Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity
Technical GESI Consultant for Socializing and Developing Implementing Guidelines for CTI-CFF GESI Policy Implementation
1. Introduction/Background
The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of regional fisheries organizations and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for SUFIA LCD Activity.
Following the development and subsequent approval of the Coral Triangle Initiative on Coral Reefs, Fisheries and Food Security (CTI-CFF) Gender Equality and Social Inclusion (GESI) Policy in 2021, CTI-CFF’s Women Leaders’ Forum (WLF) discussed the need to inform CTI-CFF members and partners about the GESI policy, and to discuss strategies and ways how they can implement it. Therefore, a workshop on “Socializing and Developing Implementing Guidelines for CTI-CFF GESI Policy Implementation” will be conducted to ensure that the policy is communicated to the members and partners. In addition, there will be a discussion on various strategies and guidelines to implement the policy in relation to CTI-CFF work in the region. GESI Policy implementation is in alignment with the RPOA 2.0 guidelines in ensuring GESI integration in all its program, projects, and activities. SUFIA LCD will provide support in organizing the workshop through consultancies and arrangement of related activities, including internet support to participants from CTI-CFF member countries. The workshop process and contents will be documented as a workshop report.
This Statement of Work is for a Technical GESI Consultant who will provide technical support in socializing and developing implementing guidelines for the implementation of CTI-CFF GESI Policy.
2. Scope of Work
The Technical GESI Consultant will provide capacity development services to support SUFIA LCD’s on-going organizational capacity development work with CTI-CFF. Under the SUFIA LCD Project Manager’s direction, and in coordination with the SUFIA LCD Technical Assistant (TA) Consultant and the Workshop Facilitator, the Technical GESI Consultant shall:
Develop presentation materials on CTI-CFF GESI Policy for presentation during the workshop on “Socializing and Developing Implementing Guidelines for CTI-CFF GESI Policy Implementation”
Provide inputs in the discussions on developing implementing guidelines on how to implement the CTI-CFF GESI policy during the workshop.
Develop the draft implementing guidelines after the workshop for review by SUFIA LCD, CTI-CFF members and partners and USAID/RDMA.
Present the draft guidelines in a meeting with CTI-CFF members and partners, esp. to the Women Leaders’ Forum (WLF), prior to finalizing the draft.
Finalize the draft implementing guidelines incorporating the feedback and reviews.
3. Period of Performance
The period of performance of this consultancy is between April and May 2022 (not to exceed a Level of Effort of 8 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through SUFIA LCD’s Project Manager for review and discussion.
4. Place of Performance
The Technical GESI Consultant shall perform the work remotely and shall be required to meet the SUFIA LCD Team virtually for meetings during preparation, delivery and post-event. The Technical GESI Consultant should have their own computing, and virtual office and meeting facilities to perform the tasks.
5. Work Requirements
The Technical GESI Consultant shall be responsible for performing tasks related to workshop “Socializing and Developing Implementing Guidelines for CTI-CFF GESI Policy Implementation” and prepare the draft implementing guidelines. The following is a list of these tasks:
Preparatory stage:
Consultant shall develop the presentation materials on CTI-CFF GESI policy for presentation at the workshop.
Consultant shall prepare the outline and proposed contents of the implementing guidelines on how to implement the CTI-CFF GESI policy.
Consultant shall prepare a tentative workplan with timetable based on the required tasks and deliverables.
Consultant shall participate in the preparatory meeting with SUFIA LCD and Workshop Facilitator.
Workshop Implementation:
Consultant shall participate in the online workshop and present the CTI-CFF GESI policy based on the assigned schedule.
Consultant shall present the proposed outline and contents of the implementing guidelines on how to implement the GESI policy.
Consultant shall provide technical inputs during the discussions and support the workshop facilitator.
Post-Workshop:
Consultant shall work on the draft implementing guidelines and integrate the comments from various reviews (SUFIA LCD, CTI-CFF members, USAID/RDMA)
Consultant shall present the revised draft to CTI-CFF members in a meeting.
Handoff/Closure of Consultancy Services:
Consultant shall provide SUFIA LCD with all documentation (presentation materials, group outputs, photos, etc.) generated during the Consultancy.
Consultant shall finalize and deliver the implementing guidelines on how to implement the GESI policy to SUFIA LCD.

7. Acceptance Criteria
The Acceptance of all deliverables will reside with SUFIA LCD Project Manager (PM). The PM will work with the SUFIA LCD Technical Assistant (TA) Consultant and SUFIA LCD Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.
Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the TA Consultant who will forward them to the PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.
Any discrepancies involving completion of project tasks or disagreement between SUFIA LCD and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.
8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant shall provide updates as requested by SUFIA LCD staff on the work done and to report on any challenges faced.
RISKS AND CONSTRAINTS
Due to the pandemic situation, the consultancy services will be delivered online and travel to site will not be possible.
CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work.
RTI REPRESENTATIVE AND SUPPORT
The SUFIA LCD Project Manager in Bangkok, Thailand in coordination with the SUFIA LCD TA Consultant, will provide technical oversight of the Consultant. The Consultant’s main contact point will be the TA Consultant, and to whom deliverables will be submitted.
Capability Statement and Portfolio: Applicants should indicate their capacity to provide the services. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
