and solution are implemented to address the challenges in line with the international efforts and development including through the Global Compact of Refugees and Comprehensive Refugee Response Framework.
The Community-based Protection Assistant is an integral member of the Protection Team in each Field Office. Depending on the location, the incumbent reports to the Associate Protection Officer, Assistant Protection Officer or the Senior Protection Associate. The community protection role, broadly described, is to act as a critical interface between UNHCR and communities of concern, providing an AGD sensitive analysis of community risks and capacities that form the essential foundations to all UNHCR work in a given country context.
Under the overall direction of the Protection Officer, and in coordination with the direct supervisor and other UNHCR staff, government, NGO partners and other stakeholders, Community-based Protection assistant works directly with communities to leverage their capacities for community-based protection. To fulfil this role, the Community-based Protection Assistant is required to spend a substantial percentage of their time working outside of the office, liaising with relevant government authorities and building and maintaining networks within communities of persons of concern.
2. Purpose and Scope of Assignment
Support the design and implementation of activities in the displaced communities to help strengthen community-based protection in line with the needs of the populations of concern.
- Apply the Age, Gender and Diversity (AGD) approach in all aspects of protection and solutions work on behalf of persons of concern.
- Support initiatives to create and maintain safe space for all persons of concern.
- Support participatory assessments and ongoing consultation with persons of concern.
- Assist in analysing protection risks and capacities of communities of concern.
- Receive and disseminate information on various solutions in a culturally-appropriate way.
- Support the advocacy for the inclusion of persons of concerns to basic services provided by the government institutions to the local population.
- Support implementing and operational partners as well as with displaced communities to develop community-owned activities to address child protection concerns and to contribute to the prevention, mitigation and response to GBV in the camps. Where applicable, support office activities that address the social, educational, psycho-social, cultural, health, organisational and livelihood concerns of the persons of concern.
- Actively participate in case conferences relating to, but not limited to, Child Protection and GBV cases.
- Continuously follow-up with relevant stakeholders, including relevant government authorities, for protection interventions including, but not limited to, Child Protection and GBV prevention and response.
- Complete protection assessments & regularly follow up cases to ensure needed assistance and timely protection intervention to the individuals with specific needs.
- Review Child Protection Assessments conducted by the Child Protection partner and identify cases requiring UNHCR’s BIP interventions.
- Conduct BIA and BID interviews for children requiring BIP interventions in accordance with the most recent UNHCR guidelines and SOPs.
- Provide legal case facilitation support for persons of concern who are survivors of GBV.
- Regularly update the relevant colleagues on Child Protection and GBV cases that are being closely monitored by the Field Office.
- Keep track of cases and maintain readiness to share statistics as and when required.
- Regularly update case information in UNHCR database to reflect accurate situation of individuals.
- Assist to design and conduct trainings to the UNHCR Camp Protection Team (CPT) members and members of the CBOs and NGOs working in the displaced communities.
- Draft routine correspondence, documents, reports, and maintain up-to-date records.
- Accompany, and interpret for, senior management in their contacts with local interlocutors.
- Provide translation support as necessary.
- Perform any other tasks based on the needs of the office.

- Level of confidence building amongst the community towards self-protection
- Needs assessments conducted on vulnerable groups

4. Qualifications and Experience
Education
-1 year relevant experience with High School Diploma; or Bachelor or equivalent or higher
Work Experience
- Computer skills (MS Office, including Excel, Word, PowerPoint, Access)
- Knowledge of UNHCR’s work context and field experience is highly desirable.
Working knowledge of Karen and/or Karenni language will be considered a distinctive advantage.
- Knowledge of Administrative/financial rules, procedures, processes in the context of UNHCR offices and Field operations.
- UNHCR learning programmes (PLP).
- Knowledge of key international legal instruments, and national laws and regulations on Refugee protection, GBV, and/or Child Protection is an asset.
