The Consultant agrees to hold the prices in its offer firm for 30 days from the date specified for the receipt of offers, unless another time is specified in the addendum of the RFP.  


Background 

FHI 360 is a non-profit human development organization dedicated to improving lives in lasting ways by advancing integrated, locally driven solutions. Our staff includes experts in health, education, nutrition, environment, economic development, civil society, gender, youth, research, technology, communication, and social marketing- creating a unique mix of capabilities to address today’s interrelated development challenges. FHI 360 serves more than 70 countries and all U.S. states and territories.  

FHI 360 implements the regional U.S. Department of State: Partnerships for Business Resilience and Recovery in Southeast Asia Project (PBRR) to support private sector corporations across the region to increase their resilience to the economic impacts of COVID-19 and other crises. As part of their resilience and continuity programming, many businesses are committed to supporting and ameliorating the psychosocial wellbeing of their workforce.  This includes assessing current factors impacting wellbeing among different workers and worksites (such as workplace policies, stigma, leadership environment, etc), gathering internal and external benchmarks, policy review, developing, and implementing action plans. 

Scope of Work 

FHI 360 is seeking one or more qualified Thai-speaking mental wellbeing consultant(s) with expertise in organizational mental wellbeing.  The selected consultant(s) will work closely with FHI 360 and its partner AWR Lloyd to design, develop, and provide training, technical assistance, and other support services to up to four (four) corporations working with PBRR, as designated by FHI 360.  

 

FHI 360 recognizes the difference between mental health needs, which are diagnosed and treated at the individual level, and organizational health issues (such as burnout), which are identified and managed at an organizational level. This scope addresses the latter. 

The Scope of Work (SOW) comprises Part A and Part B which may include, but are not limited to, the following: 

 

Part A 

  • Provide recommendation on the detailed activity workplan for this SOW 

  • Coordinate with FHI360 to design a mental wellbeing survey tool(s) to assess the mental wellbeing of the corporates’ workforces and to identify both signs and triggers of organizational mental wellbeing issues. 

  • Conduct in-depth interviews and/or focus group discussions with the designated companies to identify gaps, problems, and key information in relation to workforce mental wellbeing 

  • Coordinate, collect, and collate survey responses from the abovementioned survey tool(s) 

  • Conduct data analysis using the analysis framework and guideline, per industry best practice 

  • Provide consultations and recommendations in relation to workforce mental wellbeing to the designated corporates  

  • Hold a co-creation workshop to share assessment results, provide recommendations/ tools/ protocol to the designated corporates. 

  • Accommodate the workplans detailing recommended actions for the businesses to mitigate the risk of workforce mental wellbeing issues 

  • Performing related duties as assigned 

 

Part B 

  • Review and analyze all corporate’s mental wellbeing programs, policies, and activities to identify gaps, problems, and issues., including benchmarking each against global organizational best practices 

  • Assist PBRR in holding workshops with designated corporates to share organizational situation, benchmark against best practices, and provide recommendations to improve current programs/policies and suggestions for initiating a cost-effective workforce mental wellbeing program(s) 

  • Provide general consultation to PBRR as requested 

  • Performing related duties as assigned 

 

The consultant can choose to provide services under Part A and Part B OR either Part A or Part B.  

 

Location of Work  

Work may be performed virtually and in-person in Bangkok (upon FHI 360’s request)

Qualifications 

The applicant must be able to demonstrate the credential in workforce mental wellbeing consultation with private sectors. Though not required, holding relevant statutory clinical license(s) is a plus.

Required Documentation: Proposals must include the following components: 

• CV and Track record: CV and detail of clients for similar services, indicating brief description of contract scope, and contract duration. Also include languages of work proficiency and location of work.  
• Price quotation:  Daily rate, number of anticipated days of service, maximum number of days of service (capped number of day). The applicant must clearly indicate the Scope of Work to be rendered whether Part A, Part B or both 
 

FHI 360 Disclaimers 

  • Covid-19 Safe Federal Workforce Provision for US Based Consultants:  The selected Consultant will be required to be fully vaccinated (2 weeks after 2nd dose of a 2-dose series or 2 weeks after a single dose vaccine) and provide proof of vaccination to the FHI 360 when requested and prior to receiving work from FHI 360.   Selected consultant shall be required to comply with all Covid-19 safety protocols implemented by FHI 360.  Covid-19 provisions may change at any time and without advance notice. 

 

  • FHI 360 may perform a background check on any selected Consultant candidates. 

  • FHI 360 may cancel the solicitation and not award 

  • FHI 360 may reject any or all responses received 

  • Issuance of the solicitation does not constitute an award commitment by FHI 360 

  • FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions 

  • FHI 360 will not compensate any offeror for responding to solicitation 

  • FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion 

  • FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities 

  • FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition
