We are seeking a Technical Advisor, Data Management to work for the USAID-funded Discovery and Exploration of Emerging Pathogens – Viral Zoonoses (DEEP VZN) project. DEEP VZN is a five-year project that will build scientific capacity in partner countries to safely detect and characterize unknown viruses which have the potential to spill over from wildlife and domestic animals to human populations. With up to twelve (12) countries, the project will carry out large-scale animal surveillance programs focusing on finding previously unknown pathogens from three viral families that have a large potential for viral spillover from animals to humans: coronaviruses, the family that includes SARS-CoV-2 the virus that causes COVID-19; filoviruses, such as the Ebola virus; and paramyxoviruses which includes the viruses that cause measles and Nipah.

 

The Data Manager will provide technical data management expertise in Thailand to in-country partners and consortium members to support the DEEP VZN project. The Data Manager will serve as an integral team member and assist in-country partners with data reporting and management associated with the DEEP VZN project. In addition, the selected candidate will contribute to database development, management, and maintenance by identifying and solving database requirements and data modules for the Client Management Information System. The Data Manager will work with in-country staff and global data managers to ensure that the MS SQL back end is operational, available, and will assist in troubleshooting any database problems, including breakage and corruption of base tables, wrong formats, data types, and records. They will also conduct pre-analysis data management, including data exportation, importation, frequencies (as necessary), data quality assurance, and improvement.

 

Responsibilities include

  • With support of team members, determine data to be collected and the appropriate data resources
  • Support the generation of data for wider project communications and dissemination consistent with agreed data sharing agreements
  • Formulate, implement, and enforce proper data collection policies and procedures at the country level
  • Train and educate project and partner staff on data collection tools and equipment
  • Work with in-country project staff and partners to ensure project-specific data quality standards are met
  • Educate and train country team members and in-country partner staff on proper data collection processes
  • Work closely with in-country team and partners to submit data
  • Assist both global and in-country team with set-up, testing, and implementation of all project data software
  • Troubleshoot data submission errors and data error issues in collaboration with in-country team members and partner organizations.
  • Ensure all data systems updates are properly installed with proper permissions
  • Ensure interoperability of local systems used to manage data with other project data management systems, including at the global level
  • Support the development, finalization, and implementing of data sharing and transfer agreements
  • Document and follow SOPs for data preparation including data cleaning, standardization, and analysis 
  • Partner with MEL, epidemiological, and other technical staff to implement data collection and evaluation methodologies, including format design, project criteria/requirements, data compilation, relevancy, and usage
  • Partner with MEL and other technical staff to implement evaluation methodology in order to determine completeness and adequacy of the data collection
  • Ensure data privacy and security protocols are in place, understood, and followed at country level
  • Participate in RDQA activities, SOP development, and SOP compliance
  • Consult with staff on data coding problems and assist in developing means to correct the problems
  • Provide country perspective and technical input to Data Management working group

 

Qualifications

  • BSc in Computer Science or BSc in Information Science with a minimum of eight years of experience in Health Data Analysis/Management, Statistics, Public Health (Epidemiology/Biostatistics Focus) preferred
  • Working knowledge of key areas such as computer applications for data collection, principles and practices of data management, data collection, data utilization, data validation, and report designs
  • Demonstrated experience in implementation of field-based data systems; analysis of epidemiologic investigation data utilizing new methodologies or existing techniques preferred
  • Work experience in global health security or infectious diseases would be an asset
  • Big Data experience with hands on coding and development experience in Scala, Python, Java preferred
  • Big Data experience with Cloudera/Hortonworks, and or EMR preferred
  • MS SQL Server & GIS Knowledge 
  • Knowledge of Visual Studio platform, in particular asp.net and C# would be an asset
  • Proficient written and spoken English preferred; fluency in Thai required
  • Experience working on USAID-funded projects would be an asset
  • Authorized to work in Thailand

 

Travel Requirements:

  • Up to 30% national and/or international travel
