JOB BACKGROUND:

Plan International Thailand (PIT) has been working in Thailand in 1981 and most of its work is now located in Chiang Mai, Chiang Rai and the greater Bangkok area with projects also in Tak, Trat and Phang Nga provinces. Over the years, Plan International Thailand’s work has covered the areas of Child Protection, Early Childhood Care and Development, Disaster Risk Management, Sexual and Reproductive Health and Rights, advancing rights of stateless and migrant children and youth, fair recruitment practices for migrant families, and youth economic empowerment, especially for girls. During FY 2019 – 2022, Plan International Thailand has focused on three Country Programme Areas: 1) Gender and women’s empowerment and justice, 2) Children on the move, and 3) Legal status and citizenship.
Plan International Thailand’s country strategy (2022-27) will deepen the organization’s focus on advancing children’s rights and striving for equality of girls and youth in all of their diversity in Thailand. Particular focus will be on gender transformative approaches with Plan International’s Areas of Global Distinctiveness (AOGD) programme areas on youth employment and empowerment, sexual reproductive health and rights, protection, and empowering children and youth to advance their rights and decide on their own life course.
Dimensions of the role:
Finance Manager reports to the Operations and Shared Services Director and is responsible for end-to-end accounts management, budget and reporting for smooth operations. The position serves as a point of contact/process owner on behalf of Finance Department to ensure smooth accounts transactions in an effective manner which will contribute to financial stability and meaningful analysis, which will in turn support the alignment to the Country Strategy, the Annual Budget and for Plan International Thailand to achieve its objectives of its 2022-27 country strategy. The role will line manage a core Finance team consisting of a Partner Finance and Administration Officer, Grants Analyst and Finance & Partner Support Accountant as well as other finance staff to be hired to support new projects as may be needed. The Finance Manager also serves on the Core Country Management Team (CCMT).
Accountabilities:
Overall
The Finance Manager is the main financial focal point for Plan International Thailand:
- Line manages a core team of finance professionals according to assigned / delegated tasks as necessary;
- Closely collaborates across Programme Innovation and Impact and Operations teams for financial monitoring, reporting and project proposal budgets;
- Advises, monitors and reports on Plan International Thailand’s financial position vis a vis income, expenditures and liabilities across all departments and programmes;
- Ensures internal and external financial reporting meets Plan International financial accountability standards and deadlines;
- Reviews and advises on PIT’s position with regard to cost ratios and cost recovery progress and ensures that full cost recovery targets are being met for each project across PIT’s project portfolio.
Accounting Management and statutory compliance
- Monitor month end closing process of balance sheet management, including clearing pre-paid items, accounts receivables, accounts payable, staff advances, and inter-company accounts;
- Month-end closing process of P&L items including running depreciation, analysing various costing dimension such as fund codes, activity-based cost codes, profit centres, etc. and performing necessary adjustments;
- Manage timely sending and receiving of inter-company accounts within the month;
- Prepare monthly subsidiary ledger reports;
- Lead year end closing processes;
- Prepare annual budget workbook with inputs from all departments and in coordination with APAC Regional Hub;
- Prepare quarterly report pack, and year-end report pack to APAC Regional Hub;
- Support Ministry of Labour financial audits and financial reporting process;
- Engage with internal and external auditors to ensure project and office audits are conducted efficiently and in timely manner according to deadlines;
Financial Control and Risk management
- Maintain list of SAP users and authorization of job roles;
- In SAP, create Vendor / Customer set-up, fixed Asset numbers as needed;
- Review bank reconciliations and provide necessary analytical review for any unusual items;
- Review of fund requests and ensure funds are managed smoothly and bank target balances has been maintained within limits;
- Verifies petty cash funds at Country Office;
- Record asset numbers into SAP/ERP, verifies physical inventories, and prepares inventory schedule XVIII of year-end report;
- Support Plan International Thailand management team in providing any potential key risk on account, fraud and finance into MAGIQUE system and update as necessary;
- Facilitate the roll-out of financial management trainings for staff and partners that include compliance to Plan International’s Anti-Fraud, Anti-terrorism polices.
Internal coordination and teamwork
- Provide monthly financial updates to Core Country Management Team (CCMT) and Grant Coordination meetings based on existing consolidated country and regional reporting platforms, i.e. Power BI.
- Provide financial information to and advises Programme team on proposal budget development to ensure compliance with cost ratios and cost recovery from new grants;
- Coordinates regular meetings with each of the project teams to regularly review expenditure targets and forecasts;
- Advises project teams on calibrating forecasts and expenditures on monthly basis to ensure robust accountability and financial planning across respective projects to meet financial targets;
- Provides updated expenditure / budget update to relevant departments as needed;
- Participates and advises in monthly grant financial update meetings in liaison with Programme team;
- Support SAP system transition to ERP.
Donor reporting
- Supports Finance team as required for ensuring compliance for donor financial reporting together with Finance Grant Analyst;
- Approves financial reports before sending to donors.
Shared Services with Asia Pacific Regional Hub (APAC) and other Plan International offices in region
- Actively participate in regional financial forums, workshops and meetings;
- Prepare financial statements and proposals to APAC for provision of Admin, Procurement, IT and HR services each fiscal year;
- Liaises with APAC finance team for internal and external audits as necessary;
- Review financial requirements for Shared Services agreements, with other Country Office services as may be necessary.
ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:
- University or advanced degree in accounting or related field;
- Demonstrated 3 years or more of relevant professional experience;
- Proven track record of INGO/NGO financial management in complex humanitarian settings and environment;
- Strong conceptual, analytical, teamworking and networking skills;
- Strong support and commitment to children’s rights, gender equality, and social inclusion
- Practical working knowledge and use relevant software (MS Office) and other platforms for effective financial management;
- Strong skills in spoken and written English;
- Thai nationality.
