Vacancy Announcement

Trócaire works in partnership with local and church organisations, supporting communities in over 20 developing countries across Africa, Asia, Latin America and the Middle East to bring about lasting change. Trócaire envisages a just and peaceful world where: people’s dignity is ensured and rights are respected; basic needs are met and resources are shared equitably; people have control over their own lives; and those in power act for the common good.

 

The regional Trócaire office in Chiang Mai, Thailand, provides strategic operational support for Trócaire’s programming in both Thailand and Myanmar, which currently focuses on humanitarian response, resource rights, women’s empowerment, gender-based violence and peace & development.

 

Since 2011, Trócaire has been supporting partners to implement humanitarian and development programming in Kachin and Northern Shan States. Trócaire’s programme in Kachin and Northern Shan is a large-scale multi-donor programme. Since 2016 Trócaire has gradually expanded its work in transitional programming for conflict affected people, particularly in the area of on and off-farm livelihoods and resilience programming. Since 2021, Trócaire has also provided support to displaced people in Thailand.


 

Job Title: Programme Coordinator

Location: Chiang Mai, Thailand (with regular travel including to project and partner locations.)

Background

Trócaire has been working in Myanmar since 1995 with a fully functional Country Office opened in 2008 and newly established office in Chiang Mai in 2022. The new office in Chiang Mai takes overall responsibility for the implementation of the programme, which currently focuses on women’s empowerment, human rights, land and resource rights, gen-der-based violence and peacebuilding.

The Programme Co-ordinator will manage a growing portfolio of partners in Trócaire’s human rights and access to justice programming focused on Myanmar while being based in Thailand. The programme aims to ensure that the human rights of women and ethnic minorities in Myanmar are protected and promoted by a strengthened civil society.

 

S/he/they will work closely with local partners including women/human rights defenders (W/HRDs), providing in-person as well as remote support relating to all aspects of the programme. S/he/they will deliver on a strong programme quality agenda with robust monitoring systems in place and ongoing support for local partners.

 

The Programme Co-ordinator will also be responsible for ensuring an appropriate advocacy agenda, which is rooted in partners’ experiences, is based on collaboration with like-minded peoples’ movements and organisations and which is integrated with Trócaire’s organisational advocacy priorities.

 

The Programme Co-ordinator will actively contribute to programme growth in line with the Country Strategic Plan and Institutional Funding Strategy.

Key Duties & Responsibilities


 

Technical Support

  • Review and critically assesses project and programme progress collaboratively collectively with partner organisations, W/HRDs and other stakeholders.

  • Accompany and advise partners and W/HRDs in the ongoing implementation of projects to ensure programme quality and impact.

  • Ensure that there is a strong focus on integrating women’s empowerment approaches into all programmes.

  • Provide technical guidance and support to partners on research and documentation pertaining to human rights.


 

Programme Quality

  • In coordination with the MEAL Manager, implement a high quality programme monitoring and evaluation system that is in line with Trócaire’s global indicators and serves information needs at project, programme and international levels.

  • Develop reports to satisfy the requirements of Trócaire and donors, and to use as learning tools to review the programme locally.

  • Ensure a structured approach to partner reporting is established with systematic project management to ensure adequate time for developing high quality reports to donors.


 

Partner Portfolio Management and Capacity Building

  • Constructively support partners’ management capacity in the various stages of project cycle management.

  • Explore new partnerships that ensure a creative and dynamic programme through new contacts and field visits.

  • In coordination with partners and Trocaire’s Capacity Strengthening Coordinator and Officer develop capacity building plans for partners and W/HRDs and organise (and facilitate as appropriate) training and accompaniment in various areas of project and financial management.

  • Ensure coherence between Human Rights programme implementation and Trócaire's Global Strategic plans and incorporating the Women’s Empowerment programme framework.



 

Team and Integrated Programme Management

  • As the Human Rights team grows, line manage, coach and mentor team members to ensure effective project and partner management in line with Trócaire’s Performance Management Framework.

  • Contribute proactively to cross-team collaboration and implementation of integrated programming, including Nexus programming.

  • Support the team and partners in transitioning from Resource Rights programming to the next phase, in coordination and consultation with Programme Manager.

  • Engage actively in coordination meetings with partners to aid in programme integration and learning.

  • Ensure that advocacy strategies and approaches are designed and implemented in an integrated manner.


 

Networking and Representation

  • Ensure the programme maximises its advocacy potential, and utilises local, national, and international opportunities and networks;

  • Maintain an up to date and comprehensive analysis of the human rights lanscape in Myanmar, inlcuding through regular engagement with W/HRDs and other key stakeholders.

  • Represent Trócaire publicly where appropriate and safe and ensure good links with Trócaire’s Ireland Division in relation to campaigns, advocacy, education and communications.

  • Ensure coherence between project/programme implementation and Trócaire policies and plans.


 

Institutional Funding

  • Assist in the development of institutional funding applications (concept notes and full proposals) in close coordination with Myanmar- and Thailand-based programme, finance and business development teams and HQ in Ireland.

  • Oversee and monitor grant management and compliance.

  • Develop timely quality donor reports.

  • Attend strategic meetings with donors and other key stakeholders.


 

Other

  • Produce case studies and other materials for programme learning and use in Trócaire’s communications work in Ireland and internationally.

  • Undertake from time to time other mutually agreed tasks, related to Trócaire’s overall programme, at the request of the Head of Programmes and/or Country Director.

(E) Qualification

  • University degree (preferably Masters) in human rights, law, inter-national relations, political science, social sciences or related field.

(E) Experience

  • Strong background in Human Rights, Land/Resource Rights and Access to Justice programming.

  • Minimum five to six years’ experience of working in a similar programme development context for an international/national organisation with focus on Myanmar

  • Experience working on issued relating to sexual and gender-based violence is desirable.

  • Proven track record in programme cycle management and in carrying out effective advocacy with partners and in networks.

  • Experience in donor report writing.

  • Experience of working (in-person and remote) in partnership with local civil society organisations, particularly Myanmar-focused.

  • Knowledge of gender equality and women’s empowerment concepts.

  • Strong linkages with and amongst Myanmar and Thailand civil society, Myanmar diaspora in Thailand, women’s rights organizations, advocates, and survivor-centred groups/networks across and outside of Myanmar is desirable

  • Experience working in/on conflict settings, or other challenging environment.

  • Fluency in Myanmar, English and Thai languages and/or other local languages in Myanmar is highly desirable.

  • Legal right to work in Thailand is required.

(E) Skills

  • In-depth knowledge of the project cycle and M&E

  • Ability to facilitate training and conduct project monitoring.

  • Strong organisational skills, time management and close attention to detail.

  • Strong financial literacy

  • Excellent interpersonal skills

  • Computer literate, particularly in Microsoft Word and Excel

  • Good understanding of current developments and issues in Myanmar
