Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity
Consultant Trainer on Participatory Decision-Making
1. Introduction/Background
The purpose of the USAID Sustainable Fish Asia (SUFIA) Local Capacity Development (LCD) Activity is to facilitate the organizational capacity development of regional fisheries organizations, namely the Coral Triangle Initiative for Coral Reefs, Fisheries and Food Security (CTI-CFF) and the Southeast Asia Fisheries Development Center (SEAFDEC); facilitate and document project co-creation between these organizations and the United States Agency for International Development (USAID), leading to USAID-issuance of a Public International Organization (PIO) grant to each organization; and conduct a regional Private Sector Engagement Landscape Assessment of the fisheries sector in Asia. RTI International is the implementing organization for the SUFIA LCD Activity.
The organizational capacity assessment conducted with regional partner organizations revealed the need for strengthening skills in participatory decision-making, since the organization is composed of various member countries and partners. These skills will enable partners and their members to have a better process in decision-making that affect them and could address their needs and concerns.
The Capacity Development Action Plan (C-DAP) developed with partners identified capacity building in participatory decision-making processes as one of the priorities for strengthening performance. SUFIA will provide support in organizing this training and arrangement of related activities. The training process will be documented as a training report for future use by the partners.
This Statement of Work is for a Consultant Trainer who will serve as the resource person for this training, specifically intended for CTI-CFF. An invitation to participate in the training will also be extended to SEAFDEC.
2. Scope of Work
The Consultant Trainer will provide capacity-building support for participatory decision-making processes as part of SUFIA LCD’s on-going organizational capacity development work with our partners. Under the SUFIA Project Manager’s direction, in coordination with the Organizational Development (OD) Consultant, the Consultant Trainer shall:
Design a training module for CTI-CFF on Participatory Decision Making with Various Stakeholders. Conduct this training as an interactive training online for participants over an estimated 8 hour period (one day or 2 half day sessions).
Ensure that Gender Equality and Social Inclusion (GESI) considerations are integrated in the training sessions.
Submit a training report containing all sessions and materials on Participatory Decision Making.
3. Period of Performance
The period of performance of this consultancy is between March and May 2022 (not to exceed a Level of Effort of 6 days). All work must be completed within this time frame. Any modifications or extensions shall be requested through RTI SUFIA’s Project Manager for review and discussion.
4. Place of Performance
The Consultant Trainer shall perform the work remotely and shall be required to meet the SUFIA LCD Team (PM and OD Consultant) virtually for meetings during preparation, delivery and post-event. The Consultant Trainer should have their own computing, and virtual office and meeting facilities to perform the tasks.
5. Work Requirements
The Consultant Trainer shall be responsible for performing tasks related to training on participatory decision making inclusive of GESI and training report production. The following is a list of these tasks:
Preparatory stage:
Consultant shall collaborate with SUFIA LCD team in developing a detailed training program agenda for the training on participatory decision-making, inclusive of GESI consideration.
Consultant shall prepare the session designs of the training sessions
Consultant shall prepare all the presentation materials and provide them to SUFIA LCD prior to training.
Training Implementation:
Consultant shall conduct an eight-hour online training on participatory decision making inclusive of GESI considerations. Due to the online nature, the design may be for a few hours per session per day.
Handoff/Closure of Consultancy Services:
Consultant shall provide SUFIA LCD with all documentation (presentation materials, group outputs, photos, etc.) generated during the Consultancy.
Consultant shall submit a Training Report to SUFIA LCD (template to be provided).

7. Acceptance Criteria
The Acceptance of all deliverables will reside with SUFIA LCD Project Manager (PM). The PM will work with the OD Consultant and Finance and Administration Manager (FAM) to ensure completeness of each stage of the work and that the scope of work has been met. Once a deliverable has been submitted, the PM will review and sign off on the approval.
Once the Consultancy period is near completion, the Consultant will provide all deliverables during this stage as stated above in Section 6 to the OD Consultant who will forward them to PM for acceptance. The acceptance of these deliverables by the PM will acknowledge acceptance of all deliverables and that the Consultant has met all assigned tasks.
Any discrepancies involving completion of project tasks or disagreement between SUFIA LCD and the chosen Consultant will be referred to RTI’s Asia Regional Office and the RTI Home Office for review and discussion.
8. Other Requirements
REPORTING AND COMMUNICATIONS
The Consultant shall provide updates on the work done and to report on any challenges faced.
RISKS AND CONSTRAINTS
Due to the pandemic situation, all consultancy services will be delivered online.
CONSULTANT RESPONSIBILITIES
The Consultant shall use their own computer and other IT equipment to complete the work.
RTI REPRESENTATIVE AND SUPPORT
The SUFIA LCD Project Manager in Bangkok, Thailand in coordination with OD Consultant in Bali, Indonesia, will provide technical oversight to the Consultant. The Consultant’s main contact point will be the OD Consultant, and to whom deliverables will be submitted.
Capability Statement and Portfolio: Applicants should indicate their capacity to provide the services. This information should include past verified performance of similar assignments undertaken and include a contact person for reference (we are not expecting actual reference but only a contact name, e-mail address and phone number of the person that can provide reference). This capability statement should not exceed 2 pages. Anything more than 2 pages will not be reviewed.
