5. POSITION TITLE: ROAA Acquisition and Assistance Specialist (Career Ladder)

6. MARKET VALUE: THB 727,921 – 1,273,860 per annum equivalent to FSN-9. 
This position is a part of an established career ladder, which provides for the potential to progress to the FSN-10 (THB 962,247 – 1,683,939) and, subsequently, to the FSN-11 (THB 1,340,075 – 2,345,127) grade level. In accordance with AIDAR Appendix J and the Local Compensation Plan of USAID/RDMA. Final compensation will be negotiated within the listed market value.

7. PERIOD OF PERFORMANCE: Five (5) years initial contract. The services provided under this contract are expected to be of a continuing nature that will be executed by USAID through a series of sequential contracts, subject to continued need of the position and availability of funds.

8. PLACE OF PERFORMANCE: The United States Agency for International Development/Regional Development Mission for Asia (USAID/RDMA), Bangkok, Thailand with possible travel as stated in the Statement of Duties.

9. ELIGIBLE OFFERORS: This position is opened to Cooperating Country National (CCN). Thai citizen or other country citizen lawfully admitted for permanent Thai residence is eligible to apply. Please note that USAID is not able to sponsor offerors for a Thai residency permit.

10. SECURITY LEVEL REQUIRED: The successful offeror shall be required to obtain a Security Certification for Employment from Regional Security Office.

11. STATEMENT OF DUTIES 

11.1. General Statement of Purpose of the Contract

The Acquisition and Assistance Specialist (Career Ladder) is located in the Regional Office of Acquisition and Assistance (ROAA) in USAID/RDMA. The function of the Office is to provide Acquisition and Assistance (A&A) support to Mission Technical Offices and Development Objective (DO) Teams in the Mission, and in any other Client Missions in the region that may be supported by the RDMA Mission.

A&A Specialists serve as the backbone to awarding and administering USAID development activities. The primary purpose of this position is to perform a variety of acquisition and assistance duties including writing grants, cooperative agreements, contracts, and other procurement instruments, and preparing amendments in support of the Missions. The incumbent reviews and recommends approval or revision of requisitions in the Global Acquisition and Assistance System (GLAAS); reviews and recommends approval or revision of scopes of work (SOW)/program descriptions (PD); drafts solicitations; performs cost and price analysis; analyzes proposals/applications received; drafts awards and modifications; analyzes contractor-proposed budgets; recommends revisions to various award provisions; writes Memoranda of Negotiation; and, prepares other required documentation. The incumbent maintains award files and records up to date, facilitates and reviews Contractor Performance Assessment Reports (CPARs), and supports award closeouts. The incumbent provides guidance related to award modifications. The incumbent is responsible for carrying out day-to-day activities under the mentorship of more senior Office employees.

This position is a part of an established career ladder, which provides for the potential to progress to the FSN-10 and FSN-11 grade level. Attainment of higher grade levels is contingent upon successfully completing required training, meeting agree-upon objectives and milestones, and performing at an effective level. Promotion to the FSN-10 and to the target FSN-11 grade levels is not mandatory, though failure to eventually achieve those high levels of performance may be the basis for dismissal.

11.2   Statement of Duties to be Performed (100%)                         

A. The Specialist (Career Ladder) is responsible for providing basic project acquisition and assistance support to USAID/RDMA Technical Offices, DO Teams, and any designated regional clients. USAID programs are diverse and multi-sectoral. The incumbent is required to provide basic and limited acquisition assistance to designated Technical Offices, DO Teams, and to support a variety of programs/projects/activities. These programs/projects/activities are implemented through complex Government contracting and grant mechanisms, including but not limited to purchase orders, competitively negotiated technical assistance agreements, contracts, cooperative agreements, Participating Agency Service Agreements (PASA), and sole source contracts, requiring the incumbent to become familiar with the full range of USAID procurement instruments.

B. The Specialist (Career Ladder) is assigned work in such a manner as to provide training and the basis for independent selection of appropriate procurement instrument types for the situation at hand, and to accurately apply USG procurement laws, regulations, policies, and procedures governing each type of instrument. The developmental nature of the assignment provides exposure to the acquisition of goods and various types of services. The incumbent will become equally familiar with the procedures for acquisition of goods and service contracting actions.

C. The Specialist (Career Ladder) is expected to work with other Specialists/Officers, and with technical specialists/activity managers in DO Teams throughout Mission and/or the region, assisting in the preparation of annual procurement plans, clear and concise statements of work, and supporting documentation. The incumbent will develop the ability to provide authoritative business advice to technical specialists/activity managers pertaining to their procurement-related responsibilities and procedures. Specific developmental duties include:

Pre-Award Duties – the incumbent participates in meetings on procurement planning:  collates data, and prepares and updates tracking tools in order to monitor pending procurements; works with clients to assist in the preparation of justifications, waivers, and other necessary approvals as needed, and reviews GLAAS Requisitions (REQs) for completeness and clarity with other Specialists/Officers. Prepares solicitation documents in GLAAS, electronically posts solicitations, and works with other Specialists/Officers to ensure compliance with Federal Acquisition Regulation (FAR) and USAID Acquisition Regulation (AIDAR) advertisement requirements, including publication of synopses and solicitations. The incumbent works with other Specialists/Officers to prepare Requests for Proposal and Requests for Application. The incumbent assists other Specialists/Officers in pre-award activities for competitive solicitations, and with pre-award assessment surveys of potential contractors or recipients, in order to ensure eligibility prior to an award being made.

