Job Advertisement: Senior Manager, Resource Mobilization

 

Plan International is an international humanitarian, child-centered development organization, advancing children’s rights and equality for girls.

 

Position:  Senior Manager, Resource Mobilization

Reports to: Director, Programme Innovation and Impact

Duty station: Bangkok

Travel required: in-country

 

JOB BACKGROUND:  

Plan International strives for a just world that advances children’s rights and equality for girls. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. We are independent of governments and have no political or religious affiliation. 

 

Plan International Thailand (PIT) has been working in Thailand in 1981 and most of its work is now located in Chiang Mai, Chiang Rai and the greater Bangkok area with projects also in Tak, Trat and Phang Nga provinces.  Over the years, Plan International Thailand’s work has covered the areas of Child Protection, Early Childhood Care and Development, Disaster Risk Management, Sexual and Reproductive Health and Rights, advancing rights of stateless and migrant children and youth, fair recruitment practices for migrant families, and youth economic empowerment, especially for girls.  During FY 2019 – 2022, Plan International Thailand has focused on three Country Programme Areas: 1) Gender and women’s empowerment and justice, 2) Children on the move, and 3) Legal status and citizenship. 

 

Plan International Thailand’s country strategy (2022-27) will deepen the organization’s focus on advancing children’s rights and striving for equality of girls and youth in all of their diversity in Thailand.  Particular focus will be on gender transformative approaches with Plan International’s Areas of Global Distinctiveness (AOGD) programme areas on youth employment and empowerment, sexual reproductive health and rights, protection, and empowering children and youth to advance their rights and decide on their own life course. 

 

 

 

Dimensions of the role:

 

The Sr. Manager, Resource Mobilization is a senior management position and member of the Core Country Management team (CCMT) at Plan International Thailand to ensure the development and successful fundraising for achieving the objectives of the new country strategy. 

 

The Sr. Manager, Resource Mobilization will line manage the Grant Coordinator, Grant writer and Communication and PR Officer positions.  

 

Accountabilitie:

 

Overall

The Sr. Manager, Resource Mobilization is responsible for nurturing donor relationships, and securing funding based on evidence-based approaches through a variety of institutional, multi-lateral and corporate donors. S/he will work closely with Programme, Learning and Evidence base, and advocacy teams in developing concepts and proposals to achieve Plan International Thailand country strategy. 

 

Resource mobilization and donor relations   

  • Manage and grow incrementally a diverse funding portfolio ranging in EUR 3-4 million per year;
  • Design and implement a strategic, results-oriented and coordinated approach to the mobilization of significant additional resources from traditional and non-traditional sources such as private sector organizations, foundations to fund Plan Thailand’s country strategy;
  • Develop the fundraising strategy based on the needs of the Areas of Global Distinctiveness (AOGD) programme teams and DCD Programme Innovation and Impact for the country strategy period 2022-27;
  • Actively liaise and build on existing donor and corporate partner relationships and manage strategic long-term relationships;
  • Research potential prospects for quality funding from National Offices (NOs), institutional, multi-lateral, philanthropic, government and corporate donors that align with Plan International Thailand’s Country Strategy objectives;  
  • Facilitate and lead development of concept notes and project proposals in each AOGD programme area with inputs from NOs, Programme team, Technical Leads, Learning and Evidence base teams, programme local partners along with Finance and Operations teams and / or in collaboration with NOs, or internal / outsourced proposal writers as required;
  • Lead development of marketing products and projects in collaboration with the Programme Leads, Technical Leads, Resource Mobilization and Knowledge Management teams;
  • Develop and present periodic funding reports to Thailand office, Regional Hub and Global Hub of Plan as per the reporting requirements;
  • Ensure that budgets developed with proposal development team focal points are cost-effective and eligible per given donor compliance to ensure technical, finance / operations and core programme staff positions and related apportioned costs are resourced with external funding according to internal financial targets; 
  • Negotiate effectively with NOs and donors to ensure all costs are full recovered;
  • Secure quality funding based on country strategy targets for each of the AOGD programme focus areas that support Plan International Thailand’s country strategy objectives (2022-27);

Public relations and communications

  • Lead external brand building activities and ensure local staff are aware of and adheres to Plan International’s branding and visibility policies
  • Coordinate media relations and be the focal point for external media;
  • Ensure Plan International’s global brand and local strengths are well reflected in any media interviews by staff;
  • With Programme team, develop and implement external relations influencing strategy combining policy with local partners, advocacy, campaigning and communications.
  • Maintain strong internal communications within Plan International workplace platforms; 
  • Promote programme / project products that advance the objectives of the country strategy, advancing rights of children and empowering youth, especially girls;
  • Develop and build on existing government relations and collaboration;
  • Coordinate project visits with donors, National Office representatives, and staff engagement with corporate partners.

Internal coordination and teamwork

  • Facilitate, with Grant Coordinator and Finance Manager, regular grant update meetings touching on all aspects of proposal development, donor compliance and reporting – both narrative and financial;
  • Develop with Programme team, Technical Leads, Learning and Evidence base teams along with Finance and Operations teams, standard operating procedures (SOPs) for most efficient and effective development of concept notes, programme / project products and project proposals;
  • Develop and maintain consolidated funding dashboard for each AOGD programme area, indicating funding secured, pipeline funding and funding gaps covering the country strategy period of implementation (2022-27);
  • Support the Manager for Learning and Evidence Base to establish and implement Knowledge Management System/Procedure of PIT;
  • Build staff and partner capability in donor report writing, with outsourced / NO proposal writers as needed.

 

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

 

  • University or advanced degree in International Development, Business Administration or relevant social sciences field;
  • Demonstrated minimum of 8 years or more of relevant professional experience; preferably experience in fundraising from range of institutional, multi-lateral, philanthropic, government and corporate donors and/or public relations activities in marketing and communication.
  • Proven track record of INGO/ NGO project development in complex humanitarian settings and environment and managing a multi-functional team
  • Ability to build networks and strategic alliances and maintain relationships with donors and internal partners with tact and sensitivity
  • Good understanding of media relations and organizational communications are essential. Existing network with international/local journalists preferred.
  • Solid understanding of topical issues and rights impacting children, especially girls, and youth in all of their diversity in Thailand;
  • Strong understanding of development and civil society sectors in the Asia Pacific region;
  • Experience of working with international coalitions and civil society networks; 
  • Strong conceptual, analytical, negotiation, team working and networking skills;
  • Strong support and commitment to children’s rights, gender equality, and social inclusion
  • Practical working knowledge and use relevant software (MS Office) and other platforms for effective management;
  • Excellent command of spoken and written Thai / English and presentation skills
  • Thai nationality or work permit in Thailand preferred;
  • Ability to travel domestically and internationally as required at approximately 25% of the time.
