JOB BACKGROUND:

Plan International Thailand (PIT) began working in Thailand in 1981 and most of its work is now located in Chiang Mai, Chiang Rai and the greater Bangkok area with projects also in Tak, Trat and Phang Nga provinces. Over the years, Plan International Thailand’s work has covered the areas of Child Protection, Early Childhood Care and Development, Disaster Risk Management, Sexual and Reproductive Health and Rights, advancing rights of stateless and migrant children and youth, fair recruitment practices for migrant families, and youth economic empowerment, especially for girls. During FY 2019 – 2022, Plan International Thailand has focused on three Country Programme Areas: 1) Gender and women’s empowerment and justice, 2) Children on the move, and 3) Legal status and citizenship.
Plan International Thailand’s country strategy (2022-27) will deepen the organization’s focus on advancing children’s rights and striving for equality of girls and youth in all of their diversity in Thailand. Particular focus will be on gender transformative approaches with Plan International’s Areas of Global Distinctiveness (AOGD) programme areas on youth employment and empowerment, sexual reproductive health and rights, protection, and empowering children and youth to advance their rights and decide on their own life course.
Dimensions of the role:
The Manager, Learning and Evidence base is a key position that supports Plan International Thailand’s objectives in 1) setting up monitoring and evaluation frameworks at both PIT and Key Programme Area levels; 2) impact monitoring of PIT, Key Programme Areas and its projects, 3) providing evidence base for developing targeted programming needs as well as for communications, public relations, advocacy and influencing requirements – all towards achieving the objectives of the country strategy (2022-27). In association with the Director, Programme Innovation and Impact, is responsible for strategically design PIT’s Knowledge Management system to achieve the following goals: improving the knowledge capture process, streamlining and enhancing the knowledge environment, increasing access to organizational knowledge, and maintaining knowledge as an organizational asset;
Accountabilities:
The Manager, Learning and Evidence base line manages the Programme Systems & Learning Coordinator position and interacts widely with the Director, Programme Innovation and Impact, Technical/Key Programme Leads, project teams and the Resource Mobilization team through cycles of project design, implementation and monitoring and evaluation, documenting lessons learned and ways forward according to the goals of Knowledge Management.
Learning and Knowledge Management
- Line manages Programme Systems & Learning Coordinator;
- Supports provision of validated quality data for donor reporting and proposal development for Key Programme Areas and project teams;
- Establishes monitoring and evaluation frameworks for PIT;
- Facilitates monitoring and evaluation frameworks for Key Programme Areas and projects as needed;
- Ensures that programme/project teams and implementing partners are trained and using YODA / PMERL systems for monitoring their projects as basis for building evidence base for quality reporting, proposal development and advocacy;
- In coordination with programme/project teams, develop and monitor programme / project monitoring dashboards for reference and impact tracking;
- Provides analysis of impact data against project frameworks using Plan International’s Areas of Global Distinctiveness (AOGD) indicators;
- Facilitates / manages baseline & endline study and mid-term & final evaluations for Plan’s projects in Thailand internally or through external consultancies or research institutions;
- Organizes / manages surveys as needed to support programme needs – ensuring necessary safeguarding and ethics requirements are met;
- Facilitates targeted research towards advancing country strategy where necessary;
- Actively participates and contributes to regional and global networks to share lessons learned from Thailand programming and data analysis as well as bring knowledge from other areas / countries for use in Thailand;
- Facilitates programme / project reporting internally and to donors based on respective M&E frameworks on a quarterly basis and / or specific donor requirements;
- Serves as a focal point for Plan International Thailand for ensuring compliance to monitoring, evaluation, research and learning policies and initiatives;
- Monitors country strategy implementation plan and coordinates with programme and operations teams accordingly to ensure the implementation plan is on track;
- Establishes and implements Knowledge Management System/Procedure of PIT
Resource mobilization and project design
- Supports programme teams in setting up Theory of Change and results frameworks based on respective AOGD programmes for concept notes and proposals, using selection of AOGD, donor and locally adapted monitoring indicators tailored to project needs;
- Work with proposal development teams (resource mobilization, technical Leads, project managers / coordinators) to ensure that all projects are designed to be gender transformative;
- Provides sectoral background information and evidence base for writing impactful concept notes and proposals;
- Conducts and uses research, including data from baselines and evaluations for informing project proposal concepts and development;
- Identifies areas for research for developing new project initiatives that support country strategic objectives and targets;
- Tracks evolving situation analysis in AOGD programme areas while developing effective messaging for fundraising as well as advocacy and influencing initiatives;
Influencing and Advocacy
- Provides evidence-based support for Plan International Thailand’s influencing agendas that are directly informed by children and youth in all of their diversity;
- Supports Advocacy and Influencing Technical Lead with knowledge products to support influencing, brand building & internal communications;
- Supports development of external relation influencing strategy combining policy with local partners, advocacy, campaigning and communications.
Learning and Knowledge Management
- With Programme team, oversee development PIT’s Knowledge Management system to achieve the following goals: improving the knowledge capture process, streamlining and enhancing the knowledge environment, increasing access to organizational knowledge, and maintaining knowledge as an organizational asset;
- Track evolving situation analysis in AOGD programme areas while developing effective messaging for fundraising as well as advocacy and influencing initiatives;
- Ensure effective system to manage storage of key information / learnings that can be accessible for all teams, especially for advocacy and resource mobilization;
- Research for developing new project initiatives that support country strategic objectives and targets;
- Ensure overall Plan International Thailand’s influencing agendas are directly informed by children and youth, in all of their diversity, and especially girls;
Internal coordination and teamwork
- Develops with Programme team, Technical Leads, Resource mobilization teams along with Finance and Operations teams, standard operating procedures (SOPs) for most efficient and effective development of concept notes, programme knowledge products and project proposals;
- With Programme Systems & Learning Coordinator, provides regular support to programme/project teams on analysis of outcomes and outputs for impact analysis and reporting;
- Updates internal Plan International global databases where appropriate to support Plan International’s impact on children, youth, especially girls, globally;
- With Programme Systems & Learning Coordinator, conducts training and coaches staff and local implementing partners in using PMERL system data;
ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:
- Advanced degree in relevant social sciences or related field;
- Demonstrated 5 years or more of relevant professional experience;
- Proven track record of INGO/NGO of monitoring and evaluation and research in complex humanitarian settings and environment;
- Solid understanding of topical issues and rights impacting children, especially girls, and youth in all of their diversity in Thailand;
- Strong understanding of development and civil society sectors in the Asia Pacific region;
- Demonstrated skills in results-based monitoring, evaluation and research systems and approaches;
- Strong conceptual, analytical, teamworking and networking skills;
- Strong support and commitment to children’s rights, gender equality, and social inclusion
- Practical working knowledge and use relevant software (MS Office) and other platforms for effective management of knowledge systems;
- Excellent knowledge of spoken and written Thai / English;
- Thai nationality.
