STATEMENT OF WORK

Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity

Consultant Trainer on Sustainable Fisheries Resources Management


 

1. Introduction/Background

The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of regional fisheries organizations; facilitate and document project co-creation between these organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant to each organization; and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for SUFIA LCD Activity.

The organizational capacity assessment conducted with CTI-CFF revealed the need for strengthening technical capacity on sustainable fisheries resources management to combat IUU fishing. The Capacity Development Action Plan for CTI-CFF identified technical capacity building on this topic, which is aligned with CTI-CFF Ecosystem Approach to Fisheries Management (EAFM) Technical Working Group’s work plan. This activity will also support them in developing an action plan to promote and share knowledge, technology and best practices to support the implementation of CTI-CFF COASTFISH regional framework.

The training process will be documented as a training report for future use by the partners.

This Statement of Work is for a Consultant Trainer who will serve as the resource person for the Training on Sustainable Fisheries Resources Management to Combat IUU Fishing and Action Plan Development.

2. Scope of Work

The Consultant Trainer will provide capacity development services to support SUFIA’s on-going organizational capacity development work with CTI-CFF. Under the SUFIA Project Manager’s direction, in coordination with the Organizational Development (OD) Consultant, the Consultant Trainer shall:

  • Design a training module for CTI-CFF on sustainable fisheries resources management to combat IUU fishing. Conduct this training as an interactive training online for participants over an estimated 8-hour period (one day or 2 half day sessions).

  • Facilitate the process of drafting an action plan to promote and share knowledge, technology and best practices to support the implementation of CTI-CFF COASTFISH regional framework.

  • Submit a training report containing all sessions and materials.


 


 

3. Period of Performance

The period of performance of this consultancy is between April and May 2022 (not to exceed a Level of Effort of 10 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through RTI SUFIA’s Project Manager for review and discussion.


 

4. Place of Performance

The Consultant Trainer shall perform the work remotely, and shall be required to meet the SUFIA Team (PM and OD Consultant) virtually for meetings during preparation, delivery and post-event. The Consultant Trainer should have their own computing, and virtual office and meeting facilities to perform the tasks.


 

5. Work Requirements

The Consultant Trainer shall be responsible for performing tasks related to Training on Sustainable Fisheries Resources Management to Combat IUU Fishing and Action Plan Development. The following is a list of these tasks:

Preparatory stage:

  • Consultant shall develop a detailed training program agenda for the training on sustainable fisheries resources management to combat IUU fishing

  • Consultant shall provide an outline of the action plan to be drafted, and a proposed timeline from development to adoption

  • Consultant shall provide a pre-draft action plan for presentation during the training

  • Consultant shall participate in preparatory meetings and communications with SUFIA LCD and CTI-CFF EAFM teams

 

Training Implementation:

  • Consultant shall conduct an eight-hour online training on Sustainable Fisheries Resources Management to Combat IUU Fishing and Action Plan Development. Due to the online nature, the design may be for a few hours per session over a number of days.

  • Consultant shall facilitate the drafting of an action plan to promote and share knowledge, technology and best practices to support the implementation of the CTI-CFF COASTFISH regional framework.

  • Consultant shall conduct pre-event and post-event evaluations and include the analysis in the training report.


 

 Handoff/Closure of Consultancy Services:

  • Consultant shall provide RTI SUFIA LCD with all documentation (presentation materials, group outputs, photos, etc.) generated during the Consultancy.

  • Consultant shall submit a Training Report to SUFIA LCD. The Training Report should include the training agenda, session designs, session proceedings, training materials used, reflections of the trainer, recommendations to improve delivery, pre- and post-event evaluation, list of participants, and photo documentations. The Training Report will become a reference for CTI-CFF in Sustainable Fisheries Management and for training others (template to be provided).

7. Acceptance Criteria

The Acceptance of all deliverables will reside with RTI SUFIA Project Manager. The PM will work with the OD Consultant and Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.

Once the Consultancy period is near completion, the Consultant will provide all the deliverables during this stage as stated above in Section 6 to the OD Consultant who will forward them to PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.

Any discrepancies involving completion of project tasks or disagreement between SUFIA LCD and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.


 

8. Other Requirements

REPORTING AND COMMUNICATIONS

The Consultant shall provide updates on the work done and to report on any challenges faced.

RISKS AND CONSTRAINTS

Due to the pandemic situation, the consultancy services will be delivered online and travel to site will not be possible.

CONSULTANT RESPONSIBILITIES

The Consultant shall use their own computer and other IT equipment to complete the work.

RTI REPRESENTATIVE AND SUPPORT

The SUFIA Project Manager in Bangkok, Thailand in coordination with OD Consultant in Bali, Indonesia, will provide technical oversight to the Consultant. The Consultant’s main contact point will be the OD Consultant, and to whom deliverables will be submitted.

  • Capability Statement and Portfolio: Applicants should indicate their capacity to provide the services. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
