OVERVIEW OF FUNCTIONS OF THE POST
The Programme Officer will be involved in the planning, implementation, monitoring and reporting of SEAMEO RIHED's programmes with a focus on Knowledge Maximisation. Under the overall authority of the SEAMEO RIHED Centre Director and with the guidance of more senior peers, the incumbent will:
Provide knowledge and information management support for the Centre's strategy and facilitate internal knowledge sharing;
Initiate activities related to the generation of knowledge, learning and policy;
Coordinate with relevant stakeholders, including academia, high ranking and senior government officials, international organisations, embassies, and higher education institutions in Southeast Asia and beyond;
Develop programmes and draft concept papers and project proposals;
Organise and facilitate seminars, workshops and meetings in coordination with relevant partners;
Draft minutes of meetings and other relevant reporting tasks as required;
Conduct research on assigned topics; and
Carry out other duties assigned by the Centre Director or at the request of more senior peers in relation to the Centre's strategy for a more sustainable future for the SEAMEO Region.
REQUIRED QUALIFICATIONS
Education
Advanced University degree (Masters or equivalent) in knowledge and information management, education, development studies, social sciences, or another relevant discipline.
Skills/Competencies
Excellent writing skills, including an ability to adapt messages to diverse audiences.
Good analytical skills and creativity.
Ability to carry out desk reviews and qualitative research.
Ability to work on own initiative as well as within a team.
Ability to develop and maintain sound working relationships with government representatives, public and private sector organisations and other stakeholders.
Ability to work in a multicultural environment.
Ability to innovate and effectively manage priorities and competing demands, while meeting deadlines and ensuring coordination of activities.
Ability to work efficiently under pressure and willingness to take on different projects and tasks as needs arise.
Willingness to travel to assigned destinations (when possible).
Advanced working knowledge of relevant software including Microsoft Office and Video Conferencing platforms.
Language
Excellent command of spoken and written English. Knowledge of Thai and/or other Asian languages is an asset.
DESIRABLE QUALIFICATIONS
Work Experience
Three years of relevant professional experience in the field of knowledge and information management, higher education, programme management or another related field. Knowledge and experience of higher education development and of the Southeast Asian region is an asset. Experience in interacting and working with government institutions, multilateral international organisations, civil society organisations and/or the private sector is also a plus.
