Plan International is an international humanitarian, child-centered development organization, advancing children’s rights and equality for girls.

 

Position:  Programme Systems & Learning Coordinator

Reports to: Manager, Learning and Evidence base

Duty station: Bangkok

Travel required: Travel within Thailand

 

JOB BACKGROUND:  

Plan International strives for a just world that advances children’s rights and equality for girls. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. We are independent of governments and have no political or religious affiliation. 

 

Plan International Thailand (PIT) has been working in Thailand in 1981 and most of its work is now located in Chiang Mai, Chiang Rai and the greater Bangkok area with projects also in Tak, Trat and Phang Nga provinces.  Over the years, Plan International Thailand’s work has covered the areas of Child Protection, Early Childhood Care and Development, Disaster Risk Management, Sexual and Reproductive Health and Rights, advancing rights of stateless and migrant children and youth, fair recruitment practices for migrant families, and youth economic empowerment, especially for girls.  During FY 2019 – 2022, Plan International Thailand has focused on three Country Programme Areas: 1) Gender and women’s empowerment and justice, 2) Children on the move, and 3) Legal status and citizenship. 

 

Plan International Thailand’s country strategy (2022-27) will deepen the organization’s focus on advancing children’s rights and striving for equality of girls and youth in all of their diversity in Thailand.  Particular focus will be on gender transformative approaches with Plan International’s Areas of Global Distinctiveness (AOGD) programme areas on youth employment and empowerment, sexual reproductive health and rights, protection, and empowering children and youth to advance their rights and decide on their own life course. 

 

 

Dimensions of the role:

 

The Programme Systems & Learning Coordinator is a key position that supports Plan International Thailand’s objectives in 1) setting up project, monitoring and evaluation frameworks in Plan’s internal systems for implementation and collecting and analysing data from project outcomes; 2) supporting internal / external quarterly and annual reporting as required and 3) training and coaching staff and partners on Plan’s systems as necessary to ensure project / programme impacts are measured effectively.     

 

Accountabilities:

 

Overall 

Programme Systems and Learning supports programme teams in active use of Plan International’s SAP, YODA and PMERL through cycles of project design, implementation and monitoring and evaluation, documenting lessons learned and ways forward as well as provides training and coaching on these systems as required. S/he will also support and assist the Manager, Learning and Evidence base in establishing and implementing the new Knowledge Management System/Procedure of PIT.

 

 

Programme systems and learning

 

  • Ensures that projects are set-up in Plan International’s internal systems of SAP / YODA and PMERL for ongoing implementation and monitoring of projects; 
  • Liaises closely with programme and financial teams to ensure that WBS coding for each project reflects country strategy goals for cost effectiveness and grant recovery;
  • Works closely with programme teams and implementing partners to train and use PMERL systems (and updates) for monitoring their projects as basis for building evidence base for quality reporting, proposals and advocacy;
  • Facilitates with programme/project teams for programme / project reporting internally and to donors based on respective M&E frameworks on a quarterly basis and / or specific donor requirements;
  • With the Manager, Learning and Evidence base and programme teams, facilitates / manages research, baseline/endline and  evaluations for Plan’s projects in Thailand internally or through external consultancies or research institutions;
  • Actively participates and contributes to regional and global networks to share lessons learned from Thailand programming and data analysis as well as bring knowledge from other areas / countries for use in Thailand;
  • Coordinates with Manager, Learning and Evidence base, Admin and Operations team and Programme teams for organizing learning events, workshops and other related trainings around programming, monitoring, evaluation and learning cycles as needed;
  • Supports the Manager, Learning and Evidence base in monitoring country strategy implementation plan and coordinates with programme and operations teams accordingly to ensure the implementation plan is on track;
  • Assists and supports the Manager, Learning and Evidence base in establishing and implementing the new Knowledge Management System/Procedure of PIT.

 

Internal coordination and teamwork

  • Supports as may be necessary to the Manager, Learning and Evidence base, Programme team, Technical Leads, Resource mobilization teams along with Finance and Operations teams, standard operating procedures (SOPs) for most efficient and effective development of concept notes, programme knowledge products and project proposals;
  • Provides regular support to programme teams on analysis of outcomes and outputs for impact analysis and reporting;
  • Supports updates for internal Plan International global databases where appropriate to support Plan International’s impact on children, youth, especially girls, globally;
  • With the Manager, Learning and Evidence base, conducts training and coaches staff and local implementing partners in using PMERL system data;

 

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

 

  • University or advanced degree in relevant social sciences or technical field;
  • Demonstrated 3 years or more of relevant professional experience;  
  • Proven track record of INGO/NGO of monitoring and evaluation and research in complex humanitarian settings and environment;
  • Solid understanding of topical issues and rights impacting children, especially girls, and youth in all of their diversity in Thailand;
  • Demonstrated skills in results-based monitoring, evaluation and research systems and approaches;
  • Strong conceptual, analytical, teamworking and networking skills;
  • Strong support and commitment to children’s rights, gender equality, and social inclusion
  • Practical working knowledge and use relevant software (MS Office) and other platforms for effective management of knowledge systems;
  • Strong skills in spoken and written Thai / English;
  • Thai nationality.
