Community Partners International (CPI) is a US nonprofit organization working in partnership with conflict-affected, hard-to-reach and underserved communities in Southeast Asia to expand access to quality health services and generate the resources, local capacity and coordination necessary to meet their own health, learning, and development needs. CPI's Asian headquarters are located in Yangon, Myanmar, and the organization maintains field offices throughout Myanmar.

 

Research and Policy Unit: The Research and Policy Unit in CPI aims to strengthen the creation and use of evidence for health programs among vulnerable populations in Myanmar, Bangladesh and Thailand. This means identifying areas for improvement & research, collecting data necessary and conducting analysis, then effectively disseminating that information to have impact on the ground.

 

The Research Unit was established in CPI in 2016 when CPI opened its office in Yangon, Myanmar. Since then, it has conducted research activities across Myanmar and in Cox's Bazar, Bangladesh. It has also worked with different partners to strengthen the ability of others to conduct and use research.

 

The four key thematic areas for CPI's research team are:

  • Primary Health Care for vulnerable populations
  • Humanitarian needs and approaches
  • Health Policy
  • Conflict and health: understanding the interrelations between conflict and health outcomes and service provision

 

Some of CPI's closest partners are on the border of Thailand and Myanmar at Mae Sot. In order to strengthen the ability of the R&P unit to support these partners, CPI are planning to hire a Research Manager to be based there. This position will strengthen the relationships of CPI, EHO and other partners in Thailand, as well as support specific research projects across Myanmar and Thailand .

 

 

 

Primary Responsibilities

  • Develop and manage relationships with donors and potential supporters of research on the needs of people living in SE Myanmar and vulnerable migrant communities in Thailand.
  • Disseminate information to key CPI partners, including Access to Health/UNOPS, SDC, USAID as well as private donors.
  • Manage budgets for specific research projects to be assigned and ensure deliverables produced in a timely fashion and to a high standard
  • Connect to ongoing discussions about conflict and health, whether in public news media, in panel discussions or more formal policy discussions. Represent CPI at such events.
  • Support and coach research coordinators in CPI and partners to support both with research skills and writing.
  • Support establishment of ERDI to effectively empower local ethnic minority staff to effectively lead and manage research projects

 

 

Regular Responsibilities

  • Represent CPI in conflict or health policy meetings with a focus on conflict to disseminate outcomes of ongoing research.
  • Host meetings cross border between Thailand and Myanmar offices and partners to increase understanding of conflict
  • Collaborate with external researchers on peer-reviewed publications and advocacy reports
  • Identify opportunities to leverage existing CPI and partner data and programs to generate new knowledge through publication of secondary data analyzes and the augmentation of existing data platforms
  • Develop and prepare internal reports on status, progress and outcomes of evaluation activities.
  • Additional support as appropriate for work in conflict areas

 

Partner and Stakeholder Support

  • Lead processes to increase capacity of EHOs and CBOs to understand conflict dynamics and how they vary across the country
  • Lead liaisons with EHOs and partners based in Mae Sot to ensure CPI is able to function as a key partner for local groups.

 

Capacity Building and Supporting Other Staff

  • Guide programming activities in conflict areas to ensure CPI's work incorporates key lessons from research.
  • Support team members with writing
  • Build links to conflict and media contacts and support CPI staff to also use such links
  • Coordination and communication with staff of CPI, CBOs and academic partners

 

Operations and Administration

  • Ensure appropriate organizational policies and guidelines are followed.
  • Be part of the organization's leadership team and contribute to the development and execution of strategic decisions.

Essential Skills

  • Master's degree in relevant subject, such as public health, political science, anthropology or public administration
  • At least 5 years' experience in public health research and program management or conflict in Myanmar
  • Experience working in conflict affected parts of Myanmar with both government and non-government stakeholders
  • Confidence in writing (Burmese and/or English)
  • Confidence speaking English language
  • A burning passion for CPI's mission, and a commitment to improve the health and well-being of people of Myanmar origin
  • Ability to communicate technical information to both technical and non-technical audiences
  • Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail, and quality.
  • Anti-racist beliefs and a desire to enable the political equality of all people in Myanmar
  • The position requires maintaining a close relationship with partners based on the Thai side of the Thai-Myanmar border as well as with groups based inside Myanmar. It is thus a significant benefit for the individual to have existing relationships with one or both of these groups.
  • Multilingual in local languages ​​or other demonstrated ability to work across cultures or engage communities
  • Experience working on issues of conflict: the peace process, social cohesion projects, etc.
  • Experience working with people of different ethnicities in Myanmar
