Plan International is an international humanitarian, child-centered development organization, advancing children’s rights and equality for girls.

 

Position:  Director, Programme Innovation and Impact

Report to: Country Director

Duty station: Bangkok

Travel required: in-country to maybe required

 

JOB BACKGROUND:  

Plan International strives for a just world that advances children’s rights and equality for girls. We have been building powerful partnerships for children for more than 75 years, and are now active in more than 70 countries. We are independent of governments and have no political or religious affiliation. 

 

Plan International Thailand (PIT) has been working in Thailand in 1981 and most of its work is now located in Chiang Mai, Chiang Rai and the greater Bangkok area with projects also in Tak, Trat and Phang Nga provinces.  Over the years, Plan International Thailand’s work has covered the areas of Child Protection, Early Childhood Care and Development, Disaster Risk Management, Sexual and Reproductive Health and Rights, advancing rights of stateless and migrant children and youth, fair recruitment practices for migrant families, and youth economic empowerment, especially for girls.  During FY 2019 – 2022, Plan International Thailand has focused on three Country Programme Areas: 1) Gender and women’s empowerment and justice, 2) Children on the move, and 3) Legal status and citizenship. 

 

Plan International Thailand’s country strategy (2022-27) will deepen the organization’s focus on advancing children’s rights and striving for equality of girls and youth in all of their diversity in Thailand.  Particular focus will be on gender transformative approaches with Plan International’s Areas of Global Distinctiveness (AOGD) programme areas on youth employment and empowerment, sexual reproductive health and rights, protection, and empowering children and youth to advance their rights and decide on their own life course. 

 

 

Dimensions of the role:

 

The Director, Programme Innovation and Impact is a senior management position and member of the Core Country Management team (CCMT) at Plan International Thailand to ensure the development and successful delivery of high quality and innovative programming towards achieving outcomes for the 2022-27 country strategy.  The role will be responsible for innovative programme design and development, programme/project delivery, resource mobilization, including delivery through local partners as well as donor compliance and reporting.  The role would line manage Project Managers of on-going projects of PIT, AOGD Technical Leads, Resource Mobilization and Learning and Evidence base teams

 

Accountabilitie:

 

Overall

The Director, Programme Innovation and Impact position is responsible for programme strategy, quality, design, innovation, resource mobilization, partner management & development and youth group & partner support to achieve outcomes in Plan International Thailand’s Country Strategy 2022-27).  The role is responsible for management of programme/project and departmental budgets and ensure that all projects are designed, resourced, and implemented effectively and efficiently.     

 

Innovative programme design & development and resource mobilization

  • Provide innovative thematic & technical thought leadership for strategic programming through strong evidence base derived from solid project monitoring and research in relevant sectors;
  • Monitor and advise on situational and stakeholder landscape to ensure that programming is cutting edge and relevant to vulnerable children, youth and girls in Thailand;
  • Development and design of scalable, gender transformative programmes / projects which are girl and youth led in alignment with contextualized Plan International’s Areas of Global Distinctiveness (AOGDs) and theories of change.  The AOGDs include youth employment and empowerment (SOYEE), sexual reproductive health and rights (SRHR), child protection (PROTECTION), and empowering children and youth to advance their rights (LEAD);
  • Collaborate and share information related to cutting edge programmatic approaches internally and with other Plan International Country Office teams in APAC region;
  • Support business development with concept notes & proposal design, ensuring that direct inputs from children and youth are well represented and that technical and core staff positions and related costs are resourced with external funding to maximize cost recovery;  
  • Lead programming development together with strategic partners, moving closer to   Plan International Thailand’s projects being increasingly implemented through partners, while coordinating internal technical and management resources support where necessary;
  • With resource mobilization team, advise on achieving PIT’s resource mobilization targets based on country strategy objectives. 

