Job Summary:
RTI is hiring a Senior Finance and Administration Officer for the USAID the Reducing Demand for Wildlife Project. This position will provide accounting and administrative support to the Chief of Party. On the financial side, the candidate will assist in the day-to-day accounting processes such as, but not limited to, monitoring project expenses, advances, liquidations and other project disbursements, ensuring adequate documentation, timely and quality implementation and compliance to RTI’s financial and operational policies and procedures. The individual must be a Thai national and fluent Thai speaker. She/he must also be fluent in English.

Essential Duties:
The Senior Finance and Administration Officer will perform a wide range of tasks to support the project. RTI is looking for an individual that can both manage the project’s administration and finance responsibilities and oversee a Finance and Administration Assistant in support of the duties listed below.

Oversee finance, human resource management, logistics, procurement, administration and information technology (IT) support to the project.

Ensure compliance with USAID financial and administrative regulations as well as RTI operational, procurement, financial and human resource policies and procedures.

Provides leadership and support during project start-up and/or close-out with regard to setting up the project office, bank account, operations and logistics, staff administration, etc.

Lead project compliance with Thai local labor, immigration (e.g. visa processing for expat staff), payroll, and taxes.
Finance
-
Serve as the principal field office point of contact to coordinate with the Home Office Project Control Analysts, Project Officer, and Project Associate on all financial matters.

Oversee all project budgeting, cash management, and accounting and ensure robust financial management.

Maintain project electronic and paper files for personnel, payroll, and program activities.

Record all financial transactions in QuickBooks and ensures accurate bookkeeping with proper supporting documentation including managing monthly financial close and preparing monthly financial reports

Ensure the timely submission of accounting reports, including trial balance, ledger details, P&L statements, accruals, etc.

Ensures adherence to RTI and USAID financial and accounting policies and procedures.

Develop monthly or quarterly cash accrual reports for RTI and USAID respectively.

Oversee cash flow management and preparation of Field Office wire transfer requests.

Provide pertinent back-up documentation in response to any internal or external audit request.

Ensure financial vouchers are properly booked in accounting software.

Create and maintain financial filing system.
Procurement
-
Supervise, analyze procurement requests for supplies, furniture, equipment, training, events, and services as requested (i.e., obtain quotations, prepare purchase orders, make payments, and prepare justifications of expenditures).

Oversee payments issued under the project (including those made to vendors and staff) and ensure that they are issued in compliance with RTI and USAID financial accounting policies and procedures and that they are in line with the project budget

Understand and ensure compliance with legal guidelines, Federal Export Control (if applicable), contracting principles, sourcing and price/cost analysis requirements.

Provide leadership of overall property, and inventory control and management, reports, custody control documents, reconciliations for both expendables and non-expendables according to USAID rules and regulations.

Conduct planned and cycle inventory counting exercises, cycle inventory reconciliation, and maintain updated asset and inventory records for the project.

Ensure adherence to RTI’s procurement and logistics SOPs for commodities/goods/materials and services.

Undertake project supplies and other equipment as well as overseeing petty cash.
Human Resources

Maintain strict confidentiality at all times.

Support recruitment of project consultants.

Manage payroll administration, including appropriate deductions as required under relevant labor laws and RTI policies.
Office Management
-
Oversee and maintain all administrative systems for the project, including information resources, general filing, electronic filing, contracts and leases, travel, IT, subscriptions, insurances, etc.

Ensure that all RTI assets are safeguarded and used properly and maintain the inventory system of non-expendable and supplies according to RTI procedures.

Other duties as required.

Minimum Required Education and Experience
-
Undergraduate degree in Finance, Business Administration, Accounting, or a related field, and 8 years of experience; or advanced degree and 6 years of experience
-
At least 5 years’ experience in providing administrative and financial support to an organization
-
At least 3 years’ working on a USG/USAID project proving accounting, bookkeeping, and/or management of project procurement and budgets
-
Experience and familiarity with QuickBooks, or a similar accounting program is highly desired
-
Be a Thai national and fluent in Thai and English languages
