TITLE: Program Associate

CONTRACT TERM: 6 months (with possibility of extension)

LOCATION: Bangkok, Thailand (preferred)

 

SUMMARY OF JOB RESPONSIBILITIES

 

The Asia Foundation’s Thailand Office is seeking a part-time, qualified, and talented Program Associate to support the USAID and Australia Mekong Safeguards Program (Mekong Safeguards). The Program Associate will support Mekong Safeguards on programmatic implementation and administrative operation to ensure progress towards program targets. The position requires a broad understanding of Mekong Safeguards’ activities and relies heavily on the resourcefulness, coordination, and organizational skills of the candidate.

 

The USAID and Australia Mekong Safeguards Program is a five-year, $10.6 million project working with major banks, governments, and developers in Thailand, Vietnam, Lao PDR, Cambodia, Myanmar, and China on large energy and transportation infrastructure investments to strengthen environmental and social standards and adopt clean technologies in Southeast Asia’s Lower Mekong region. The program is an exciting opportunity to support new and improved ways governments, financiers, developers, and CSOs can invest and build sustainable energy and transportation infrastructure.

 

REPORTING & SUPERVISION

 

S/he will report directly to the Deputy Chief of Party of Mekong Safeguards.

 

RESPONSIBILITIES

 

  • Lead and support technical programmatic work with communities, government and private sector actors in Thailand, Vietnam, Lao PDR, and Cambodia as assigned by Chief of Party and/or Deputy Chief of Party. Supporting work includes coordination, conducting follow ups, taking notes, logistical arrangements, document preparation, and others as assigned.

  • Gather and analyze information, formulate plan, determine action steps for implementation, and develop relevant recommendations and outputs for such activity. This includes organization and synthesis of data from raw information into recommendations and communication product such as meeting notes, event reports, technical reports, etc.

  • Support client management, communications, and recommendation for activity implementation in collaboration with team members.

  • Provide guidance and support to staff and consultants and help coordinate both virtual and in-person mission travel, event logistics, outreach, and organization.

  • Administrate funding implementations, including sub-grant, subcontract, and consulting activities such as developing TORs, task descriptions, analyzing resource distribution, and interfacing with sub-grantees, subcontractors, and consultants.

  • Support travel planning and logistics with government delegations, including U.S. and Australian officials, and develop materials for field missions, including briefing materials for officials and stakeholders, schedules, and other logistical arrangements.

  • Support team logistical and administrative tasks, including financial planning, work planning, budgetary planning, procurement processes, memoranda development and other tasks as required by management.

  • Perform other duties as assigned.

 

REQUIREMENTS

 

  • At least 3 years of experience working on coordination, organization, secretarial support, and logistical preparations for program, organization, or high-level committee especially in the Southeast Asia region.

  • Experience in engagement and coordination with government authorities, local community leaders, and private sector stakeholders.

  • Knowledgeable in government structure for Lower Mekong countries and understanding of appropriate cultural practices and protocols for engagement.

  • Broad understanding of environmental and social policy and regulations as well as impacts created by infrastructure project developments.

  • Knowledgeable in office/productivity software such as Word, Excel, PowerPoint, Outlook, Adobe suite, and cloud-based applications.

  • Ability to work effectively under pressure with challenging deadlines.

  • Ability to travel for field work domestically and within the Lower Mekong countries.

  • Fluent in English (speaking, listening, and writing) and at least one more local language in the region (Thai, Lao, Khmer, or Vietnamese).

  • Experience working for multilateral donors is a plus.