 

Programme / project delivery including managing delivery partners

  • Ensure successful programme delivery based on Plan International Thailand’s country strategy direction and contextualized AOGD theories of change;  
  • Manage successful implementation of programmes according to project / donor objectives, outcomes and outputs including timely and accurate quality narrative reporting including coordination with finance team for quality financial reporting;
  • Liaise closely with Plan International’s Learning and Evidence base team for programme / project monitoring and reporting as well as impact assessments of ongoing programmes / projects;
  • Support delivery of project baselines, mid-term and evaluations according to donor compliance requirements with Project and Learning and Evidence base teams;
  • Work closely with Learning and Evidence base team for initiating necessary research-based on project objectives and to build evidence base for Plan International Thailand interventions based on country strategy direction.
  • Facilitate closely with Technical Leads, Project Managers / Coordinators and Finance team to ensure accurate budget forecasting and that project expenditures are aligned with forecasts;
  • Coordinate routine partner assessments with Safeguarding, Finance and Project Management teams as required;
  • Facilitate partner capacity support in areas of financial management, fundraising, and technical implementation of gender transformative programming as required through regular partner assessments;
  • Work closely with Finance and Project teams in monitoring project / partner expenditures and financial reports as necessary for timely and accurate donor reporting;
  • Facilitate MoUs and agreements with partners and other relevant stakeholders for well-coordinated delivery of programmatic / project outcomes together with Country Director;
  • Ensure inclusive engagement with all stakeholders and project participants in all programming aligned with Plan International’s gender transformative programming;
  • Conduct routine programme team meetings covering issues, challenges, planning and budget expenditures / forecasts.

 

Advocacy and Influencing

  • Together with Project Managers/Coordinators, Technical Leads, and Resource Mobilization and Learning and Evidence base teams, deliver effective and targeted advocacy and influencing related to local and national policies and laws and campaigns for behavior;
  • Facilitate the close coordination between Advocacy & Influencing Technical Lead with Resource Mobilization and Learning and Evidence base teams on relevant communications for visibility and advocacy using variety of communication channels and campaigns;
  • Be a guardian and promoter of Plan International’s inclusive organizational values and feminist leadership principles;
  • In associate with Advocacy & Influencing Technical Lead, co-convene meetings and workshops with Youth Advisory Committee for consultation on strategic direction of Plan International Thailand’s programming as well as targeted influencing and advocacy initiatives for sustainable and high-impact results;

 

Learning and Knowledge Management

  • With Learning and Evidence base teams, oversee development PIT’s Knowledge Management system to achieve the following goals: improving the knowledge capture process, streamlining and enhancing the knowledge environment, increasing access to organizational knowledge, and maintaining knowledge as an organizational asset;
  • Work with Learning and Evidence base team to track evolving situation analysis in AOGD programme areas while developing effective messaging for fundraising as well as advocacy and influencing initiatives;
  • With Learning and Evidence base team, ensure effective system to manage storage of key information / learnings that can be accessible for all teams, especially for advocacy and resource mobilization;
  • Identify areas for research for developing new project initiatives that support country strategic objectives and targets;
  • Ensure overall Plan International Thailand’s influencing agendas are directly informed by children and youth, in all of their diversity, and especially girls;
  • Supports implements external relations influencing strategy combining policy with local partners, advocacy, campaigning and communications.

 

Programme and project planning

  • Facilitate logistical issues for most effective and cost-effective project delivery according to project needs and location;

 

Visibility

  • Promote Plan International Thailand’s programming work, values and visibility through actively participating / collaborating in relevant local, national and regional technical bodies, forums and groups;
  • Ensure compliance communications and visibility requirements as set out by donors and Plan International branding standards.

 

Other

  • Serve as Acting Country Director on occasion as may be needed

 

 

ENTRY QUALIFICATIONS, SKILLS & EXPERIENCE:

 

  • Advanced university degree in development, gender, politics, human rights or relevant field;
  • Proven track record with at least 5 years successfully managing INGO/NGO programmes and   project cycle management in complex humanitarian settings and environment;
  • Solid understanding of children, girls and youth rights, gender inclusion and empowerment issues in Thailand; 
  • Programming experience working with children youth in all diversity, empowerment of girls and women in variety of contexts and approaches;
  • Strong commitment to children’s rights, gender equality, and social inclusion;
  • Experience of working with Thai government authorities from local to national levels and civil society networks in Thailand;
  • Strong understanding of development and civil society sectors in Thailand;
  • Experience in designing capacity building initiatives for local partners in strategic, influencing and advocacy programming;
  • Excellent and proven donor narrative and financial reporting skills;
  • Strong working knowledge and use relevant software (MS Office) and other platforms for effective management;
  • Demonstrated leadership and people management skills;
  • Excellent knowledge of spoken and written Thai / English;
  • Thai nationality or work permit in Thailand
