Consultant for HROD Policy Roll-Out and Change Management

 

ActionAid is an international social justice organisation operating in over 45 countries in Asia, Africa, Europe and the Americas, that works for social justice and strengthens the capacity of active agency of people living in poverty and exclusion to assert their rights for a world free from poverty and injustice. We believe in the power of people to bring change for themselves, for communities and for whole societies.

ActionAid has been working in Thailand since 2001 and registered as ActionAid International (Thailand) Foundation or AAITF in 2011 as local non-profit organisation. ActionAid works all over Thailand with communities, civil society organisations, small school networks, government entities, academia and media to support for changing the lives of the poorest and the most disadvantaged women and children.

In order to ensure smooth transition in launching of revised HROD policy and implementation of change management process as per Country Model Review outcomes, ActionAid Thailand is urgently looking for a consultant to work with Country Team and other entities.

Consultant for HROD Policy Roll-Out and Change Management

Duration

3 months with possibility of extension based on need and satisfactory performance.

Objectives

The HROD consultant will lead a smooth organisational transition by launching a revised HROD policy and implementation of change management process as per Country Model Review outcomes. The HROD Consultant will also support ActionAid Thailand Senior Management Team (SMT) in strengthening organisational cultures and systems through delivering HR objectives: supporting team building activities, assurance policy compliance, staff security and organisational governance.

Responsibilities of the consultant
 

  • Lead the launching of the revised HROD policy with a special focus on changes (including salary and benefits), facilitate consultation and sign off processes, and communicate with staff and other relevant stakeholders.

  • Lead the implementation of Country Models Review outcomes, including change management-related processes, restructuring, analysis, communications, and facilitation with different stakeholders.

  • Work closely with Country Director, SMT and Country Support Team/HROD Advisor to facilitate the transitional phase.

  • Provide HR advisory and technical guidance to Country Director, managers, and staff on all aspects of human resources management (policy, procedure, legal requirements).

  • Provide technical support in HR consultancy procurement process.

  • Provide support to managers and staff in attendance register, performance appraisal; and provide comments to managers and staff on performance appraisal results if needed.

  • Keep up-to-date HR information and data, and prepare HR reports as needed by AAT board, management and AAI to fulfil government’s requirements.

  • Assist in team building activities and other events as required and requested by CD and managers.

Qualifications
 

  • Bachelor’s Degree in human resources management, organisational development or other relevant area.

  • Minimum of three years’ experience in human resource management, preferably in the NGO sector.

  • Sound knowledge of developing and implementing administration system policies and procedures for international organisations.

  • Experience in operationalising HR system, policies and procedures, preferably in the context of an international organisation.

  • Experience in leading/facilitating change management process and procedures is an advantage.

  • Basic knowledge of human rights and poverty issues in Thailand.

  • Understanding of laws and regulations on labor, human rights, health and safety in Thailand.

  • Knowledge of human resources management practices in Thailand.

  • Analysis and report writing skills.

  • Presentation, communications, and negotiation skills.

  • Networking, influencing and interpersonal skills.

  • Planning, time management, and coordination skills.

  • Fluency in written and spoken English.

  • Proficiency in MS Office and HRMS.

Consultancy Rates and Payment Agreement

Negotiable

Code of Conduct

The consultant shall abide by ActionAid’s Code of Conduct during the duration of the contract. The consultant shall also abide by ActionAid’s Sexual Harassment, Exploitation and Abuse (SHEA) and other safeguarding related policies including the Overarching SHEA and Safeguarding Policy, the Protection from Sexual Exploitation and Abuse Policy, the Child Safeguarding Policy, and the Sexual Harassment Exploitation and Abuse at Work Policy. The consultant shall also abide by other core ActionAid policies such as the Anti-Corruption, Bribery and Fraud policy and the Anti-Terrorist Funding policy. Breaches of any of these policies may lead to termination of the contract. Details of those policies will be provided upon request.