Post-Award Duties – the incumbent assists other Specialists/Officers in monitoring performance as required by the terms and conditions of the award, through reviews of performance and reviews of financial reports. The incumbent manages the assigned developmental portfolio, assuring that funding is available when required; and, with other Specialists/Officers works with DO Teams/Contracting Officers (CORs)/Agreement Officer’s Representatives (AORs) to assure targets/milestones are set and being met (or that remedial action is taken), and that the overall goals of the program/project/activity are met. As assigned, the incumbent conducts site visits and attends meetings. The incumbent provides guidance to technical personnel and assists in programmatic duties as required to avoid contractual/legal improprieties, works with other Specialists/Officers as required. The incumbent assists in researching and resolving issues that may arise during contract performance, including changes, work stoppages, disputes, implementation problems, defaults, cost overruns, unacceptable performance, and payment problems.

D. The Specialist (Career Ladder) assists in the conduct of closeouts of contracts, grants, and cooperative agreements after completion. These include ensuring contract audits are conducted in a timely manner, preparing performance documentation, and resolving outstanding issues noted in audits.

The position may require some travel to the U.S. or to other Missions abroad for business requirements.

The contractor is eligible or temporary duty (TDY) travel to the U.S., or to other Missions abroad, to participate in the "Foreign Service National" Fellowship Program, in accordance with USAID policy.

11.3. Supervisory Relationship
The incumbent reports directly to the Contracting Officer or his/her designee.

11.4. Supervisory Controls
 Full supervision of other USAID staff is not contemplated.

12. PHYSICAL DEMANDS:  The work requested does not involve undue physical demands.


II. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION

1. Education: A minimum of bachelor’s degree in the field of finance, law, business, economics, political science, international relations, English, or a related field.
2. Experience: A minimum of three (3) years progressively responsible experience in business, law, development assistance, governmental administration, or related field.
3. Language: Level IV – Fluent in speaking/reading/writing in Thai and English (a valid TOEIC score of 855 or USAID-administered English Level IV is required)


III. EVALUATION AND SELECTION FACTORS
The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1. The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. Application Rating System
The application rating system factors are used to determine the competitive ranking of qualified offerors in comparison to other offerors. offerors must demonstrate the rating factors outlined below within their application and/or resume, as they are evaluated strictly by the information provided. The rating factors are as follows:

1. Experience (30 points):
Additional points will be given for relevant experience above the minimum requirement as listed in Section II above, which may include direct experience in development agencies and/or international organizations.

2. Knowledge (30 points):
● Demonstrated knowledge of public and/or private-sector business processes, or the ability to quickly gain such knowledge.
● Demonstrated an understanding of US Federal and USAID Acquisition Regulations, and/or knowledge and understanding of how to execute and administer a complex acquisition portfolio, and/or the ability to quickly gain such understanding, particularly as it relates to acquisition through methods of negotiation, sealed bidding, small purchase procedures, and that result in standard and established contract types.
● Demonstrated a basic understanding of markets pertaining to program/project/activity requirements for services and commodities, and a good knowledge and understanding of US and/or regional markets and pricing methods.

3. Skills and Abilities (40 points):
● Demonstrated the potential to acquire the ability to plan and administer acquisition activities and provide acquisition assistance and support for Agency programs and projects in a timely manner. Demonstrated the potential to gain the ability to apply contracting regulations, procedures, and policies to individual acquisition and assistance programs.  And an ability to deal effectively with high-level representatives of the US and regional business community, and with colleagues in USAID Missions and/or host governments throughout the region.  Skill in the use of most elements of the Microsoft Business suite and Google applications is desired.
● Demonstrated good analytical, negotiating, and time management skills, along with strong proofreading skills and attention to detail. Demonstrated the ability to work calmly, tactfully, and effectively under pressure, as well as the ability to maintain strict CONFIDENTIALITY, and meet all STANDARDS OF CONDUCT/ETHICS STANDARDS in accordance with US law throughout all phases of acquisition and assistance procurement processes.

SELECTION PROCESS: 

To be considered for candidacy, offerors must address each criterion in their application as to how they meet the minimum qualifications required for the position mentioned in Section II, Item 1-2. If the application submitted fails to demonstrate eligibility, the application will be marked unqualified. It is the responsibility of the offeror to provide all pertinent information.

Applications will be initially screened and scored in accordance with evaluation factors and points mentioned in Section III, item 1-3. Offerors in a competitive range will be given a recruitment test. Offerors with passing marks from the recruitment test and either 1) a valid TOEIC score or 2) USAID-administered English Level IV mentioned in Section II, item 3, will be invited for an interview. The recruitment test and the interview will be structured around the evaluation factors mentioned above. The successful offeror will be selected based on a review of his/her qualifications, work experience, knowledge, skills and abilities; a written test; an interview; and the results of reference checks. References may be obtained independently from other sources in addition to the ones provided by an offeror.
